Land Acquisition and Resettlement Program

It is a program developed by the State to guarantee the welfare of those


Project Affected Families (PAFs for brevity) whose property is taken in favor
of the State. The State engaged into different type of projects and one of
which is the construction of a dam for the sole purpose of providing a quality
irrigation system to the agricultural sector. In the implementation of this
Project it causes damage to private properties in which the State should be
aware of, so to address this concern the State devised a resettlement
program that will guarantee the welfare of the Project Affected Families
(PAFs) by having a sustainable community in exchange of the property
damaged by the project.
How the State Acquire and Compensate Properties Affected by the
Project
Since it is presumed that the State owned every property, it may acquire
properties by exercising its Power of Imminent Domain.
In this event the National Irrigation Administration (NIA for brevity) engaged
into series of negotiations to settle those Project Affected Families (PAFs)
whereby, the NIA offers different scheme of remunerations to meet the
demands of those Project Affected Families (PAFs).
The negotiations under Land Acquisition and Resettlement Program varies
depending on the location, culture, belief and work of the residents affected
by the project.
Brief Introduction to proposed Macalelon Small Reservoir Irrigation
Project
The properties that will be affected by the Macalelon Small Reservoir
Irrigation Project, in Macalelon, Quezon covers ten (10) Barangays namely;
Olongtao Ibaba, Taguin, Mambog, Candangal, San Isidro, Pajarillo, Tubigan
Ibaba, Tubigan Ilaya and Vista Hermosa.
How about those Project Affected Families (PAFs) that do not have
any Title to present over the land where they resides
Those Project Affected Families (PAFs) that do not have any title to present
over the land where they resides may claim compensation for the
improvements, plants and crops they had built, planted and tilled on the
untitled land from the State through the National Irrigation Administration.`
How this Land Acquisition and Resettlement Program Applies to the
proposed Macalelon Small Reservoir Irrigation Project.

Since it is inevitable that there will be lands to be damaged as this proposed


project commenced the National Irrigation Administration have engaged with
series of negotiations with the Local Government Unit of Macalelon,
Barangay Captains of the Barangays that will be affected by the project and
most especially to those Project Affected Families in order to assess and
evaluate the primordial concerns and outcome of the project.
This customary approach exercised by the State through the National
Irrigation Administration encourages harmonious relation between the State
and the Project Affected Families, in which the State will have no more
remorse over the delivery of services to its citizens, this will be substantiated
by a Memorandum of Agreement between the Project Affected Families
