In these Rules:
Home Club means the Member Club on whose ground (or at an alternative venue approved
under Rule 16) a Reserve League Match is or was or should be or should have been played or,
where the Member Clubs participating in that Reserve League Match share a ground, the
Member Club whose name first appears in respect of that Reserve League Match on the
Reserve Leagues fixture list;
Manager means the Official of a Member Club responsible for selecting the Member Clubs
first team;
Member Club means a club in membership of the Reserve League;
the Premier League means The Football Association Premier League Limited;
the Premier League Rules means the rules for the time being of the Premier League and a
letter and a number following a reference to a Premier League rule identifies the Section in
which it is comprised and its number within that Section;
the Reserve League means The Premier Reserve League;
Reserve League Match means a match played in the Reserve League competition;
Rule followed by a number means the rule so numbered in these rules;
Official means any director, secretary, servant or representative of a Member Club;
Section means a section of the Premier League Rules;
Strip means players shirts, shorts and stockings;
Visiting Club means the Member Club playing, which has played, which should play or
which should have played a Reserve League Match on the ground (or at an alternative venue
approved under Rule 16) of a Home Club or, where the Member Clubs participating in the
Reserve League Match share a ground, the Member Club whose name last appears in respect
of that Reserve League Match on the Reserve Leagues fixture list;
the Articles, the Board, the Chairman, the Chief Executive, clear days,
Commission, the Company, Football Academy, the Football Association, the
Football Association Rules, Match Officials, Relegated Club, Season, the
Secretary, Student and written or in writing each have the meaning set out in
Premier League Rule A.1.
Interpretation
2.
words importing the singular shall include the plural and vice versa; and
words importing any particular gender shall include all genders.
Headings
3.
The headings in these rules are for convenience only and shall not affect their interpretation.
Board Powers
4.
Where a discretion, right or power is expressed in these rules to be exercisable by the Board,
such discretion, right or power shall be exercisable by the Board in its sole and absolute
discretion or as a sole right or power of the Board and shall when exercised be final and
binding and not subject to appeal.
Alterations to Rules
5.
No alteration shall be made to these rules unless such alteration shall have first been
submitted to and approved by:

THE LEAGUE
Name
6.
The league shall be called The Premier Reserve League to which name may be added the
name of any title sponsor.
Management
7.
The Reserve League shall be governed, managed and organised by the Premier League acting
by and through the Board in accordance with the provisions of the Articles.
The Board shall convene an annual general meeting of the Reserve League by giving 14 clear
days notice thereof to Member Clubs specifying the time and place of the meeting and the
general nature of the business to be transacted thereat.
9.
The Chairman or in his absence the Chief Executive or the Secretary shall preside as chairman
of the meeting and shall regulate its proceedings as he thinks fit.
10.
One representative from each Member Club may attend the meeting and, subject to Rule 5,
any resolution put to the meeting shall be passed if approved by two-thirds of such
representatives present.
Membership
11.
Membership of the Reserve League shall be limited to clubs in membership of the Premier
League.
12.
Such clubs may become a member of the Reserve League by completing and submitting to
the Secretary Form RL1 on or before the 1st June immediately preceding the Season in which
their membership is to commence.
13.
Annual Subscription
14.
Subject to Rules 18 to 24 inclusive, the format of the Reserve League competition shall be on
a regional basis determined annually by the Board after the 1st June deadline mentioned in
Rule 12 and shall be published to Member Clubs as soon as practicable thereafter.
16.
Except with the prior written approval of the Board, Member Clubs shall play home Reserve
League Matches at their registered ground.
17.
18.
Unless otherwise determined by the Board, the winner of a Reserve League Match shall score
3 points and each Member Club participating in a Reserve League Match which is drawn shall
score one point.
19.
The results of Reserve League Matches shall be recorded by the Secretary in one or more
tables containing in respect of each Member Club the following information:
19.1 the number of Reserve League Matches played in that Season;
19.2 the number of Reserve League Matches won, drawn and lost as a Home Club in that
Season;
19.3 the number of Reserve League Matches won, drawn and lost as a Visiting Club in that
Season;
19.4 the number of goals scored in Reserve League Matches by and against that Member
Club in that Season;
19.5 the number of points scored in that Season.
20.
The position of Member Clubs in a table shall be determined by the number of points scored
in that Season, the Member Club having scored the highest number of points being at the top
of a table and the Member Club having scored the lowest number of points being at the
bottom.
21.
If any 2 or more Member Clubs have scored the same number of points their position in a
table shall be determined on goal difference, that is to say, the difference between the total
number of goals scored by and against a Member Club in Reserve League Matches in that
Season, and the higher or highest placed Member Club shall be the Member Club with the
higher or highest goal difference.
22.
If any 2 or more Member Clubs have scored the same number of points and have the same
goal difference the higher or highest placed Member Club shall be the Member Club having
scored the most goals in Reserve League Matches in that Season.
23.
If any 2 or more Member Clubs have scored the same number of points, have the same goal
difference and have scored the same number of goals in Reserve League Matches in that
Season they shall be deemed to occupy the same position in a table.
24.
If at the end of the Season the format of the competition so requires, Member Clubs
occupying the same position in a table shall play off one or more deciding Reserve League
Matches the format, timing and venue of which shall be determined by the Board.
FINANCE
League Expenses
25.
Subject to Rule 30, the operating expenses of the Reserve League shall be met by the
Company.
The cost of staging Reserve League Matches, including the fees and expenses of Match
Officials, shall be met by the Home Club and the Visiting Club shall meet the cost of its
attendance thereat.
Admission Charges
27.
Unless the Board otherwise determine in any particular case, charges for admission to a
Reserve League Match may be made at the discretion of and retained by the Home Club.
A Reserve League Match may be broadcast by a Home Club on its own television channel but
shall not without the prior written permission of the Board be broadcast by any other means.
29.
Member Clubs shall provide such rights, facilities and services as are required to enable the
Company to fulfil any contract for the sponsorship of the Reserve League or the broadcasting
by any means of Reserve League Matches.
30.
After deducting there from the operating expenses of the Reserve League, the income from
any such contract shall be distributed by way of fees equally between Member Clubs.
FIXTURES
Arranging Fixtures
31.
As soon as practicable after the 1st June, the Board shall publish a draft fixture list of Reserve
League Matches taking into account the day upon which each Member Club prefers to play
its home matches in the Reserve League competition.
32.
Upon the draft fixture list being published, the Home Club in each fixture shall liaise with its
Visiting Club with a view to confirming the date upon which the Reserve League Match will
be played and its kick-off time. The draft fixture will be deemed to be confirmed unless either

Member Club informs the Secretary to the contrary within 14 days of the draft fixture list
being published.
33.
The Board shall have power to determine any dispute between a Home Club and a Visiting
Club with regard to the date, kick-off time or venue of a Reserve League Match.
34.
Upon the 14 days period mentioned in Rule 32 having expired and any dispute between
Member Clubs determined in accordance with Rule 33 and in any event before the
commencement of the Season, the Board shall publish a final fixture list of Reserve League
Matches.
35.
The Board shall have power at any time to change the date upon which a Reserve League
Match is to be played. Before exercising such power the Board will consult with and take into
account any representations made by the Member Clubs participating in the Reserve League
Match in question and any other Member Club which may be affected thereby.
36.
Not later than 14 days before the date upon which a Reserve League Match is to be played,
the Home Club shall send Form RL2 to the Visiting Club, the appointed Match Officials and
the Secretary confirming its date, kick-off time and venue.
A Reserve League Match shall not be postponed or abandoned except with the written
consent of the Board or on the instructions of the appointed referee who shall be empowered
to instruct that the Reserve League Match be postponed or abandoned only if he considers
that the pitch is unfit for or if adverse weather conditions preclude the playing of the Reserve
League Match.
38.
Upon a Reserve League Match being postponed or abandoned in accordance with Rule 37, the
Home Club shall forthwith give notice thereof to the Secretary in Form RL3 and the Board will
thereupon exercise its power under Rule 35 and fix a date upon which the Reserve League
Match in question shall be played.
39.
Except in the case of a Reserve League Match which, without either the Home Club or the
Visiting Club being at fault, is postponed or abandoned under the provisions of Rule 37, any
Member Club which causes the postponement or abandonment of a Reserve League Match
on the date fixed under Rule 34 or the date to which it is rearranged under Rule 38 will be in
breach of these rules.
Kick-off
40.

Unless otherwise mutually agreed by the participating Member Clubs, the kick-off time of a
Reserve League Match shall be not earlier than 6.00pm and not later than 8.00pm and shall
be determined by the Home Club. In either case the kick-off time shall be confirmed on
Form RL2.
41.
Each Member Club participating in a Reserve League Match shall adhere to the kick-off time
and the Home Club shall report any delay to the Secretary together with any explanation
therefore.
42.
Any Member Club which without good reason causes the kick-off of a Reserve League Match
to be delayed from the time fixed will be in breach of these rules.
Team Sheet
43.
At least 30 minutes before the kick-off time of a Reserve League Match, each participating
Member Club shall hand to the referee and its opponents and shall make available to the
media a team sheet in Form RL4.
44.
If any player or substitute player named in the team sheet is injured after the submission of
the team sheet but before kick-off, upon the referee being satisfied that the injury is such that
the player in question cannot reasonably be expected to play, the name of another player may
be added to the team sheet as a player or substitute player.
45.
No player whose name does not appear on the team sheet shall take the field of play in that
Reserve League Match.
Substitutes
46.
In any Reserve League Match a Member Club may include in its team sheet up to 5 substitute
players of whom not more than 3 may take part in the Reserve League Match subject to the
conditions set out in Law 3 of the Laws of the Game.
In all Reserve League Matches the Home Club shall provide and the participating Member
Clubs shall use only the official ball approved from time to time by the Premier League.
Subject to the provisions of Law 7 of the Laws of the Game and Rule 49, the duration of a
Reserve League Match shall be 90 minutes.
49.
The Board may order a Reserve League Match which for whatever reason lasts for less than
90 minutes to count as a completed fixture or to be replayed.
50.
The half-time interval in League Matches shall be not less than 10 minutes.

Within one hour of the conclusion of a Reserve League Match the Home Club shall send by
facsimile transmission to the Press Association and to the Premier League Form RL5 duly
completed and Form RL5A signed by a representative of the Visiting Club.
STRIP
52.
When playing in Reserve League Matches the players of each participating Member Club shall
wear its home Strip unless the home Strips of the participating Member Clubs are alike or
similar or are in the opinion of the referee likely to cause confusion in which event players of
the Visiting Club shall wear its away Strip or a combination of its home Strip and its away Strip.
In the event of any dispute with regard to the Strip to be worn by either Member Club, the
referees decision shall be final.
MATCH OFFICIALS
Appointment of Match Officials
53.
Prior to the commencement of each Season the Board shall publish a list of referees and
assistant referees eligible to be appointed to officiate at forthcoming Reserve League Matches.
54.
The Board shall appoint the Match Officials to officiate as the referee and assistant referees
at each Reserve League Match. The Board shall give notice of such appointment to the
participating Member Clubs and to the Match Officials so appointed who shall each forthwith
acknowledge their appointment to the Secretary and to the Home Club.
55.
The Home Club in each Reserve League Match shall appoint a reserve official who shall be duly
registered as a referee under the provisions of the Football Association Rules.

At the conclusion of each Reserve League Match, the Home Club shall pay fees and expenses
to Match Officials at such rates as the Board shall determine from time to time.
58.
No Member Club or Official shall either directly or indirectly make or offer to make any
payment to or confer or offer to confer any benefit upon any Match Official.
Pre-Match Procedures
59.
Prior to the commencement of a Reserve League Match at which he has been appointed to
officiate, the referee shall:
59.1 together with the other Match Officials, arrive at the ground not less than 1 hour before
the kick-off time;
59.2 decide on the fitness of the pitch for the playing of the Reserve League Match and
59.2.1 if the referee considers it to be unfit, instruct that the Reserve League Match be
postponed or that the kick-off be delayed;
59.2.2 if the referee considers it to be necessary, instruct that the pitch be re-marked;

receive the team sheets of the participating Member Clubs in accordance with Rule 43;
check and approve any football to be used in the Reserve League Match;
ensure that the players Strip complies with the provisions of Rule 52;
decide the position of assistant referees for the kick-off and their direction of patrol and
ensure that each carries a flag.
Players and Officials shall comply with any lawful instruction given to them by a Match
Official officiating at a Reserve League Match.
Post-Match Procedures
61.
The referee shall send the team sheets to and make the following reports in writing on
Form RL6 to the Secretary as soon as practicable after officiating at a Reserve League Match:

on the standard of facilities for Match Officials provided by the Home Club;
on the late arrival at the ground of any of the Match Officials giving reasons therefore;
on the condition of the pitch;
on the circumstances surrounding the kick-off being delayed;
on any player being cautioned or sent-off;
on either assistant referee taking over as referee and stating the reasons therefore;
on the performance of the assistant referees and any reserve official and fourth official;
on any breach of these rules by Member Clubs, Players, Officials, Managers and other
Match Officials.
A referee shall likewise report to the Football Association any breach of the Football
Association Rules.

63.
As soon as practicable after and in any event within 6 days of a Reserve League Match each
participating Member Club shall submit to the Secretary in Form RL7 a report on the Match
Officials officiating at that Reserve League Match.
MEDICAL
Attendance of Medical Personnel and Provision of Medical Facilities
64.
PLAYERS ELIGIBILITY
65.
A player shall not play for a Member Club in a Reserve Team Match unless:
65.1 the Member Club holds his registration under the provisions of the Premier League
Rules; or
65.2 he is playing a trial match under the provisions of Rule C.1(i)(i)(D) of the Football
Association Rules; or

65.3 he is a Trialist within the meaning of Rule N.37 of the Premier League Rules provided
that if another Club (or club) holds his registration, that Club (or club) has given written
permission (to be copied to the Secretary) for the Player to play for the Member Club in
Reserve Team Matches; or
65.4 he is a Student playing under the provisions of Rule C.3(a)(v) of the Football Association
Rules; or
65.5 he is registered under the provisions of Rule 67.
66.
In order to register a player not of the description set out in Rules 65.1, 65.2, 65.3 or 65.4, a
Member Club shall:
66.1 not later than 30 minutes before the kick-off time of the Reserve League Match in which
he is to play, procure that Form RL8 is signed by the player, by an Official on behalf of
the Member Club and, if the Form is signed on the day of the Reserve League Match, by
the appointed referee; and
66.2 send Form RL8 to the Secretary so that it reaches him before the date of the Reserve
League Match or, in the case of the Form having been signed on the day of the Reserve
League Match, within 6 days of it having been played together with, in the case of a
player who is eligible to play for a club affiliated to a national association other than the
Football Association:
66.2.1 the written consent of his club to the players registration hereunder; and
66.2.2 written confirmation from the Football Association that an international
registration transfer certificate has been issued in respect of the player.
67.
DISCIPLINARY PROCEDURES
68.
The provisions of Section R of the Premier League Rules shall apply to the Reserve League and
Forms 41 to 46 inclusive shall be appropriately adapted for that purpose.
