Description: A proposed lecture-meeting to inform the out-of-school

youth of Brgy. Calatagan on the kinds and dangers of
abused drugs and to get their commitment to avoid the
use of said drugs by tapping the skills of the youth
students of the Bachelor of Science in Nursing of
Catanduanes State University.

A PROPOSAL TO HOLD A LECTURE-MEETING

Rationale:
Abuse of prohibited drugs is a global epidemic and no inhabited town or
barangay is totally free of it. To protect the vulnerable sector of the barangay the
out-of-school youth from the potent traps of the said drugs is to keep them aware
of the dangerous effects of the abused drugs. Thus, this proposal is being made.
The province of Catanduanes, especially its economic center, Virac, is
inconspicuously infested with abused drugs even after the aggressive incarceration
efforts both of the users and pushers by the Local Government Units, the Philippine
National Police Provincial Police Office, and the PDEA. Spots of news reports about
PNP- or PDEA-initiated drug raids and about drug-related crimes, such as rape and
theft in the locality are still enough to raise alarm on the widespread presence of
the illegal drugs in the province. Just this February 22, 2016, the fifth drug
personality in Catanduanes was collared in Brgy. Gogon Centro, Virac.
Indeed, intensified drug law enforcement will not suffice in addressing the
drug problem in the province without the cooperation of the community and the
youth themselves. Curbing the proliferation of drug abuse is a shared responsibility
between the different sectors of the community.
Knowledge
The lecture-meeting will deal primarily on the different kinds of abused drugs and
their effects on the health of the users, especially the youth. Some ways on how the
youth, particularly the out-of-school youth, can contribute in the prevention and
control of the proliferation of abused drugs will also be tackled.
Objectives
Through the proposed lecture-meeting, the participants are expected to:
be informed about the various abused drugs;
understand the dangers of underage abuse of alcohol, cigarette, and
prohibited drugs; and
commit to avoid the use and help prevent the spread of illegal drugs in the
barangay.
It will

also enable the organizers to:

use speech to raise the awareness of the youth on a relevant social issue;
stage a program that showcases forms of speech arts; and
evaluate a speech performance based on a set criteria.

Participants Outcomes
The activity will have intangible and tangible outcomes. For the tangible outcome, it
will gain the informed commitment of the out-of-school youth of Calatagan to avoid
the use of and help prevent the proliferation of abused drugs in the barangay
through a commitment signature board.

Facilitators
The facilitators of the said activity are the second year students of Bachelor of
Science in Nursing of Catanduanes State University. The said facilitators/organizers
have completed and passed the subjects English 2A (___________), which has trained
them on research and academic writing and __________ (___________), which has
exposed them on the different community integration requirements of the nursing
profession. By the time of the schedule of this proposed activity, the said facilitators
have already completed the lecture and practice on the basic skills for Speech
Communication and are ready to face an audience.
Participants
The target participants of the lecture meeting are the out-of-school youth of
Barangay Calatagan, Virac, Catanduanes.
Benefits
The proposed activity offers benefits, not only to the organizers, but also to the outof-school youth of Barangay Calatagan, and the community of Calatagan in general.
It will benefit the organizers as it will allow them to finish the requirements for the
subject Speech Communication. Most importantly, it will benefit the barangay of
Calatagan, as it will educate its out-of-school youth on the kinds and dangers of
abused drugs and thus, keep the community peaceful and orderly and healthy.
Moreover, it will get the signed commitment of the out-of-school youth to keep the
barangay drug-free.
