Norman Downes Homeowners Meeting

10/20/15 Meeting minutes

Attending: Peggy Chandler, Rob Welch, Susan Porteus, Cheryl Wheeler, Bob
Porteuos , Sam Carr,

Discussion: Board discussed whether to submit to the neighborhood a vote on


whether to approve fixing the amenities as designed or look at replacing the pool.
Peggy offered to do a write up to submit to the neighborhood for a vote.
Need to get the costs from JVG for the improvements so we can determine the
assessment.
Rob would like to have the vote ready in December for a general meeting. Have
Jonathan Hicks ready to present. Rob proposed meeting for Tuesday, December 1,
7pm in the Community Room. Peggy recommends special sign to promote the
meeting.
Peggy asked if we have to keep a reserve for the dam. We currently have $23,903
for dam reserves. Susan P. said that we should keep this. It leaves approximately
$75,000 available for the repairs.
256 owners consistently pay. Board can only increase HOA fees based on increase
in Consumer Price Index. A special assessment must be approved by 51% of the
total homeowners. Or we must have an amendment to increase the assessments
by a 51% of the total homeowners. If we spend the money, Susan suggested that
we use the assessment for restoring the reserves we spend.
Peggy asked if there were any liens that needed to be filed on uncollected funds.
Susan P. said that it was about time to evaluate it . There is about $25,000 in
unpaid HOA fees. Liens are typically filed on homeowners that are 2 years in
arrears.
Susan P. presented the treasurers report. We are within budget, but we will not be
paying into the reserves due to engineering fees for the erosion project. HOA fee
statements have gone out and a 15% late fee will be assessed if not paid by
November 11. Treasurers report was approved by the board.
Dam Committee Sam reported that copper build up is in the Toe drains that need
to be cleaned out. He expects it to be a nominal cost. Sam will continue to help
maintain the dam, but does not want to stay on the board.
Questions to ask the neighborhood:
1. Do we want to own the lake or continue to pay $2500/year or stop paying for the
lake.
2. Special Assessment for erosion control

Presentation of the Budget and ballot for members also in the handout to the
neighborhood.
Rick Austin does not want to run for the board, but he will continue as Webmaster.
Christmas decorations who wants to help Cheryl decorate. No one hung the
Christmas wreaths last year. They are stored in the Humphreys shed.
Tennis email from Sam V. concerned about trash clean up at the tennis court and a
tree limb needs to be removed where it overhangs the court. We need to replace
the squeegies and brushes. Concerned that the team members do not pay to play.
These fees could pay for the materials. The water fountain is broken, but could be
easily repaired. Rob will repair it.
Pool Pool is closed for the season. Rob is getting quotes on repairing the cement
deck. Rob will also see what is possible for repairing the cement in the baby pool.
Landscaping Bob is getting quotes for the landscaping. Dam needs mowing twice
a month, flowers are extra. Andrew is not running again, so Bob is getting the
quotes. The sprinkler box at Kensington needs to be replaced. Rob to look at
replacing the bulbs at the entrances with the LED bulbs.
Communications newsletter is ready to be mailed out. The sign for the tennis
court with hours of operation will be ready next month.
