WHY DO THE CITY/TOWN, REGION AND
COUNTRY WISH TO HOST THE FIS WORLD
SKI CHAMPIONSHIPS?
The reasons behind Cortina and Italy's ambition
to host the World Ski Championships are primarily
to do with wanting to boost the development of
winter sports on an international level by organising
an event which is highly technical from a sporting
point of view and a great thrill for audiences.
Specifically Cortina d'Ampezzo intends to take
advantage of the event to:

SUMMARISE YOUR TRANSPORT PLANS
DURING THE FIS WORLD SKI CHAMPIONSHIPS
FOR THE MAIN CATEGORIES AND THE
INTEGRATION OF DIFFERENT MEANS
OF PUBLIC TRANSPORTATION.
The main objective of the transport strategy
of the Local Organising Committee (LOC) is to
offer safe, reliable and effective transport services
to all user categories in line with identified
priorities. Public transport services will be free
for all users (both residents and guests related to
the event) throughout the World Championships.
Public bus and train transport both from the north
(Val Pusteria, Bolzano, Innsbruck, Lienz) and
from the south (Pieve di Cadore, Belluno, Treviso,
Venice) will be reinforced.

PROVIDE A SUMMARY OF THE SET-UP
FOR ACCREDITATION AND ANY OTHER
RELEVANT INFORMATION ABOUT THE
SYSTEM (E.G. SKI PASS INTEGRATED, FREE
USE OF DESIGNATED TRANSPORTATION, ETC).
The Accreditation Centre will be located in a
strategic position in Alexander Girardi Hall just
a short distance away from the Largo Poste Medal
Plaza Olimpia, the Olympic Ice Stadium and the
Press Centre. At the crossroads of the various
roads which pass through Cortina en route to the
various World Championships sites, the building
is equipped with a multi-story car park, existing
pedestrian access routes and others currently
under construction and is large enough for the
various activities linked to accreditation
(offices, meeting rooms, etc.) For every sort
of accreditation integrated services will be on
offer with the various supplementary services
such as ski passes, the use of dedicated transport
services and hotel booking services. In addition,
as a result of an agreement with the Veneto
Region, for accredited people free access
to museums and public transport in the whole
area is planned. (See Annex A-MPA: Cultural
World Championships Project).

Accomodation
5.1
PRESENT AN INVENTORY OF THE
ACCOMMODATION AVAILABLE.
In Cortina 4.715 beds are available in hotels,
3.071 of which are in 4 and 5 star hotels. Cortina
town council has set up a hotel development
policy consisting in the creation of a technical
office to streamline and facilitate the bureaucratic
procedures required for restoration and
improvement work on existing hotels. Cortina
also has a considerable number of second
homes and holiday flats which can be used as
accommodation for certain specific types of
participants (teams, service teams, volunteers,

6.1

For team training, there are many slopes available in
a radius of 15 km from Cortina in a maximum of 20
minutes by car: all of them can guarantee excellent
artificial snow conditions. At least one slope for
each training area will be closed to the public and
will dedicated for training. The test area will
be near the race slope, in the Ronzuos area.
Annex 6.1.6: details of the training slopes
The availability of the slopes and ski lifts for the
races and training has been guaranteed by the
whole Cortina ski lift consortium both for the
organisation of the trial event and for any other
skiing event.
Refer to Annex 3.6: letter from the ski lift consortium
on the use of the race/training slopes.
Concerning the snow making capacity, Cortina
2021 can guarantee that all the race and training
slopes have a 100% coverage by artificial snow,
so it is possible to have the best condition also
in winters with lack of natural snow. In particular,
for the race zone, a new basin has been built
(works finished in 2014) for 96.000 cubic metre
water; all the snow making facilities of the area
are having some upgrading works since last year.

7.1
PROVIDE DETAILS ABOUT THE INCLUSION
OF LEGACY ACTIVITIES INTO THE CANDIDACY
AND ITS ALIGNMENT WITH DEVELOPMENT
GOALS AND PLANS. ARE THERE ALREADY
POST-CHAMPIONSHIPS EXPLOITATION PLANS?
The main aim of this bid is to plan infrastructure
and action which can bring long term benefits
to the whole Cortina community. The legacy
of the World Ski Championships has been assessed
in two aspects: infrastructure - 'visible' legacy and social impact on the resident community
- 'invisible' legacy.
As far as infrastructure is concerned no action
which impacts on the area has been considered
which is useful only for the duration of the World
Championships and which might then be difficult
to manage in the years to come. In more general
terms, the investment that the town of Cortina has
already set in motion aims at overall infrastructure
and facilities improvement in order to ensure World
Championships in line with FIS standards but more
generally speaking to improve and enhance tourism
and bring it up to excellence standards.
With this in mind, we will cooperate with a group
of representatives from the town's institutions and
economic and social forces (the Legacy Cortina
2021 Group) with the objective of planning action

for the ski slopes and lifts all work has been
studied together with FIS to ensure technical
and spectacular routes for the 2021 World
Championships with the objective of starting
with upgrading existing slopes in order to ensure
maximum tourist advantage in the future as well
as the chance to host new international events in
future (World Cup, Junior World Championships).
Management by private companies is guaranteed
and these will lease the slopes and ski lifts and
thus will not be a burden on public funds;

SKI CHAMPIONSHIPS?
Describe the bids objectives considering
environmental compatibility in developing your
region in general and ski sport in particular.
The concepts of sustainability and environmental
respect have been deeply felt by the residents of
Cortina d'Ampezzo for time immemorial. A deeply
rooted sense of civic responsibility on this theme
is thus a feature of life here. Specifically, over the
last century, the development of the town has
always respected a perfect balance between tourist
growth and the preservation of the area's essential
characteristics.
The role of the Regole d'Ampezzo is very important
in this respect. This ancient institution was founded
before the year 1000 as a consortium of Cortina's
original families for the collective management of
the forests and meadows of the town. The role of
the Regole has modified to some extent over the
centuries moving from prevalently wood cutting
activities and timber sale to its current role of

The National Anti-Doping Organisation
on request of the candidacy committee
has given the following official information.
The Doping Control Station will be set up at a
temporary health facility at the competition site.
This facility, together with the technical equipment
for doping testing, will be set up in compliance
with FIS Anti-Doping rules (2015 version) and
WADA standards. Through its accredited laboratory
in Rome the National Anti-Doping Organisation
will work closely with WADA. The anti-doping
laboratory will have official venue status and
be incorporated into our security plans. Samples
will travel with strict chain-of-custody procedures
in armoured vehicles. On the LOC side the
Chief Medical Officer will coordinate all relevant
duties together with a well trained team
of chaperones.

12.1
DESCRIBE THE PROPOSED VENUE FOR THE
OPENING AND THE CLOSING CEREMONIES OF
THE FIS WORLD SKI CHAMPIONSHIPS.
The opening ceremony will be held at the Olympic
Ice Stadium. This venue was chosen for logistical
reasons - the stadium can hold up to 4.000 people
indoors - and for the image which Cortina intends
to give to the World Ski Championships. As will be
specified in the next sections (see 13. Marketing
and Hospitality and 16. Advertising and Promotion)
the strategy aims to boost the resort's image
without losing sight of the importance of Cortinas
history. The atmosphere will thus be a combination
of innovation and tradition. Fitted out for the
occasion, the Olympic Stadium will be emblematic
of these values in that part of the building dates
to the 1956 Winter Olympics while the external
section and the roof are recent and architecturally
modern. The closing ceremony will be held directly
at the slopes in the finish area of the Col Drusci
A slope at the end of the last race.
12.2
DESCRIBE THE PLANS FOR THE MEDAL

The medal ceremonies will be held in Piazza
Olimpia (currently called Piazza delle Poste) which

commitments to partners relating to the World Ski
Championships or to the use of the Championships

phase could be found but no contract will be valid
after the election.

OFFICIAL SITES (COMPETITION VENUES,
MEDIA CENTRE(S), CEREMONY LOCATION,
ETC.) WILL BE HANDED OVER ON THE AGREED

CLEAN VENUES WITH NO ADVERTISING
OR ANY ASSOCIATION TO SPONSORS.
Cortina 2021 confirms that, thanks to the Cortina
2021 Brand Protection Group project, the LOC
will be able to guarantee that the venues used
by the LOC will be 'clean sites' free of advertising
and/or links of non official event sponsors.

to draw up regulations relating to the use

Cortina's is a very strong brand name and it is thus
attractive to partners in various trade categories.
Sponsor villages will be fitted out in the race
areas, in the grandstand area and in Corso Italia.
The latter is the most interesting in that it is
one of the most famous pedestrian streets and
shopping areas in Italy. Cortina 2021 will work
in partnership with Infront Sports & Media AG in
order to contribute to the marketing project and
give assistant to the rights holder with the aim of
selling Cortina as a high end destination. Cortina
2021 thus expects to plan not only for stands
and display space but also for brand activation
activities which will enable companies to interact
with the many Italian and international visitors.
Cortinas marketing plan, linked to the promotion
of the World Ski Championships, is expected to
include specific measures devoted to sponsors
such as competitions, geo-marketing activities and
PR activities in relation to partner (interest group)
stakeholders. The town's experience (see 16.
Advertising and promotional activities chapter) will
enable it to activate co-marketing activities in the
years leading up to the World Championships too.

I PREMESSA
La Federazione Internazionale dello Sci (FIS), fondata nel 1924, con sede ad Oberhofen am
Thunersee (Svizzera), ha il diritto di organizzare i Campionati del Mondo di sci alpino. Essi si sono
svolti per la prima volta nel 1931, e sono organizzati con cadenza biennale.
Fino al 1982 i Campionati del Mondo si disputavano negli anni pari ed in concomitanza dei Giochi
Olimpici invernali. Le gare olimpiche erano quindi valide anche come gare del Campionato del
Mondo.
A partire dal 1985 i Campionati del Mondo di sci alpino si sono svolti negli anni dispari al fine di
evitare la sovrapposizione con i Giochi Olimpici; sono tre le edizioni fino ad ora ospitate dallItalia
(Bormio 1985 e 2005, Sestriere 1997).
Lorganizzazione dei Campionati del Mondo di sci alpino spetta alla FIS ed regolata dalle Rules
for the organisation of FIS World Championships.
Tali regole prevedono, tra laltro, che la candidatura sia proposta da una Federazione nazionale
appartenente alla FIS, di concerto con un comitato promotore (che diverr in seguito organizzatore).
Nel caso di specie, per ledizione dei Campionati del Mondo di sci alpino che si svolgeranno
nellanno 2021, la FISI si candidata insieme alla citt di Cortina dAmpezzo.
La candidatura di Cortina 2021 stata presentata ufficialmente nel maggio 2015; il dossier di
candidatura stato presentato dal soggetto promotore di Cortina 2021, in occasione del meeting FIS
di Zurigo del 30 settembre 2015. La decisione finale per lattribuzione dei Campionati del Mondo di
sci alpino per il 2021 avverr il 9 giugno 2016 durante il 50 Congresso FIS di Cancun (MEX),
dopo una presentazione resa dalla Fondazione Cortina 2021 davanti al consiglio della FIS.
Lattribuzione dei Campionati del Mondo di sci alpino 2021 a Cortina dAmpezzo costituirebbe,
senza alcun dubbio, uno straordinario traino per lo sport italiano e per tutto il comparto della
montagna, sia in termini di investimenti che di crescita economica e turistica.
Il programma della manifestazione prevede lo svolgimento di 15 gare di sci alpino (comprese 4 gare
di qualificazione). Saranno presenti oltre 600 atleti, provenienti da circa 70 nazioni, con un seguito
di pi di 1.200 giornalisti ed un pubblico complessivamente stimato in circa 150.000 presenze. Va
da s che limpatto mediatico sarebbe enorme, con una previsione di circa 800 milioni di
telespettatori in tutto il mondo.
Lassegnazione dei Campionati del Mondo di sci alpino a Cortina genererebbe un positivo impatto
economico, mediatico e turistico, ma anche un notevole impatto sociale (tra le altre cose saranno
infatti chiamati ad operare oltre 1.200 volontari) e sportivo. Il budget operativo (al netto delle opere
pubbliche ed altri investimenti a lungo termine utili alla comunit che potranno essere realizzati in
caso di attribuzione dei predetti Campionati del Mondo) pu essere quantificato in circa massimi 50
milioni di euro.
Al fine di garantire il miglior esito del processo della candidatura e di realizzazione
dellevento stesso, tutti gli enti e le istituzioni locali, regionali e nazionali firmatari di questo
Multi-Party Agreement si impegnano sin dora a fornire il massimo sostegno politico,
economico e morale al pieno raggiungimento degli obiettivi proposti.

II OBIETTIVI GENERALI
Le istituzioni che sottoscrivono questo accordo condividono gli obiettivi del soggetto promotore, la
Fondazione Cortina 2021, e si impegnano reciprocamente a fornire il massimo sostegno per far s
che Cortina dAmpezzo ottenga lassegnazione dei Campionati del Mondo di sci alpino 2021.
Qui di seguito si riportano gli obiettivi che Cortina dAmpezzo intende perseguire.
Visione
Missione
La Fondazione Cortina 2021 ha quale missione lottenimento e lorganizzazione dei Campionati del
Mondo di sci alpino 2021 ed il motore di collegati progetti sia in ambito sportivo che
infrastrutturale. Ne sono esempio la collaborazione nellorganizzazione annuale della Coppa del
Mondo di sci alpino femminile, il coinvolgimento della popolazione e dei giovani nel processo di
candidatura e lavvio di studi e progettazioni nel campo dellimpiantistica di risalita e delle
infrastrutture, opere che andranno a beneficio di tutta la comunit ampezzana negli anni seguenti ai
Campionati.
La Fondazione Cortina 2021 si sta impegnando, per quanto di sua competenza, affinch i seguenti
obiettivi siano raggiunti e/o favoriti:
- nellambito dello sport: rinverdire i fasti delle Olimpiadi del 1956 dimostrando di essere
allaltezza di organizzare un evento sportivo mondiale, puntando sia sullelevato valore tecnico,
espresso dalla consolidata esperienza nellallestimento dei tracciati, sia sul connaturato fascino delle
piste;
- nellambito del turismo: rilanciare Cortina nel panorama turistico internazionale, migliorando la
qualit delle strutture ricettive, delle infrastrutture e della viabilit, che attualmente risultano
inadeguate ad ospitare i Campionati del Mondo di sci alpino. Ci rappresenta una sfida che la
comunit vuole vincere;
- nel settore dello sviluppo delle risorse umane: cogliere loccasione dellorganizzazione di questo
evento mondiale come punto di partenza per continuare ad ospitare manifestazioni di prestigio,
avvalendosi di un gruppo dirigente giovane e competente che avr la capacit di incrementare e
consolidare le proprie competenze grazie alla realizzazione dei Campionati del Mondo;
- nel settore della promozione: valorizzare qualit ambientali e paesaggistiche uniche al mondo.
Cortina un parco naturale nel cuore delle Dolomiti, patrimonio mondiale dellUNESCO; la grande
potenzialit mediatica, avvalorata dalla celebrit del suo nome, potr procurare ampia visibilit ai

IV SUPPORTO ECONOMICO
Come richiesto dalla Federazione Internazionale dello Sci nel questionario di candidatura (cfr. punti
18.3 e 18.4 del Questionnaire for applicant candidates for FIS world ski championship in the
nordic and alpine disciplines), le autorit firmatarie del presente accordo (Governo Italiano,
Regione Veneto, Provincia di Belluno e Comune di Cortina dAmpezzo) si impegnano a collaborare
nella ricerca di una soluzione che garantisca il rispetto degli standard richiesti dalla FIS per
lorganizzazione dei Campionati del Mondo di sci.

Il progetto definito Mondiali green ha quale obiettivo la stipula di accordi che permettano:
(i) a coloro che saranno muniti di un biglietto di gara Cortina 2021, il trasporto a costo zero sui
mezzi pubblici diretti a Cortina dAmpezzo e per la durata di 24 (ventiquattro) ore da tutta Italia,
in occasione delle giornate di gara dei Campionati del Mondo;
(ii) per tutti gli accreditati (quali ad esempio, a titolo meramente esemplificativo e non esaustivo, i
giornalisti e i volontari) il trasporto a costo 0 (zero) verr garantito lungo tutto il periodo dei
Campionati del Mondo sui mezzi pubblici ed in tutta la Regione Veneto.
Con loccasione verr lanciato anche il progetto "Campionati del Mondo fly-in" che preveder
navette gratuite dagli aeroporti di Venezia e Treviso verso Cortina, per spettatori e media.
V.2 CORTINA 2021: MONDIALI CULTURALI
Le parti sottoscriventi condividono lidea di rendere possibile al maggior numero di persone
laccesso ai beni culturali della Regione Veneto con iniziative ad hoc in occasione dei Campionati
del Mondo di Cortina 2021.
Il progetto "Mondiali culturali" ha quale obiettivo la stipula di accordi che permettano accessi
gratuiti ai musei alle persone accreditate (quali ad esempio, a titolo meramente esemplificativo e
non esaustivo, i giornalisti e i volontari) nonch il 50% (cinquanta per cento) di sconto sul prezzo
del biglietto in musei del Veneto per i possessori di un biglietto Cortina 2021.
Inoltre, le parti del presente Multi-Party Agreement si impegnano a mettere a disposizione dei
fondi per fornire contributi straordinari diretti a iniziative culturali (per esempio, mostre, feste,
concerti, progetti musicali e culturali, esposizioni) allestite in Veneto in occasione dei Campionati
del Mondo di Cortina 2021.
V.3 CORTINA 2021: MONDIALI PER I MEDIA
Senza dubbio i Campionati del Mondo di Cortina 2021 saranno un evento di altissimo impatto
mediatico, permettendo di mostrare Cortina, le Dolomiti, il Veneto e lItalia in tutto il mondo.
Le parti concordano che i media dovranno ottenere un trattamento particolare in occasione della
preparazione e dello svolgimento di questo evento internazionale.
E condiviso il progetto "MMW - Mondiali Media Welcome" come lo strumento pi adatto a
fornire adeguata ospitalit alla stampa internazionale: lidea quella di offrire alloggi a prezzi
ridotti ai giornalisti, in particolare prevedendo per tutti i media accreditati per i Campionati del
Mondo condizioni di pernottamento a Cortina a un prezzo calmierato in linea con le indicazioni
fornite dalla FIS per gli eventi di Coppa del Mondo.
V.4 CORTINA 2021: MONDIALI PER LA GIOVENT
La visione dei Campionati del Mondo di Cortina 2021 quella di coinvolgere i giovani e di
stimolare maggiormente il loro interesse verso gli sport invernali e la montagna.
A tal fine si pianificato il progetto "Mondiali per la giovent". Esso prevede - nel quadriennio
antecedente i mondiali - lorganizzazione di pacchetti di settimane bianche a prezzo agevolato a
Cortina e nelle Dolomiti per ragazzi di et compresa tra i 14 e i 18 anni, oltre ad una campagna
volta a favorire e incrementare il tesseramento FISI e ad altre iniziative di coinvolgimento dei

giovani.
Per poter realizzare il predetto progetto a prezzi sostenibili, le parti valuteranno lopportunit della
concessione di contributi agli enti turistici coinvolti e alla FISI.

Leredit dei Campionati del Mondo di sci alpino Cortina 2021 dovr essere misurata in base a
sei punti, come di seguito specificato:
eredit economica: impatto economico immediato, incremento dei posti di lavoro, aumento
di know-how nella gestione di eventi e progetti complessi;
eredit sociale: esperienza di 1.200 volontari, identificazione col territorio, crescita della
coesione sociale nella comunit;
eredit ambientale: sviluppo di progetti innovativi in tema ambientale, rispetto delle regole
sulla sostenibilit ambientale;
eredit per lo sport: nascita di nuovi impianti e nuove piste da sci, miglioramento
dellimpiantistica sportiva generale, crescita della motivazione per i giovani a praticare pi
sport;
eredit turistica: miglioramento dellimmagine e del brand della localit, attenzione dei
media, penetrazione in nuovi mercati, valorizzazione del marchio Dolomiti patrimonio
mondiale UNESCO;
eredit infrastrutturale e tecnologica: nuova viabilit, alberghi ristrutturati, maggior numero
di parcheggi, sviluppo dellofferta infrastrutturale complessiva e adozione di tecnologia
anche digitale di frontiera, con benefici in termini di educazione alluso di tecnologie
informatiche, digitali e di comunicazione allavanguardia.
VIII CONCLUSIONI
La candidatura di Cortina per ottenere i Campionati del Mondo di sci alpino 2021 arrivata alla
fase finale. Tutti gli enti e le istituzioni sottoscriventi sono consapevoli che lottenimento di questo
evento comporterebbe unopportunit straordinaria per lo sport italiano, per il comparto della
montagna e del turismo invernale, per il turismo della Regione Veneto e per la crescita della
comunit di Cortina dAmpezzo.
Tutti i sottoscrittori si impegnano quindi a portare avanti, ciascuno per quanto di propria
competenza, sia a livello politico che economico i progetti necessari alla buona riuscita dellevento
in caso di assegnazione dei Campionati del Mondo di sci alpino 2021 a Cortina dAmpezzo.

I INTRODUCTION
The International Ski Federation (FIS), founded in 1924, with headquarters in Oberhofen am
Thunersee (Switzerland), organises the Alpine World Ski Championships by right. They were
organised for the first time in 1931 and are held every two years.
Until 1982, the World Championships were held on even years and at the same time as the Winter
Olympic Games. So, Olympic events were also valid as World Championships events.
Since 1985, the Alpine World Ski Championships have been held on odd years in order to avoid
overlapping with the Olympic Games. Italy has hosted three editions thus far: Bormio in 1985 and
2005, and Sestriere in 1997.
FIS is responsible for organising the Alpine World Ski Championships which are governed by the
Rules for the organisation of FIS World Championships.
These rules require that a National Federation belonging to the FIS must apply for the Championships
jointly with a bidding committee (which then becomes the organizer).
In this case, for the Alpine World Ski Championships to be held in 2021, FISI is presenting its bid in
partnership with Cortina dAmpezzo.
The Cortina 2021 bid was officially presented in May 2015, and the candidacy file presented by the
Cortina 2021 bidding entity at the FIS meeting in Zurich on 30th September 2015. The final decision
on who will host the Alpine World Ski Championships in 2021 will be taken on 9th June 2016 at the
50th FIS Congress in Cancun (MEX) following a presentation by Foundation Cortina 2021 to the FIS
council.
For Cortina dAmpezzo, hosting the 2021 Alpine World Ski Championships would undoubtedly
constitute a springboard for Italian winter sport and for the entire mountain region in terms of both
investment and economic and tourism growth.
The event calendar includes 15 Alpine ski events (including four qualifying events). Over 600 athletes
from some 70 countries will attend, along with over 1 200 journalists and an estimated 150 000
spectators. It goes without saying that the media impact of the championships would be enormous
with around 800 million television viewers around the world.
The attribution of the 2021 Alpine World Ski Championships to Cortina would have a positive
economic, tourism and media impact, as well as a considerable social (in particular, over 1 200
volunteers would be required) and sporting impact. The operations budget (net of public works and
other long-term investments useful to the community which could be made for the Championships) is
estimated at around a maximum of 50 million.
In order to ensure the best possible outcome for our candidacy process and for the holding of
the event all local, regional and national bodies and institutions hereby commit to providing
their greatest political, economic and moral support for the fulfilment of its proposed aims
through this Multi-Party-Agreement.

II GENERAL OBJECTIVES
The institutions signing this agreement share the objectives of the promotor, Foundation Cortina 2021,
and reciprocally undertake to provide their greatest support to ensure that Cortina dAmpezzo is
chosen to host the Alpine World Ski Championships in 2021.
The objectives that Cortina dAmpezzo intends to pursue are listed below:
Vision:
To revitalise Cortina dAmpezzos image at both the national and international levels as an
exceptional tourist location for the practice of winter sports
To strengthen the local economic and social fabric through sustainable development aiming to
maintain and improve employment in order to grow the population
Mission:
Foundation Cortina 2021s mission is to win the bid and organise the Alpine Ski World
Championships 2021 and promotes related sporting and infrastructure projects. Participation in the
yearly organisation of the women's Alpine Skiing World Cup is emblematic in this sense with
widespread involvement of the local population (young people in particular) in the candidacy, and the
research into ski lifts and infrastructure, projects that will benefit the entire Cortina dAmpezzo
community.
Foundation Cortina 2021 also commits, to the extent of its responsibility, to achieving and/or
supporting the following objectives:
- In sport: to relive the glory of the 1956 Olympics and demonstrate the towns ability to
organise a world-class sporting event, focussing on its high technical quality as shown by its
solid experience in tracing routes and on the beauty of the slopes.
- In tourism: to revitalise Cortinas image on the international tourism stage, improving the
quality of its hospitality services, infrastructure and road system, which are currently
inadequate to host the Alpine World Ski Championships. This is a challenge that Cortina
wants to meet successfully.
- In human resource development: to use the opportunity of organising this world-class event as
a starting point to continue hosting exceptional events, based on a young and skilled
management group able to develop and solidify its expertise through the organisation of the
World Championships.
- In promotion: to promote the areas unique environmental and landscape qualities. Cortina is a
natural park in the heart of the Dolomites, a UNESCO world heritage site. The great media
impact of this event in such a famous location will provide sponsors and institutional partners
considerable visibility.
- In the local area: to renew social cohesion and the joy of giving hospitality in order to help
visitors discover an area with a wealth of history, art and traditions, through the flavours and

aromas of the regional cuisine and nearby Venices refined charm, Cortina considers itself an
ideal location for the Alpine World Ski Championships.
III LOCAL MEMORANDUM OF UNDERSTANDING
In order to guarantee full support for the candidacy and organisation of the Alpine World Ski
Championships in 2021, Cortinas local government, Foundation Cortina 2021 and Cortina's
economic and social partners will soon sign a memorandum of understanding establishing shared
objectives.
The memorandum of understanding is appended to this Multi-party Agreement. Its aim is to clearly
demonstrate the entire communitys full support for the organisation of the 2021 Alpine World Ski
Championships.
IV - ECONOMIC SUPPORT
As required by the International Ski Federation in its candidacy questionnaire (see points 18.3 and
18.4 of the Questionnaire for applicant candidates for FIS world ski championship in the Nordic and
Alpine disciplines), the authorities signing this agreement (Italian Government, Veneto Region,
Province of Belluno and Cortina d'Ampezzo town council) commit to working together to guarantee
the respect of the standards required by FIS for the organisation of the Alpine World Ski
Championships.

V.2 CORTINA 2021: CULTURAL WORLD CHAMPIONSHIPS
The parties to this agreement share the objective of providing access to the Veneto Regions cultural
sites to as many people as possible through ad hoc initiatives during the Cortina 2021 Alpine World
Ski Championships.
The Cultural World Championships project will sign agreements providing free museum admission
to all accredited individuals (e.g. journalists and volunteers) as well as a 50% discount for admission
to Veneto Region museums for all Cortina 2021 ticket holders.
Furthermore, the agreement signatories undertake to provide funds for cultural events in the Veneto
Region (e.g. exhibits, parties, concerts, musical and cultural events and exhibitions) during the Cortina
2021 Alpine World Ski Championships.

There is no doubt that the Cortina 2021 Alpine World Ski Championships will have an extremely high
media impact that will promote Cortina, the Dolomites, the Veneto Region and Italy to the world.
All of the parties agree that the media must receive special treatment during the preparation and
performance of this international event.
The parties agree that the MMW-World Championships Media Welcome is the most suitable
method of offering appropriate hospitality to the international press. The media will be offered
accommodations at reduced prices, with accommodations at a fixed price for World Championships
accredited journalists in line with FIS recommendations for World Cup events.
V.4
The Cortina 2021 Alpine World Ski Championships hopes to involve young people and stimulate their
interest in winter sports and the mountains.
To this end, we have created a World Championships for Youth project with week-long winter
break packages at reduced prices in Cortina and the Dolomites for young people aged 14 to 18 during
the four years leading up to the World Championships. We will also hold a campaign to increase FISI
memberships and other initiatives involving our youth.
In order to offer affordable prices, all of the parties have undertaken to contribute to involved tourism
bodies and FISI.

Specifically:
(A) Ski slopes for the Cortina 2021 Alpine World Ski Championships
For the performance of World Alpine Ski Championship races, three racing areas will have to be
created, i.e. areas with courses and related services as required by the International Federation for
scheduled competitions. In particular:
1) For Tofana, it is agreed that the following is necessary:
Modification/adaptation of the current Olympia delle Tofane slope for ladies events (DH, SG,
GS) with all services required for the competitions, such as regulation safety protection,
timekeeping, TV cabling and artificial snow system
Modification/adaptation of existing Valon, Canalone, Vertigine Bianca and Rumerlo slopes for
mens events (DH, SG, GS, team events) with all services required for the competitions, such
as regulation safety protection, timekeeping, TV cabling and artificial snow system
Creation of the finish area in the Rumerlo area (in front of the Caminetto restaurant) with a
finish line area on the slopes main axis, as well as areas for related services (hospitality
structures, media centre, TV compound, grandstands, services, race offices and officials
offices)
Modification/adaptation of existing lift systems, in line with International Federation
recommendations
2) For Col Drusci, it is agreed that the following is necessary:
Modification/adaptation of the current A slope for mens and ladies SL events with all
services required for the competitions, such as regulation safety protection, timekeeping, TV
cabling and artificial snow system
Modification/adaptation of the current B slope for a warm-up area for athletes, with all
required services, such as regulation safety protection and artificial snow system
Creation of a new finish area with a finish line area on the A slopes main axis, as well as
areas for related services (hospitality structures, media centre, TV compound, grandstands,
services, race offices and officials offices)
Renovation of the Freccia nel Cielo 1 Tronco lift system, replacing the current cableway
with a telemix system with an intermediate station along the same route
Creation of a pedestrian and ski skiweg connecting the Tofana race area with the Col Drusci
race area
3) For Cinque Torri, it is agreed that the following is necessary:
Modification/adaptation of existing slopes for qualification events (mens and ladies SL and
GS) with all services required for the competitions, such as regulation safety protection,
timekeeping, TV cabling and artificial snow system

and all internal traffic structures improving urban dcor and roadways
Provision of top-notch wideband technology (fibre optics, wireless, etc.) for communications
during the event, but especially for post-event use in central Cortina areas
Renovation of the Stadio Tennis Apollonio tennis club, which could be used as headquarters
for the organising committees of future sporting events hosted by Cortina dAmpezzo

CONCLUSIONS
Cortinas candidacy for the Alpine World Ski Championships in 2021 is in its final phase. All of the
bodies and institutions signing this agreement are aware that the event would constitute an
extraordinary opportunity for Italian sport, mountain and winter tourism, tourism in the Veneto
Region and the town of Cortina dAmpezzo.
All of the parties to this agreement hereby commit, each according to their own responsibilities, to
politically and economically promoting the projects required to make the event a success if Cortina
dAmpezzo is assigned the Alpine World Ski Championships in 2021.

Obiettivo di questo documento il coinvolgimento dei principali protagonisti del tessuto economico
e sociale di Cortina in un percorso condiviso e partecipato di candidatura e organizzazione di un
grande evento di portata internazionale, i Mondiali di sci alpino di Cortina 2021.
Il presente documento vuole condividere alcuni obiettivi e percorsi, nellottica di esplorare e
suggerire gli scenari di sviluppo della valle, riflettendo sulle possibilit di crescita che le singole
persone, le associazioni e le aziende possono avere in questo territorio.
Si intendono attivare processi innovativi valorizzando lesistente e creando i presupposti per uno
sviluppo a medio-lungo termine, che ponga al centro i concetti di sostenibilit economica, sociale e
ambientale, con particolare attenzione alla vivibilit e alla crescita personale degli individui.
Premesse
Di seguito alcune premesse rispetto ai punti programmatici che saranno illustrati; esse si basano
su concetti condivisi nelle precedenti candidature tra il soggetto promotore e le forze sociali ed
economiche del paese, sul benchmarking con eventi sportivi di livello internazionale simili, sulle
indicazioni previste dalla FIS, in particolare quelle concernenti la sostenibilit ambientale.
Premesse di ordine economico:
il percorso di candidatura e di organizzazione dei Campionati del Mondo di sci alpino del
2021 visto come opportunit irrinunciabile di crescita economica e sociale del paese;
opportunit di sfruttare il percorso di candidatura e di avvicinamento allevento come
momento di riflessione, analisi e proposta di nuove soluzioni per riposizionare, migliorare e
valorizzare limmagine turistica di Cortina e la sua rinomanza;
opportunit di condividere e implementare progetti infrastrutturali di importanza storica;
occasione di adeguamento, miglioramento e nuova offerta di servizi pubblici proposti sia a
favore della comunit locale che degli ospiti;
possibilit di valorizzazione e di sostegno delle eccellenze imprenditoriali del territorio.
Premesse di ordine sociale:
imprescindibile necessit di condivisione del progetto e delle strategie con la comunit
abitante, alla ricerca di una forte coesione sociale che metta al centro dellazione la
valorizzazione dellindividuo;
utilizzare levento come momento di crescita della collettivit, per dare nuove opportunit
alle future generazioni; questo con una strategia che coinvolga nel progetto tutte le fasce di
et, con particolare attenzione alle generazioni in et scolare;
valorizzazione degli strumenti per creare una cultura diffusa della vivibilit;
opportunit di coinvolgimento dei comuni e delle valli vicine, in un percorso di aggregazione
delle comunit montane.

condivisione di una spiccata sensibilit ambientale, convenendo che uno dei cardini della
proposta sia una matura consapevolezza che il territorio al tempo stesso un forte
elemento di attrattiva, ma contemporaneamente il bene primario da salvaguardare;
volont di progettare e realizzare un evento sostenibile, dal punto di vista ambientale ed
economico, partendo dalle linee guida indicate dalla FIS nel protocollo Environmental
Guidelines for Candidates for FIS World Championships.
In questa ottica, si prevede la possibilit di certificare il processo di organizzazione della
manifestazione secondo lutilizzo di strumenti di controllo ambientale come le certificazioni
ambientali;
Campionati del Mondo di sci alpino come occasione per la promozione, la valorizzazione e
la tutela del patrimonio ambientale e naturalistico delle Dolomiti Patrimonio Mondiale
UNESCO;
possibilit di sfruttare il percorso di candidatura e di avvicinamento allevento per il lancio di
progetti innovativi su temi sensibili quali le energie rinnovabili, il rispetto ambientale, una
mobilit ecosostenibile, labbattimento delle barriere architettoniche, i nuovi mezzi di
comunicazione, le nuove professioni;
utilizzo preminente ed incentivato del legno come materia prima, sia per quanto riguarda le
opere di riqualificazione ambientale, sia per il merchandising.

garantire standard di offerta turistica in linea con le localit di pari livello presenti nel
contesto delle Alpi.
I campi di intervento specifico saranno quelli del miglioramento della viabilit interna, dello sviluppo
delle vie di comunicazione da / per Cortina, del rafforzamento e della razionalizzazione dei
parcheggi pubblici, del decoro urbano e della riqualificazione del centro abitato, del mantenimento
e sviluppo dei servizi di pubblica utilit, dellabbattimento delle barriere architettoniche, dello
sviluppo e della sensibilizzazione sulle tematiche ambientali (energie rinnovabili, tutela delle
acque, smaltimento dei rifiuti, risparmio energetico, incentivazione dellutilizzo di materiali locali
nelle costruzioni, utilizzo di mezzi pubblici ecocompatibili).
Tutte le azioni verranno poste in essere:
in linea con gli strumenti urbanistici vigenti e le relative legislazioni;
nel pieno rispetto del concetto di sostenibilit finanziaria ed economica, in accordo e con la
collaborazione degli organi di governo sovra ordinati (Governo Italiano, Regione Veneto,
Provincia di Belluno);
dopo esser state discusse e condivise con le Regole dAmpezzo e le associazioni
ambientaliste, a salvaguardia del territorio e dellambiente.
Alcuni progetti concreti gi avviati in fase di candidatura sono:
PROGETTO STRADA DI ACCESSO: lo studio di una migliore viabilit sulla strada di
accesso alle piste di Tofana (tratto Gilardon / Pi Tofana), con eventuali modifiche ai tratti
interessati alle zone di arrivo delle competizioni (area Rumerlo e Col Drusci) o altre
soluzioni alternative miranti a garantire comunque un adeguamento funzionale nel rispetto
di esigenze economiche e ambientali;
la progettazione e costruzione di nuovi parcheggi pubblici;
la realizzazione delleliporto/aeroporto di Fiames;
il miglioramento funzionale e architettonico delle piazze del centro (Piazza Pittori Fratelli
Ghedina, Piazza San Francesco, Largo Poste).
In vista dellevento saranno previsti:
ladeguamento, la riqualificazione o la nuova costruzione di alcune strutture pubbliche
utilizzate nella manifestazione mondiale, prevalentemente in un'ottica di polifunzionalit (ad
esempio, ristrutturazione palestra Revis, nuova piscina, completamento stadio olimpico,
completamento palestra di roccia);
PROGETTO VIABILIT: lo studio e limplementazione di una viabilit interna migliore,
valutando elementi quali la realizzazione di un maggiore interscambio tra mezzi pubblici e
privati, e tra questi e gli impianti funiviari;
il miglioramento e lo sviluppo del tessuto urbano, con interventi sullilluminazione pubblica,
sulla rete idrica e fognaria, sullarredo urbano.

Impegni nel settore del commercio e dellartigianato
LAmministrazione, in accordo con la Fondazione e in collaborazione con lASCOM lAssociazione commercianti di Cortina e lAPPIA - Associazione Provinciale Piccola Industria e
Artigianato, si impegna a favorire, nelle forme utili, lo sviluppo, la valorizzazione e la crescita del
comparto commerciale e dellartigianato locale, al fine di tutelare il tessuto economico e le
eccellenze imprenditoriali presenti sul territorio.
Tutte le azioni saranno concordate nellottica della salvaguardia e dellincremento delloccupazione
della comunit locale.
Nel settore del commercio, verranno studiate congiuntamente forme di collaborazione
vicendevolmente virtuose che garantiscano visibilit nellevento mondiale (ad esempio, strategie
concordate sulla produzione e distribuzione del merchandising).
Nel settore dellartigianato, verranno implementate le strategie possibili per una valorizzazione
delle competenze e delle eccellenze locali su mercati extra locali, in particolare sui mercati
nazionali e internazionali legati ai territori di montagna.
Alcuni progetti concreti da avviare a medio termine:
PROGETTO MERCHANDISING: messa a disposizione di spazi informativi e/o espositivi
negli esercizi associati, con il contestuale sviluppo congiunto del progetto per il
merchandising legato allevento Campionati del Mondo di sci alpino;
valorizzazione delle eccellenze dellartigianato locale, negli eventi locali e/o internazionali
che vedranno coinvolta la Fondazione;
utilizzo del legno come materia prima per quanto riguarda il merchandising.

Lottica quella di fornire e/o migliorare le competenze necessarie per avere un ruolo nellevento
(inteso sia come ruolo professionale che come figura di volontario professionalizzato),
competenze che potranno successivamente essere spese nel mercato del lavoro locale,
nellorganizzazione di eventi sportivi o semplicemente nella vita di associazione. In particolare, le
parti convengono nello stabilire come imprescindibile uno sforzo comune nella creazione sul
territorio delle figure di volontari necessarie allo svolgimento della manifestazione mondiale.
Daltro canto, lAmministrazione si impegna nel sostegno delle Associazioni di volontariato, delle
Associazioni sportive e culturali, riconoscendo in esse il valore essenziale di soggetti preposti a
favorire una piena tenuta del tessuto sociale locale, garantendo a tutti i cittadini la possibilit di
socializzazione e integrazione.
Inoltre, lAmministrazione si impegna nel sostegno degli Istituti scolastici del territorio,
riconoscendo la grande importanza dellampio tessuto scolastico presente per garantire la
formazione e la crescita delle future generazioni.
Alcuni progetti concreti da avviare a medio termine:
PROGETTO GIOVANI E FORMAZIONE: lancio di progetti di formazione scolastici, in
collaborazione con le Istituzioni scolastiche, le Associazioni di categoria e le Associazioni
sportive e culturali, per creare una generazione di nuovi volontari specializzati in vari
ambiti, per la gestione degli eventi turistici e sportivi di Cortina;
PROGETTO START-UP TURISTICHE: lancio di concorsi o forme di sostegno che possano
premiare iniziative di start-up giovanile, in particolare nel settore turistico.

AN OPPORTUNITY FOR IMPROVEMENT AND
GROWTH FOR THE WHOLE COMMUNITY

Memorandum of Understanding Cortina 2021
The objective of this document is the participation of the main players in Cortina's economic and
social fabric in a shared, participatory approach to the bid for, and organisation of, a great
international level event, the Cortina 2021 World Alpine Ski Championships.
This document aims to share certain objectives and approaches from the perspective of
exploring and proposing development scenarios in the valley and reflect on the evolutionary
potential which individuals, associations and firms can have in this area.
The intention is to activate innovative processes which enhance what currently exists and create
the preconditions for medium-long term growth which places the focus on concepts of economic,
social and environmental sustainability with special attention to quality of life and personal,
individual growth.
Premises
What follows are a number of premises in relation to programmatic points which will be
illustrated. They are based on concepts which were shared in previous candidacies between the
bidding committee and the town's social and economic forces on benchmarking with sports
events of a similar international level on the indications set out by FIS and, in particular, those
concerning environmental sustainability.
Economic premises:
the 2021 World Alpine Ski Championships candidacy and organisation process as an
unmissable opportunity for economic and social growth in the town;
the opportunity to take advantage of the candidacy and event preparation processes as a
moment of reflection, analysis and suggestions for new solutions in relation to the need
to reposition, improve and enhance Cortina's image and that of its prestige;
the opportunity to share and implement infrastructure projects of historic importance;
the opportunity to modernise and improve public services and make new proposals both
in favour of the local community and for visitors;
the chance to enhance and support the entrepreneurial excellence of the area.
Social premises:
the essential nature of the need for shared agreement on the project and strategies with
the resident population in the search for that strong sense of social cohesion which puts
the role of the individual into centre stage;
to use the event as a moment of growth for the collectivity, to provide new opportunities
for future generations and this with a strategy which brings all age groups into the project
with special attention to school age children
to enhance the processes which can create a widespread culture of lifestyle quality;
the opportunity to bring nearby towns and valleys into the project and thus bring new
cohesion between mountain communities.

Environmental premises:
to share a strong sense of environmental sensitivity in accordance with a mature awareness
that the area is both a great attraction and a primary value to be safeguarded;
the desire to plan and create a sustainable event from both environmental and economic
points of view from the starting point of the guidelines indicated by FIS in the Environmental
Guidelines for Candidates for FIS World Championships protocol.
From this perspective, we are considering the potential of certifying the process of the
organisation of the event in accordance with environmental control tools such as
'environmental certification';
the World Alpine Ski Championships as an opportunity for the promotion, enhancement and
protection of the environment and natural features of the Dolomite UNESCO World Heritage
site;
the opportunity to take advantage of the candidacy and event preparation processes to
launch innovative projects on sensitive issues such as renewable energies, respect for the
environment, the breakdown of architectural barriers, new means of communication and new
professions;
the predominant and incentivised use of wood as the raw material of choice for both
environmental upgrading and merchandising.

Article 1
Premises
In the interests of mutual cooperation, the signatories shall determine the action set out in the
articles which follow, to be developed within the candidacy and organisational processes of the
2021 World Alpine Ski Championships event. The premises to this Memorandum of Understanding
shall be construed as an integral part thereof.
Article 2
Undertakings in the field of urban development, infrastructure, roads and mobility
The town council of Cortina d'Ampezzo (hereafter, the Council), on agreement with the bidding
entity for the 2021 World Ski Championships candidacy, the Foundation Cortina 2021 (hereafter, the
Foundation) and the social and economic forces signing this memorandum undertakes to prepare
all useful actions required to achieve appropriate levels of quality in urban development,
infrastructure, roads and integrated mobility in order:
to ensure the organisation of the 2021 World Ski Championships according to efficiency and
environmental protection standards which are in line with the standards required by FIS - the
International Ski Federation;
to ensure adequate quality of life for the local community;

to ensure standards
of tourism which are in line with those of tourist destinations of similar
levels in the Alps.
Fields of specific intervention will be the improvement of town roads, the development of access
routes to/from Cortina, increases in parking spaces and rationalisation of public car parks, town
centre services and modernisation of the town, the maintenance and development of public
services, the removal of architectural barriers, development and consciousness raising on
environmental issues (renewable energy, water protection, waste disposal, energy saving,
promoting the use of local materials in construction, use of environmentally friendly public transport).
All action will be implemented:
in accordance with existing planning instruments and related legislation
in full respect for the concept of financial and economic sustainability in agreement and
partnership with high level government bodies (the Italian Government, the Veneto Region,
the Province of Belluno);
after being discussed and shared with the Regole d'Ampezzo and environmental groups, to
protect the area and its environment.
Examples of projects already under way at the candidacy stage are:
ACCESS ROAD PROJECT: traffic improvement studies on the access road to the Tofana ski
area (Gilardon / Pi Tofana section) and other potential variants to sections involved in the
races finish areas (Rumerlo and Col Drusci areas) or other alternative solutions that are
able to anyhow grant a functional upgrading complying with economic and environmental
requirements;
the design and building of new public car parks;
the building of the heliport/Fiames airport;
functional and architectural improvement in the town centre's squares (Piazza Pittori Fratelli
Ghedina, Piazza San Francesco, Largo Poste).
The following will be planned for the event:
upgrading, modernisation and new building of a number of public facilities to be used in the
World Championships primarily for multi function purposes (i.e., renovation of Revis
gymnasium, new swimming pool, Olympic stadium completion, climbing wall completion);
ROAD PROJECT: the study and implementation of an improved town road network taking
into account factors such as the realisation of a bigger interchange between public and
private transport and between both of these and the ski lifts;
the improvement and development of the urban fabric, with work on public lighting, the water
supply and sewage and the urban landscape.

Undertakings in the field
In agreement with the Foundation and in partnership with the Consortium of Cortina ski lifts, the
Council undertakes to support and promote the development of a rational and efficient ski lift
infrastructure so as to ensure an appropriate number of ski lifts and slopes for an international event
in line with the current demands of the winter sports market.
Specifically, the greatest possible support from the Council (both political and technical bodies) to
simplify and monitor the progress of the necessary processes for private companies will be
guaranteed allowing them to carry out modernisation and/or building of ski lifts, slopes and artificial
snow making projects in short, fixed time frames.
On the other hand, the ski lift operators Consortium undertakes to ensure compliance with
modernisation terms on out-of-date ski lifts and continue to adapt the current ski infrastructure in as
far as the economic means at its disposal permits.
Examples of projects already under way at the candidacy stage are:
WORLD CHAMPIONSHIPS SKI SLOPES PROJECT: planning with the consequent setting in
motion of the bureaucratic procedures required to obtain permits for the creation of World
Championships ski slopes operated by the ISTA, Tofana SPA and 5 Torri companies. The
scheduled works are: in the ISTA ski area, modernisation of the Olympia delle Tofane slope
and the modernisation/partial creation of the Vertigine slope; in the Tofana SPA ski area,
modernisation of A and B slopes on Col Drusci; in the 5 Torri ski area, the creation of a
new slope for qualification races which will remain as a legacy for Cortina sport associations
for future trainings and races;
FONDI BRANCHER PROJECT: the completion of the projects funded by the Brancher Fund
with the building of the Son dei Prade/Bai de Dones (5 Torri) cable car and safety measures
consisting of anti- avalanche structures on the Valparola, Falzarego and Giau passes by
Veneto Strade. All this will improve access to Cortina from the west (access from Val Badia,
Fodom and Agordino);
the creation by Tofana spa of a new telemix ski lift with intermediate station on Col Drusci in
substitution of the existent cableway and two chairs lift. This new route will favour the access
from the town centre to the whole Tofane ski area, restricting private cars use.
Other desirable commitments in the run up to the event will be:
the overall modernisation of the ski lifts of the Cortina ski area, in particular those which will
be affected by the event (ISTA/Tofana areas);
the modernisation of the ski area, especially with the creation and/or upgrading of the slopes
used for the training of the teams;
assessment of the potential of a ski lift base station from the centre of Cortina to the Socrepes
area in order to reduce the traffic of private vehicles from the centre of Cortina to the high
altitude car parks.

Article 4
Hospitality industry and hotel sector undertakings
In agreement with the Foundation and in partnership with the Cortina Hoteliers Association, the
Council undertakes to carry out rationalisation and enhancement of the hotel and non-hotel sector.
Specifically, all necessary action will be initiated to determine the real needs of the sector, to adjust
the availability of beds to expected tourist numbers, to streamline mechanisms for modernisation
and possible increases in size, and for the determination of any new space requirements.
All this in order to provide a hotel infrastructure which is suitable to the real needs of the tourist
resort, from both quantitative and qualitative points of view, and to create hospitality standards
which are in line with other international level tourist destinations in the Alps.
Specifically, the primary goal is to ensure all the necessary conditions to guarantee suitable
accommodation for all participants in the World Alpine Ski Championships event.
On its part, the Hoteliers Association undertakes to provide all data and studies in its possession
which are useful for an adequate identification of the quantitative and qualitative needs mentioned
above and, to this end, will provide the most accurate picture possible of the existing facilities in the
area (beds, services offered) and a projection of likely restoration and modernisation of these
structures.
Finally, all parties agree to do more work on research and development into new forms of hospitality
(integrating the non-hotel sector into the hotel sector, developing new types of hospitality such as
community hotels, short term holiday lets and bed & breakfast).
Examples of practical projects still to be implemented at the candidacy stage are:
the drawing up of an agreement that will allow the Foundation to pre-book at this stage the
rooms which will be needed during the event by means of specific agreements with individual
hotel companies;
DYNAMIC HOTEL PROJECT: study on the integration of the non-hotel category into the hotel
sector: this is essentially a matter of finding the formulas by which hotel companies can take
charge of a part of the holiday or second home infrastructure in the area encouraging a more
dynamic and profitable management of these, offering visitors some of the typical services of
the hotel sector (e.g. check-in, cleaning, laundry service, breakfast) to a target (e.g. families,
young people, media) who prefer apartment accommodation rather than hotel rooms.
Fundamental to the event will be:
CORTINA2021 HOTEL PROJECT: the upgrading of the hotel infrastructure to qualitative
parameters which are higher than present ones in accordance with the current demands of
the tourist market. From this perspective, in agreement with the Hoteliers Association, the
Foundation undertakes to try its best efforts in order to facilitate access to credit at
competitive rates for individual companies.
Article 5

All action will be agreed with a view to safeguarding and increasing employment in the local
community.
In commerce, reciprocally virtuous forms of cooperation to ensure global visibility during the event
will be studied (for example, agreed strategies on production and distribution of merchandising).
In the craft sector, potential strategies to enhance skills and the excellence of local companies in
non-local markets, will be implemented with special attention to international markets linked to
mountain areas.
Examples of projects to be undertaken in the medium term:
MERCHANDISING PROJECT: provision of information and/or exhibition spaces in
associated bodies with the simultaneous joint development of projects for World Alpine Ski
Championships event merchandising;
promotion of local craft excellence in local and/or international events which will involve the
Foundation;
use of wood as the raw material of choice for merchandising.
Article 6
Undertakings in the field of education, training and volunteering
In agreement with the Foundation and in partnership with voluntary, sports and cultural
associations, the Sestieri d'Ampezzo and the area's schools, the Council undertakes to promote
human resources training and development in the area.
The idea is to provide and/or improve the skills necessary to play a role in the event (both
professional and 'professionalised' volunteer roles), skills which can then be used in the local labour
market, in organising sports events or simply in local associations. Specifically, the parties agree
that joint effort is essential in the creation of a body of volunteers who will be necessary to the
management of this international event.
On the other hand, the council undertakes to support voluntary, sports and cultural associations,
recognizing them as essential to the promotion of full involvement in the local social fabric and
guaranteeing opportunities for socialisation and integration to all citizens.
In addition, the Council undertakes to support the area's schools, recognising the great importance
of the current wide-ranging school framework to ensure the training and growth of future
generations.
Examples of projects to be undertaken in the medium term:

YOUTH AND TRAINING PROJECT: launching training projects in schools in partnership
with educational institutions, trade associations and sports and cultural associations to
create a generation of new specialised volunteers in a range of fields, for the management
of sport and tourist events in Cortina;
TOURIST START-UP PROJECT: launching competitions or forms of support to reward
youth start-up initiatives particularly in the tourist sector.
Article 7
Tourist sector undertakings
In agreement with the Foundation and with social and economic signatories, in close collaboration
with Cortina Marketing/SEAM, the Council intends to implement all strategies and actions to promote
Cortina's role in the national and international tourist panorama.
Specifically, we intend to take advantage of the World Alpine Ski Championships as a moment of
fundamental importance for the revitalisation and repositioning of the locality renown and the local
tourist system.
Strategies should focus on enhancing and promoting excellence in the area and the identification of
any critical issues to be addressed and possibly eliminated. It is agreed that the model of hospitality
chosen should focus on authentic local features that should be inspired by its history, tradition and
culture.
It is agreed that it is important to carry out a careful analysis of the benefits that the event could bring
with it, in particular in terms of identifying and attracting new potential tourist markets.
It is understood that most of the action set out in this Memorandum of Understanding (infrastructure
development, in the public sphere, ski lifts and hotels, the promotion of commercial activities, the
development of human skills) are essential elements in the implementation of a strong and profitable
tourist strategy.
Examples of projects to be undertaken in the medium term:
development of tourism strategies aimed at markets which are interested in the World Alpine
Ski Championships;
use the promotion of the candidacy (and in advance of the event) as opportunities to
promote Cortina's whole tourist system.

Enrico Ghezze as legal representative of the Consortium of Cortina ski lifts - San Vito di
Cadore Auronzo di Cadore/Misurina, hereby confirms that this Consortium will grant the
full use of the whole ski lifts (such as ski lifts, chair lifts, cableways and others) and
relevant slopes for the 2021 World Ski Championships, test events and all other
preparatory occurrences. He hereby also confirms the Consortium will fully cooperate with
the bidding committee as regards to the ski lifts opening hours and to the personnel
support, seconding any and all technical request necessary for the carrying out of the
event in object.

The Cortina Winter Sport Sustainability Charter
Having regard to:
Resolution 68/217 of the United Nations entitled Sustainable Mountain Development dated
20 December 2013;
Decision 33COM 8B.6 of the World Heritage Committee designating the Dolomites as a
World Heritage Site (2009);
The UNESCO Overall Management Strategy for the Dolomites adopted by the Board of
Directors of the UNESCO Dolomites Foundation of 21 December 2015;
COM(2011) 021 - Communication from the Commission to the European Parliament, the
Council, the European Economic and Social Committee and the Committee of the Regions
A resource-efficient Europe-Flagship initiative under the Europe 2020 Strategy;
COM(2011) 571 - Communication from the Commission to the European Parliament, the
Council, the European Economic and Social Committee and the Committee of the Regions
Roadmap to a Resource Efficient Europe;

Considering that:
The inclusion of a site in the World Heritage List is an important tool to be used for
sustainable environmental, social and economic promotion of the site;
The Alpine World Ski Championships are an international event held at mountain resorts with
extraordinary landscapes, which could provide global visibility to areas rich in biodiversity,
and natural and cultural heritage;
Since 1995, the IOC (International Olympic Committee) , in agreement with UNEP,
recognises the value of environmental aspects of winter sports in application files in addition
to traditional Olympic and sports values;
With their biodiversity and water and wood reserves, the Alps constitute a natural and
cultural living and working environment for close to 14 million people, as well as a major
tourist destination attracting close to 120 million visitors each year;
In light of climate concerns, it is estimated that the average annual temperature in the Alpine
region will rise more than the global average, with less rain in summer, more rain in winter
and less snowfall;
Winter sports still constitute a factor of economic development for many Alpine destinations,
but like any human activity, they also have direct and indirect environmental impacts on the
mountain ecosystem, constituting a sector that is particularly vulnerable to climate change. In
particular, the production of artificial snow entails equipment investment and maintenance
costs, despite the water used being returned to the waterways in the spring;
Winter tourism is a changing sector in the Alps, due also to expected pressures on low-
altitude ski resorts in coming years, in terms of reduced snowfall and probably increased
energy costs;
The Alpine tourism sector is affected by initiatives by national and local governments and the
private sector, aiming to measure its environmental, economic and social sustainability at the
local, regional and international levels;
Sustainable tourism is a key element in developing an Alpine green economy model based
on efficient resource use.

Acknowledging that:
In 2009, UNESCO recognised the Dolomites as a World Heritage Site for their aesthetic and
landscape value, and for their scientific importance at the geologic and geomorphologic
levels;
The Alpine World Ski Championships are a unique opportunity for global visibility, which, if
managed according to sustainability criteria, can contribute to economic development and to
creating wellbeing for the region;
Winter sports still constitute one of the factors for the economic development of the Alpine
tourism sector and are directly and indirectly responsible, in addition to the economic
wellbeing of residents;
Already, various lift equipment and ski slope managers are taking all possible initiatives to
minimise impacts on the mountain ecosystem, reduce pressure on water resources
(construction of basins), create synergies with other sectors (e.g. basins for civil protection
use, greening of slopes for grazing), create technological progress to optimise and improve
the efficiency of resource management;
Managers of skiable areas are well aware that the true heritage of Alpine tourism is its
unique natural environment, and that it is their responsibility to provide tourists easy access
to it;
There is growing and solid public and private technical experience in measuring the
sustainability of tourism and major events, including for winter sports (2013 Schladming
Alpine Ski World Cup and 2013 Val di Fiemme Nordic Skiing);
Local administrations and sector operators agree on the need to carefully measure the
changes in the winter sports sector in coming years in order to adopt adaptation and
corporate strategies that combine economic and environmental sustainability;
Measurement of the sustainability of winter sports constitutes a priority in order to define
appropriate policies and measurements for such maintenance and innovation and for Alpine
tourism in general.

Pay particular attention to guaranteeing accessibility to winter sports for the disabled;
3.
Adopt a clear, shared and official definition of sustainable winter sports and propose a
system of shared indicators to qualify and quantify their impacts, in particular in terms of
their carbon footprint, water footprint and impact on the landscape;
4.
Initiate a participatory process with local communities to identify the main criteria for the
environmental impacts related to winter sports, possible solutions and areas of intervention;
5.
Consider the Alpine and mountain regions vulnerability to the impacts of climate
change when devising strategies, policies and measures to adapt the Alpine tourism sector,
with a special focus on winter sports;

Introduce measurable reduction targets for the direct and indirect impacts of winter sports
based on international and European experiences in sustainable tourism and environmental
auditing;

Promote the involvement and participation of all local stakeholders in meeting environmental
sustainability targets, at the same time guaranteeing the security and quality of winter sports;

relations
system
established

Agenzia
delle
dogane
e
dei
monopoli
with
business
and
associations,
as
part
of
the
overall
economic
exchange
globalization
process,
the
Interregional
Customs
Office
for
the
Veneto
and
Friuli
Venezia
Giulia
(hereafter
called
Interregional
Office)
and
the
Organizing
Committee
for
the
Cortina
dAmpezzo
bid
for
the
organization
of
the
2021
Alpine
World
Ski
Championships
(hereafter
called
the
Committee),
Given
that
a)
the
Committee
is
required
to
guarantee
assistance,
in
concert
with
the
Customs
Administration,
in
the
temporary
importation
of
equipment
used
during
the
Championships,
as
established
in
point
20.4
of
the
"Questionnaire
for
Candidates
for
FIS
World
Ski
Championships
in
the
Nordic
and
Alpine
Events"
(Provide
an
undertaking
from
the
Organizing
Committee
that
it
will
assist
in
dealing
with
the
Customs
and
Excise
Authorities
regarding
the
temporary
importation
of
material
and
equipment
for
the
Championships,
such
as
for
broadcasters,
ski
companies,
etc.);
b)
the
Committee
has
already
obtained
support
for
the
bid
from
the
Veneto
Region,
CONI
and
FISI
(Federazione
italiana
sport
invernali);
c)
the
Agenzia
delle
dogane
e
dei
monopoli,
considering
it
necessary
to
provide
dialog
and
collaboration
tools
and
methods,
undertakes
to
perform
its
institutional
mission
in
a
manner
that
most
functionally
meets
the
needs
of
Participants
and
Delegations,
in
accordance
with
the
Administrations
role
serving
citizens.
Hereby
sign
this
Memorandum
of
Understanding
which
can
be
summarized
in
the
following
points:
1) The
Interregional
Office
undertakes
to
provide
concrete
solutions
to
problems
related
to
the
temporary
importation
of
equipment
and
material
for
the
sporting
event,
within
the
limits
of
and
in
respect
of
laws
in
force.
2) The
Committee
undertakes
to
provide
space
and
all
necessary
on
site
to
assist
in
the
correct
performance
of
customs
activities
and
promote
the
image
of
the
Agenzia
delle
dogane
e
dei
monopoli
at
the
event.
3) The
means
of
performance
of
this
Memorandum
of
Understanding
shall
be
understood
as
being
defined
in
an
operational
document
that
will
be
concluded
upon
the
assignment
of
the
organization
of
the
2021
Alpine
World
Ski
Championships
to
the
Committee.
This
agreement
is
signed
on
this
day
and
takes
immediate
effect.
