B. DETAILS OF THE PROPOSED PROJECT


B.1

Description of the project


Breakwater construction will be erected at the wide sea bed area of the three (3)
major urban barangays in the municipality to cover a length of 2,800 meters, more
or less, with an offshore distance from the coastline ranging from
80 to 100 meters.

B.2

Location of the project


The Proposed Breakwater Project will be constructed in the sea bed area of coastal waters
along Brgy. Balud, Poblacion Zone I, and Poblacion Zone II, Capoocan, Leyte where it vastly
suitable for reclamation.

B.3

Why does the LGU consider this as a priority project? In Appendix 1 please all location map
and photographs.
Geographically, Capoocan is a a long-stretched town consisting of 21 barangays, thirteen
(13) of which are located along the coast of Carigara Bay and the remaining eight (8)
barangays are mountainous which are proximatrely located along the riverbanks. The
Philippine Fault Line (main) also aggravates town's disaster vulnerability. Prevailing concern
on the relocation or resettlement of affected residents dwelling along the coastal barangays
(on the issue of 40-meter unsafe zone) situates local leaders into a state of quandary due to
the town's catastrophic-proned location.

Breakwater construction reduces the intensity of wave action and reduces coastal erosion.
As of the 2014 geo-hazard monitoring results of the Mines and Geosciences Bureau (MGB),
the municipal proper of Capoocan, Leyte is potentially exposed to the possibility of land
disappearance due to high possibility of sea waters infiltration aggravated by the climatic
factors resulting to coastal erosions, storm surges and other catasprohic events.

Aside from protecting its constituents, it is an instinct characteristic of the local patriots to
protect the area where the seat of central government is located. Therefore, the
breakwater construction not only ensures the protection of lives, properties, livelihoods,
and the welfare of the future generation but also an opportunity to give due consideration
on the tenets of sustainable develpment benefitting the entire community of Capoocan.

How many people will benefit from the project?


The project will directly benefit approximately 9,000 population of the three (3) urban
barangays composed of almost 2,000 households and around 3,000 families. Indirectly, the
entire 30,000 population of the municipality and the next generations to come will benefit
from this project.
