Notice of Proposed Route Changes to

Moorhead Metro Area Transit


Routes 1, 2, 3, 4, 5, and 6
The City of Moorhead is considering changes to the Moorhead transit system to become effective June 15, 2010,
generally described below. Most of the route changes being proposed are to improve timeliness and reliability.
Maps of the proposed route changes are on display at: Ground Transportation Center (GTC), 502 N.P. Avenue,
Fargo, North Dakota.

Informational Meeting: An informational meeting open to the general public will be held on Wednesday, May 12,
2010, 4:30 p.m. to 5:30 p.m. at the Ground Transportation Center, 502 N.P. Avenue, Fargo, ND, to review and
discuss the proposed changes. Written and oral comments will be received at that meeting and considered by staff
prior to the final recommendation to the City Council. In addition, written comments may be submitted in advance

Public Hearings: The proposed changes to Routes 4, 5 and 6, are considered major and will require a public
hearing. The public hearing will be held by the Moorhead City Council on Monday, May 24, 2010, at 5:45 p.m. in the
First Floor Council Chambers of City Hall, 500 Center Avenue, Moorhead, MN. At the hearing, the City of Moorhead
will afford an opportunity for interested persons to be heard with respect to the proposed route changes. Written
comments may be submitted in advance of the public hearing to: Lori Van Beek, Transit Manager, 650 23rd Street

Route 1 and 3 are considered minor and do not require a public hearing; however, these route modifications will
also be placed on the City Council agenda for Monday, May 24, 2010.

Comments from the informational meeting may result in changes to the proposed routes. The final
recommendations will be made available to the public on May 19, 2010, at the GTC.
Minor Changes to Route 1: Route 1 is often affected in the afternoon by traffic and train delays in the downtown
area. The proposed change would eliminate “on request” service to 7th Street South between 16th Avenue and 24th
Avenue. Currently, requests to deviate to 7th Street are only made approximately once per month. Rather, the bus
traveling south on 8th Street would make a left-hand turn onto 20th Avenue and travel east on 20th Avenue to 11th
Street, then south on 11th Street to the Marriott Transfer point. This change will shorten the travel-time to the
Marriott as this alignment would eliminate considerable time spent at the 24th Avenue South split-phase traffic signal
and result in making transfers more timely and reliable.

Route 2: Route 2 is often affected in the afternoon by traffic and train delays in the downtown area. Route 2 will
not be changing. However, to improve timeliness, Routes 2 and 4 will be interlined. When Route 4 arrives at the
GTC, it will become Route 2, thereby leaving the GTC on-time due to extra layover minutes. When Route 2 arrives
at the GTC, it will become Route 4, which has extra layover time and can absorb the late arriving bus without
delaying future transfers.

Minor Changes to Route 3: Route 3 currently crosses railroad tracks three times per 30-minute trip. If the bus
encounters trains, it can delay the route considerably. The change proposed would reduce the route mileage and
save approximately 1.5 minutes, thereby allowing a more timely arrival at the Marriott transfer point. The change
would eliminate service to Minnesota State Community and Technical College (M State) and would be contingent
upon approval of major changes to Route 5 described below. Route 3 would travel south on 20th Street South and
turn right and travel west on 24th Avenue to 11th Street, and then south on 11th Street to access the Marriott Transfer
point.

Major Changes to Route 4: Currently, Routes 4 and 6 are 60-minute routes serving the north and northeast areas
of Moorhead and Dilworth Walmart. The routes travel on the same streets, but in opposite directions of each other,
leaving the GTC 30-minutes apart. There have been complaints that the routes are confusing. In addition, service
to the Clay County Courthouse and Family Service Center is only once per hour rather than every 30-minutes. With
the proposed changes, a new Route 4 would be established that is 60-minutes in length and Route 6 would be
eliminated. Two buses would operate on Route 4 leaving 30-minutes apart from the GTC Transfer Point following
the same route in the same direction. The route would travel by the Courthouse both in-bound and out-bound from
the GTC, twice per hour. An additional transfer point would be established at Cashwise Foods between Routes 3
and 4 to allow continual travel between Walmart and south Moorhead. On Saturday, the new Route 4 would
operate once per hour with only one bus.
The new route would travel out-bound from the GTC east on Center Avenue to 7th Street, then north on 7th Street to
1st Avenue, then east on 1st Avenue to 14th Street, then north on 14th Street to 10th Avenue, then west on 10th
Avenue to 11th Street, then south on 11th Street to 1st Avenue, then east on 1st Avenue to the Highway 10 frontage
road, then east on the frontage road to 34th Street, north on 34th Street to Walmart (8th Avenue), then south on 34th
Street to Cashwise and Kmart, then north on 28th Avenue to 4th Avenue, then west on 4th Avenue to Highway 75,
north on Highway 75 to 5th Avenue, west on 5th Avenue to 20th Street, north on 20th Street to 13th Avenue, west on
13th Avenue to 14th Street, north on 14th Street to 15th Avenue, west on 15th Avenue to 11th Street, south on 11th
Street, to 3rd Avenue, west on 3rd Avenue to 9th Street, south on 9th Street to 2nd Avenue, west on 2nd Avenue to 8th
Street, south on 8th Street to 1st Avenue, west on 1st Avenue to 3rd Street, then into the Park View parking lot to the
door, exiting westbound onto 1st Avenue by the Heritage Center (service on request) and inbound to the GTC.

Major Changes to Route 5: Currently, Route 5 travels south of I-94 and provides service to Concordia and MSUM
campuses. In addition, “on request” service is available to a section of Village Green. The route is long and traffic
on 8th Street northbound can result in delays and untimely transfers at the Marriott. Currently, when the route gets
behind schedule, the section north of 12th Avenue is dropped and service to MSUM becomes unreliable. The
proposed changes make the current temporary changes due to road construction (20th Street) permanent. The
changes to Route 3 shown above are contingent upon approval of the changes to Route 5 in order to provide
service to M State. With the proposed changes, Route 5 would bypass northbound 8th Street and travel east on 30th
Avenue to 20th Street and north on 20th Street. The changes will also improve service to Rasmussen College. It
would remove duplicate service to Concordia and MSUM, which is provided through Routes 1 and 2.

Route 5 would depart the Marriott and travel the current route until it reaches the AmericInn on 30th Avenue South
and 5th Street. From 30th Avenue, it would travel east on 30th Avenue to 20th Street, then north on 20th Street to 28th
Avenue, then west on 28th Avenue by M State, then north on 14th Street to 24th Avenue, then west on 24th Avenue to
11th Street, then south on 11th Street to the Marriott. To access campus, MSUM students would need to transfer
between Routes 5 and 2 at the Marriott. Concordia students would need to transfers between Routes 5 and 1 at the
Marriott.

Major Changes to Route 6: Route 6 would be eliminated. To maintain existing service levels, two buses would
operate on Route 4, staggered 30-minutes apart and running in the same direction. See the details for Route 4
