PART E
PARTICULAR SPECIFICATION FOR BUILDING, STRUCTURES AND
RELATED CIVIL WORKS

Scope of Works
In general the scope of civil work for the supply and services to be provided by
the Contractor shall include procurement, construction and put to use of all
necessary facilities required for the proper performance of the Works or as
specified but shall not be limited to the following:A. SEJINGKAT 132/33KV SUBSTATION REINFORCEMENT

Works To Be Completed
The Specification has been drawn up with all possible care and is intended to
cover the supply of all materials and the execution of all works necessary for
the completion of the works. In case where there is any detail of construction
or of materials which have not been referred to in this Specification or
Summary of Tender or Tender Drawings, but the necessity for which may be
implied or inferred from the Specification, Summary of Tender, or Tender
Drawings, or which are usual or essential to the completion of all works in all
trades, the same shall be deemed to be included in the rates and prices
named by the Contractor in the priced Bill of Quantities.
Site Conditions
For the purpose of tendering, Tenderer may request for available geotechnical
information for the areas near the Site. Tenderer is to obtain information
through its own direct investigation rather than depend on secondary
information or source. The interpretation of any existing information shall be
the sole responsibility of the Tenderer.
The Tenderer shall visit the existing Sejingkat substation site and satisfy
himself with regards to the site conditions, prior to submitting his tender, as
no claims will later be entertained on grounds of ignorance due to the nature
of work involved.
The Sejingkat 132/33KV Reinforcement Works is a an extension works of the
existing 132KV switchyard and a construction of a new 33/11KV Substation on
a new site next to the existing substation (please refer to the drawings). Due
to this nature of the Works, the Contractor should include the costing of
interfacing, coordination and where necessary, integration with existing
installed and commissioned systems, facilities, utilities and associated

complete with hardwood posts and 100mm wide 20mm thk. timber plank to
Engineers approval, shall be provided. Height restriction bars to Engineers
approval shall be erected in parallel on both sides of overhead live conductor,
at locations approved by the Engineer. Barricade and height restriction bars
shall be erected during construction period.
Demolition Works
All existing affected infrastructures (fencing and drainage) to be demolished.
Affected existing compound lighting and street lighting are to be shifted to
location as shown in the M&E Drawings or as per E.R. instructions.
Site Clearing and Earthworks
The works shall be within the boundary as shown in the as per Tender
Drawing: PLS140032/SEJ/C/G/CE/BP/01. Site will be available upon award
of tender. The earthwork for the extension work for Sejingkat 132/33kV
switchyard shall consist of stripping off the existing gravel topping and
excavation works for affected area of foundation and cable trench to a
temporary storage area agreed by the ER, filling works using approved
imported soil to levels as indicated in the drawings with a consideration of
total settlement of 150mm for the whole construction stage. New gravel
topping shall be laid over the disturbed switchyard area. The existing platform
level of the Sejingkat 132kV substation site will be maintained for the project.
No temporary structures (site office, storage yard, fabrication yard, etc) shall
be erected within the compound of the existing live substation except for
structures used for barricading and elevation platforms. All temporary
structures shall be erected outside the fence of the existing substation with a
single point of temporary access into the construction area within the existing
live substation.
Drawings
All drawings submitted shall be prepared to relevant ISO standards using CAD
software suitable for ultimate archiving in the specified file format where
applicable.
All drawings shall be drawn to scale, fully detailed, dimensioned, maximum
size A1, in English language and to SI units where applicable.
All drawings prepared by the Contractor shall be provided with a title block
which includes Contract reference, project tile, drawing title, serial number,
date submitted for approval, date returned for correction, date received for
construction, date of final drawings submitted, scale, revision no., revision
remarks and the particulars of Employer, Employers Representative and the
Contractor. In addition, an employers numbering may be included. The title
block and system of serial numbering shall be approved by Engineer. All
construction drawings shall be endorsed by Contractor and Professional
Engineers where applicable.
Each architectural, civil and structural, building M&E drawings shall be clearly
stamped to indicate the applicable status; i.e. For Proposal,For
Information, Submission, and As-Built where applicable.

The Contractor is required to submit five (5) sets of As-Built drawings and its
softcopy in AutoCAD 2000 format at the end of project. Employer shall review
and approve before the issuance of Certificate of Provisional Taking Over.
Piling and Substructure
A. R.C. Square Pile
The piling works for Sejingkat 132/33kV Substation Reinforcement works shall
cover the following:

The Contractor to submit the method statement for piling works prior to the
commencement of the Works for E.R.s approval.
B. 150mm Micropiling Works
The micro-piling works for Sejingkat 132/33kV Substation Reinforcement
works shall cover the following:
1. 132kV switchyard (outdoor foundations, cable trenches,etc)
Micropiling is only allowed to be done at areas where there are height limitations for the
machineries such as below the existing live Gantry. The maximum allowable height for the
machineries used for micropiling works including its props and materials shall be less than 4m.
The Contractor shall be responsible for the construction of the entire
foundation system which shall ensure the proper and due performance of the
substation, and protect against the effects of any long-term settlement and
differential settlement between parts of a structure.
Static Load Test shall be carried out up to twice the specified working loads
(60 tons). The loading records shall be jointly taken by the Engineer and the
Contractor. The Contractor shall submit full records including graphs (Loadtime-settlement, load-settlement curve, records etc) in duplicate to the
Engineer within three (3) days after completion of the test. This test pile(s)
shall not be used as actual working pile.
The estimated depth of drilling is 46m including 6m rock socket. The material
quantity for micropiling works shall be all provisional and subjected to final
remeasurement.
The contractor to be responsible in all QA/QC aspect of the micropiling works
and the E.R. may reject any constructed Micropiles at any time if there are
non-compliances deemed to be found. The Contractor to bear all of the cost
and time impact for all of the remedial works.
The Contractor to submit the method statement for piling works prior to the
commencement of the Works for E.R.s approval.
Miscellaneous Structures
All structural steel structures shall be designed to requirements of BS5493 for
exterior exposed polluted coastal. Structural steel members shall be sand
blasted (to SA 2) before carrying out painting as below:2-component inorganic zinc silicate primer 75 micron DFT
2-component polyamide cured epoxy with natural micaceous iron oxide 100
micron DFT
2-componenet polyamide epoxy enamel paint 40 micron DFT
Roof, gutter, fascia and flashing materials shall be of Bluescope Clean
Colorbond steel or its equivalent with same material as roofing material.
Gutters (supports to be hot-dipped galvanised iron) shall be exposed for all

Reinforced concrete Transformer bases and bund wall with min 25 mm single
size of limestone filling shall be laid within the bund wall area. Reinforced
concrete Oil Interceptor, R.C. sumps (at every 6m interval and junction) and
discharged pipes (HDPE pipe of minimum diameter of 160mm) shall be
provided for Transformers compounds as per detail in the tender drawing.
1.16 Roads
The Service and Maintenance Road network is as shown in Tender Drawings.
All Service Roads shall be premix road and the maintenance road shall be
gravel road.
All premix roads shall be minimum width of 6 meter with precast concrete
road kerbs, r.c drains and subsoil drains on both sides of road and with 100
mm thick (compacted) premix bitumen surfaces. The compacted sub-grade
shall be laid with a layer of geotextile (TS30). Typical section and detail of the
Access Road and it drainage system are as shown in the tender drawings.
All gravel roads surface shall be minimum width of 4m and consists of 150mm
thick 38mm DCR Gravel with crushed rock chippings.
Any existing roads damaged by construction activities under this Contract
shall be made good to specifications and ER requirements. Contractor shall
reinstate and maintain any damages imposed onto the existing road used for
construction work. All finished road levels for any reinstatement of roadwork
are to match the existing access roads finished road level.
Contractor shall be responsible for the provision of temporary access for
construction purposes only. Usage of existing roads and facilities for
construction access shall not be permitted without prior written approval from
the ER, Contractor shall also make good to the satisfaction of the ER any
existing facilities affected by works under this Contract.
All of the proposed service and access roads shall be connected to the existing
roads as shown in the drawings.
Substation Compound Surfacing
The substation compound areas as indicated in Tender Drawings shall be
leveled, compacted and laid with 16mm-40mm gauge crushed quarry stone
(132kV Switchyard) and 38mm Single Size (33kV Switchyard) in 150mm
thick to Finished Ground Level.
The stone for surfacing shall comply with electrical requirements and the

Water Supply
The Water Supply Network is as per drawing:PLS140032-SEJ-C-G-CW-P-01.
The Tenderer shall include in his Tender Sum the cost for water supply which
include application, connection, testing, jointing and complete laying of
approved water pipes and appurtenances from the nearest Kuching Water
Boards water main to proposed building. Capital contribution, collateral and
meter fees will be payable by the Employer.
The Contractor is required to execute the connection works using methods
which will not disrupt the water supply at the surrounding area. The method
statement for connection works to be submitted at the same time of tender
submission.
Wastewater
A wastewater system is to be constructed for the Substation Outdoor
Switchyard and Control Building. The Ecosept septic tank with connection to
outlet, R.C. sump if required, shall be provided for Control Buildings.
Reinforced Concrete sumps connected to the Oil Interceptor with 160mm
HDPE pipes to be provided for the 132kV and 33kV Transformer. Treatment
and discharge facilities for oily wastewater shall be provided by the
Contractor.
Surface and Sub-surface Drainage
The overall drainage system consists of 450mm covered drain, subsoil drain,
450mm box culvert, 600 mm r.c. open drain, r.c. sumps, sub-surface drainage
for Outdoor Switchyard and 150mm D.I. pipe for runoff discharge of the oil
interceptor under road. The proposed invert level and gradient of the drainage
as stated in the drawings shall be strictly followed unless instructed otherwise
by the E.R.
Covered R.C. drains shall be provided around perimeter of Control Buildings
and substation compound as indicated and other location deemed necessary
for proper discharge of runoff. Discharge of UPVC rain water down pipes from
Control Buildings shall be channeled to perimeter R.C. drain.
The Contractor shall maintain, and keep all drains, streams and waterways
free from mud, silt and any other obstructions and make good where
necessary. All existing streams, rivers and waterways are not to be polluted in
any way during the carrying out of the works and the Contractor will be held
solely responsible for any compliant, damage or claim (inclusive of making
good) in this connection. The Contractor shall construct (as required) and
maintain suitable silt traps to contained mud, silt and any other debris arising
from the construction works. Silt trap location shall be approved by the
Engineer.
Unless otherwise specified, all R.C. open drains within the fenced area of
substation compound shall be provided with continuous hot-dipped galvanized
steel grating covers (designed to support 200kg axle load) adequately fixed to
the sides of the drain. Minimum main reinforcement bars for the covered R.C.
drains are as per tender drawings.
