1.
MPA recognises certificates of competency issued by foreign maritime
administrations pursuant to Regulation I/10 of the International Convention on Standards
of Training, Certification and Watchkeeping for Seafarers, 1978, as amended, (STCW
Convention). The recognition by MPA is based on the evaluation that the relevant
requirements of the STCW Convention, such as maritime training, certification and quality
standards, are complied with by the foreign maritime administration and an undertaking
has been agreed with the administration.
2.
MPA recognises certificates of competency issued by maritime administrations of
the countries listed in the Annex. The Annex will be updated every 6 months.

This circular supersedes MC No. 13 of 2001 dated 18 Dec 2001.

Limited to Panama COC holders who

have completed preparatory Courses for
obtaining CoC from:
(1) Universidad Maritime Internacional De
Panama (UMIP) or
(2) Columbus University, Facultad De
Ciencias Marinas Y Tecnologicas.
Certificates from the above institutes must
be submitted together with COC when
applying for MPA COE.
