PROCEEDINGS:
In the proceedings first read above, among other things, approval was
accorded to form a separate Information Technology Division in Region and
Circle level consisting of 1 No. Technical Assistant (any I.T.Degree/Diploma)
and 1 No. Helper headed by the existing Assistant Engineer/Assistant
Executive Engineer/Deputy General Manager/Data Centre at Region level and
Deputy General Manager/Senior Manager/ Manager at Circle level, so as to
ensure effective supervision of the maintenance contract of Project Phase-I
equipments of the collection centres at circle level and the equipments at
Data Centre at region level.
2. In order to implement the Project BEST Scheme effectively, it was
proposed to change the post of Technical Assistant created in the
Proceedings first read above as Assistant Programmer and also to frame
necessary Adhoc Regulations for the said new post. The Board of TANGEDCO,
in its 25th meeting held on 30.05.2012, approved the above two proposals.
Accordingly, necessary orders relating to the first proposal, have been issued
in the Proceedings second read above, duly creating the post of Assistant
Programmer in each Region/Circle in the Pay Band of Rs.9600-34800 +
Rs.4,300 (Grade Pay). The orders relating to the second proposal, viz.framing
of Adhoc Regulations for the newly created post of "Assistant Programmer"
have to be issued.
3. Accordingly, it is hereby ordered that the Adhoc Regulations for the
post of "Assistant Programmer", be framed as below:ADHOC REGULATIONS FOR THE POST OF ASSISTANT PROGRAMMER
(a) Short title and commencement:
These Regulations may be called as Adhoc Regulations for the post of
Assistant Programmer.

(b) Constitution:
The post shall constitute distinct category under Class-III in Division-VII
referred to in Regulation 88 of Tamil Nadu Electricity Board Service
Regulations.
(c) Method of Appointment:
The appointment to the post shall be made by Direct Recruitment or by
Internal Selection from the officials in Class-III service (Provincial Cadre)
who are having requisite qualifications.
(d) Appointing Authority:
The Appointing Authority for the post shall be the Chief
Engineer/Personnel.
(e) Age:
No person shall be eligible for appointment by Direct Recruitment, if he
has completed the age of 30 years. However, there is no age limit for
appointment by Internal Selection.
(f) Qualification:
No person shall be eligible for appointment to the post unless he
possesses the following qualifications:B.Sc.(Computer Science), Bachelor of Computer Applications or
Bachelor of Arts/Commerce with Post Graduate Diploma in
Computer Applications obtained from a University recognized by
the University Grants Commission; or Master of Computer
Applications.
(g) Experience:
Must have served for not less than 2 years in the field of Information
Technology. Such experience is not required for those who possess a
degree of Master of Computer Applications.
(h) Pay:
The Pay Band for the category is Rs.9600-34800 + Rs.4,300/- (GP).
(i) These ad-hoc regulations shall take effect from 24th July, 2012.
4. Necessary amendments to Tamil Nadu Electricity Board Service
Regulations will be issued separately.
5. The receipt of these Proceedings shall be acknowledged in the slip
enclosed.

PROCEEDINGS:
The Government/P&AR (A) Department, in its Orders read above,
issued certain amendments to Rules 3 (Gifts); 6 (Investments, lending and
borrowing) and 7 (Movable, Immovable and valuable property) of Tamil Nadu
Government Servants' Conduct Rules, 1973.
2. The Tamil Nadu Electricity Board Employees' Conduct Regulations
have been framed in exercise of the powers conferred under section 79(c) of
the Electricity (Supply) Act, 1948 similar to Tamil Nadu Government Servants'
Conduct Rules, 1973. Whenever the Government have issued amendments
to any of the said Rule(s), the same is being adopted in TANGEDCO
(erstwhile Tamil Nadu Electricity Board) and suitable amendments to the
corresponding regulations of the Tamil Nadu Electricity Board Employees'
Conduct Regulations were issued. Hence, a proposal has been placed before
the Board of TANGEDCO to suitably amend Regulations 9, 12 and 13 of Tamil
Nadu Electricity Board Employees' Conduct Regulations, which are
corresponding to Rule 3, 6 and 7 of Tamil Nadu Government Conduct Rules,
1973, based on the orders issued by the Government as stated above. After
careful examination, the Board has resolved to amend the said Regulations
suitably.
3. Accordingly, in exercise of the powers conferred by Section 79(c) of
the Electricity (Supply) Act, 1948 (Central Act 54 of 1948), read with Section
185 of the Electricity (Supply) Act, 2003 and G.O.Ms.No.100, Energy (B2)
Department, dated 19.10.2010, the Tamil Nadu Generation and Distribution
Corporation Limited (formerly Tamil Nadu Electricity Board) makes the
following amendments to the Tamil Nadu Electricity Board Employees'
Conduct Regulations:AMENDMENTS
In the said Regulations,I.

in regulation-9, in sub-regulation (1),(a) for the expression "Rs.1,000/- (Rupees one thousand only)", the
expression "Rs.5,000/- (Rupees five thousand only)", shall be
substituted;

(b) for the first and second provisos, the following provisos shall be
substituted, namely:-

(i)

Provided that the employee may accept any gift of a value


exceeding Rs.5,000/- from a personal friend or close
relation, on special occasions such as weddings,
anniversaries, funerals and religious functions, when the
making or receiving of such gifts is in conformity with the
prevailing religious or social customs and shall make a
report to the prescribed authority within one month of the
acceptance of the gift;

(ii)

Provided also that nothing in this regulation shall apply in


respect of employees belonging to Class-II, III and IV
services to accept travel, living and other related expenses
from their personal friends or their close relations as gift,
whenever they go abroad with the previous sanction of
Board or the authority to whom powers are delegated.

in regulation-12, in sub-regulation (6),(i) in clause (a), in sub-clause (ii),(a) in the first proviso, for the expression "Rs.10,000/- (Rupees
ten thousand only)", the expression "his total monthly
emoluments", shall be substituted;
(b) after the first proviso, the following proviso shall be inserted,
namely:"Provided further that the employees belonging to Class-II, III
and IV Services may, with the previous sanction of the
prescribed authority, accept from a relative or a personal
friend, a purely temporary loan of an amount not exceeding
Rs.3,00,000/- (Rupees three lakhs only), free of interest,
exclusively for the purchase of flat or ready built house or plot
for the construction of a house".
(ii) in clause (aa),(a) for the expression "Rs.10,000/- (Rupees ten thousand only)",
the expression "his total monthly emoluments", shall be
substituted;
(b) after clause (aa), the following proviso shall be added:"Provided that the employees belonging to Class II, III and IV
services may, with the previous sanction of the prescribed
authority, borrow money not exceeding Rs.3,00,000/- (Rupees
three lakhs only), free of interest, from any private individual
exclusively for the purchase of flat or ready built house or plot
or for the construction of a house".

in regulation-13,(a) in sub-regulation (1), in clause (c), for the expression


"Rs.10,000/-", the expression "Rs.50,000/- (Rupees fifty
thousand only)", shall be substituted;
(b) in sub-regulation (2), for the expression "fifteen thousand
rupees in value", the expressions "Rs.80,000/- (Rupees eighty
thousand only) in value in respect of Class-I service and
Rs.60,000/- (Rupees sixty thousand only) in value in respect
of Class-II service, Rs.40,000 (Rupees forty thousand only) in
value in respect of Class-III service and Rs.20,000/- (Rupees
twenty thousand only) in value in respect of Class-IV
service,", shall be substituted;
(c) in sub-regulation (3), in the Explanation thereunder for the
expression "Rs.10,000/-", the expression "Rs.50,000/(Rupees fifty thousand only)" shall be substituted.

4. The above amendments come into effect from the date of issue of
these orders.
5. The receipt of these proceedings shall be acknowledged in the slip
enclosed.
