the obvious risks inherent in relying on hearsay statements that were not made
under oath and were not subject to cross-examination, and the person making
the prediction has never even examined the individual in question, the State has
"introduce[d] a level of uncertainty and unreliability into the factfinding
process that cannot be tolerated in a capital case." Beck v. Alabama, 447 U.S.
625, 643, 100 S.Ct. 2382, 2392, 65 L.Ed.2d 392 (1980).
