Public relations department work on positioning libraries
in the community. Bachelor's degree is required, but a
master's degree may be preferred by some employers.
They use the information gathered during the marketing
process which means that the possibilities and the
challenges or barriers that were identified. In this area
the librarian who are Public Relation Officer dont be the
entertainment, but be a real player. He/she need to offer
their professional expertise and knowledge of the
information world. They shared the librarys vision.
The requirement to be Public Relation Officer are:
Candidate must possess at least a Bachelor's
Degree, Post Graduate Diploma,
Professional Degree, Library Management

or

equivalent.
Required skill(s): Good supervisory skills and able
to communicate with all level of people.
Required language(s): Bahasa Malaysia, English
At least 2 year(s) of working experience in the
related field is required for this position.
Excellent media relation skills

Strong writer, independent, and very passionate


about communicating messages through creativity
and innovation
Wide exposure to corporate and/or branding and
positioning strategies
Proactive with good organising and inter-personal
skills
High proficiency in spoken and written English and
Bahasa Malaysia
Good computer skills especially in Microsoft Office
Applications
Based on the scenario Petaling Jaya Community
Library, every department is responsible to help in
promoting every activities and services inside the library.
They take advantage of opportunities within the library
promotion. The library building and its inmates are great
promotional tools. The criteria of being friendly, helpful
people are one of the best means of promoting anything
the library has to offer. Anyone works in public services
has an opportunity to assess patron needs and promote
the library. In marketing campaign that they have done,
all staff were informed about programs and services
being marketed, making staff members knowledgeable

ambassadors for library and upcoming programs or


events.
The Public Relations Officer is defined as one who
administers policies and programs related to library
promotions and who maintains relations with the local
media and community groups. Public Relations Officers
review communication policies within an organisation
and develop and implement communication programs
and strategies. Duties that a Public Relations Officer
might carry out include developing and implementing
targeted

communication

plans,

creating

public

awareness campaigns and improving organisation,


public and media relations.
Public relations Officer in Petaling Jaya Community
Library are responsible for handling all aspects of
planned publicity campaigns and PR activities during
periods of crisis. The requirements task that he/she
need to fulfil are include:
Planning publicity strategies and campaigns writing
and producing presentations and press releases

dealing with enquiries from the public, the press,


and related organisations.
Organising promotional events such as press
conferences, open days, exhibitions, tours and
visits.
Speaking publicly at interviews, press conferences
and presentations.
Providing clients with information about new
promotional

opportunities

campaigns progress.
Analysing media coverage

and

current

commissioning

PR
or

undertaking relevant market research.


Liaising with clients, managerial and journalistic
staff about budgets, timescales and objectives.
Designing, writing and/or producing presentations,
press releases, articles, leaflets, in-house' journals,
reports, publicity brochures, information for web
sites and promotional videos.

The product or services


There are several type of product and service offered in
Petaling Jaya Community Library to their patron, which
are:
Loans
Library membership is open to everyone in the
Klang Valley aged 4 years and above, especially
people living in Petaling Jaya. The one time
membership registration is individual and needs to
be renewed each year.
There are two type of membership which is;
i.
Normal/ MPPJ family /Elderly / Disable People
They can loan Book limited to 4 and CD/DVD
ii.

for 2.
Lifetime
They can loan Book limited to 6 and CD/DVD
for 4.

The loan period is within 3 weeks. Member are to


use their identity card when borrowing books at the
counter or the shelf service terminal.
Loan Renewal
The loan period for books and multimedia materials
can be renewed online at the official Petaling Jaya

Renewal can only be done before the due date
and it can only be done once online through the
librarys website or telephone.
In order to eligible to borrow or renew a book,
expiration of membership must be more than 3
weeks.
Any appeal for renews must more than once
will not entertained. If a member still wishes to
renew the loan of the materials, he or she must
do so over the counter at the library, bringing
along the materials and his/her membership
card/ national identity card.
Book Reservation
It is possible for member to reserve a book on the
criteria below:
i.

The book to be reserved is currently under loan


by another member.

ii.

If the book is in the library, the member has to

locate it himself/herself.
The library management gives no guarantee
that the book reserved will be available on the

date that is reserved.


All books reserved will only be held for one

week until made available for other members.


Reference Service
The library provide in person telephone and email
assistance from service centers located at the
Reference Desk. Librarians that assist, advise and
instruct

in

accessing

all

forms

of

recorded

knowledge. The assistance, advise, and instruction


include both direct and indirect service to patrons.

Children Section
Children who visit the community library will enjoy
interesting and cheerful special area which houses
the childrens collection, activity area and an area
for educational play. The concept of play while

reading will ensure children do not lose focus on


reading and directly develop good reading habits.
To encourage children to use the services available,
many programmes and activities will be conducted,
for example story telling sessions, video screenings,
arts and crafts workshops, music session and other.
Audio and Visual
Members can use the audio and visual equipment
and materials comfortably in the designated areas
that are the comfortable music area on Levels 1, 2,
and 3. However, for members who want to use this
material without any disturbance, there are small
carrels or private cubicles with desks.

Online Public Access Public Catalog (OPAC)


A computerised library management system known
as ILMU was introduced. This is a continuation of
the previous system known as SISPUKOM, used
since 1993. ILMU offers an Online Public Access
Catalogue (OPAC) to facilitate search for books
within the library and its location. In addition the
library has also enabled a WEBOpac ILMU to its
members who want to access the materials
available in the library through the internet.
Computer Terminals
The library has 15 computer terminals for members
who want to access the internet or have computer
associated workshops.
Multimedia and Internet Terminal Unit
The community library has a 10-computer
multimedia and Internet unit on Level 3 that can be
used for a very minimal fee.

Based on the interview, there are several of collection of
library materials, which is Novels and Reference Book.
Novels
This collection of fiction and non-fiction novels are
divided according to adult and children categories.
The fiction collection comes in two sections which is
English

and

Bahasa

Melayu.

It

is

arranged

alphabetically by the authors name. While, the nonfiction collection is arranged according to the Dewey
Decimal classification shelving system.

collection of reference book in various fields which

The library has an extensive collection of audio
cassettes, video cassettes, compact discs, video
compact discs and CD-ROMs covering a topics
which include management, education, motivation,
religious

talks,

documentaries,

environmental,

music and many more.


Magazines and Newspapers
The library subscribes to 10 daily newspaper, and
provides newspaper-clipping services in certain
current issues.
There are more than 150 magazine titles from
Malaysia and other countries, and backdated issues
of many magazines available at the library for
reference.

This hall that seats 300 people can be rented by
interested external organisations to hold events or
programmes

associated

with

learning

and

knowledge.
Self-Check Terminals
This terminal allows members to self-check out
books without over the counter help.
Bunga Kenangan Lecture Room
Complete with multimedia equipment, this room can
seat 70 people and can be rented by interested
external organisations.
Board Games
Members can use the available board games such
as chess, saidina, scrabble and other games. The
games can only be used on Level 1.
Cempaka Sari Meeting Room
This meeting room can seat 20-25 people and is
available for rental during working days.
Prayer Rooms

Comfortable prayer rooms are available for Muslim


members. The male prayer is on Level 1 and the

female prayer room on Level 2.
