Introduction
Mobile technology has emerged one of the
greatest universal diffusion of any technology in
the past what began as an ordinary phone call has
transformed into a radical phenomenon following
the advent of the internet and mobile services.
Instant and rich communication over smart devices
today transcends international boundaries and
have become integral with subscribers' lives. Policy
Management is one crucial technology that has
remained central in enabling the evolution of
future networks and the way world has come to
adopt wireless communication.
Although policy management found its early
application in fixed / DSL broadband networks, the
real beginning happened only after the transition
towards all-IP networks. Until this happened,
application of Policy Management was very much
limited and largely confined to static bandwidth
management policy application . This period, which
can be termed as "Policy 1.0 era" had service
providers and network operators using Policy
Management only as the tool for traffic
management and traditional data volume
metering.

Regional Policy Application


As the Table in the next page illustrates, APAC (Asia
Pacific) and MEA (Middle East, Africa) is where 3G data
traffic and WiMAX/ LTE implementation are
driving policy management deployments. Operators
in these markets are investing in policy solutions to
manage the impact of subscriber growth on the
network, but are also focusing on using policy control
capabilities often in conjunction with convergent
charging systems to create innovative loyalty
programs, payment
options, and value-added
services as a way to combat high churn rates.

In developed regions operators are using policy

The Wireless broadband market is expected to grow


by 68% in year 2011, and still there is a vast scope for
further advancements. This is primarily due to smart
phone usage that has brought about drastic changes
in the way mobile data services are delivered, priced
and managed for the subscribers. The worldwide
smart phone market is forecast to grow by 55% in
2011 , with 500 million subscribers and will touch a
billion users by 2013 as per IDC report. While A
Gartner forecast revealed the global mobile app
store revenues will triple from $5.2 billion in 2010
to $15 billion in 2011 and will reach $58 billion by
2014.
The network operators are aware of the market trend
of data usage and the need for creative pricing plans
that match users demand and behavior, quickly and
cost effectively. Traffic management and traditional
data volume metering is not enough to remain
competitive, it will not provide pricing options
adapted to the increasing usage of mobile
broadband. Hence mobile operators have realized
the need to bring massive changes in the policy
approach, its application and integration with other
functions for better monetization of rich services and
growth in ARPU.
Parallel to this The Next Generation Mobile
Networks Alliance (NGMN) selected LTE as the sole
technology that effectively matches the
requirements of faster data speeds and new services.
It enables network operators a simple upgrade path

from 3G networks. Realizing the need for latest


technology for more personalized touch in service
availability and enhanced control over usage,
operators need to configure the networks to meet
new expectations, choice, control and support
personalization over new smart devices. OTT
players have proved that business model
innovation is most important than any other form

markets are busy rejigging their OSS/BSS
infrastructure and are committing substantial
investments especially in the policy management

Key aspects surrounding Policy 2.0


Need for advanced charging
Enabling monetization depends on having a
seamlessly integrated Policy Management and
Charging system. If these capabilities do not speak
to each other and fail to be in tandem, then desired
efficiency in dealing with service and application
oriented charging cannot be achieved. This would
limit service providers' opportunities and deprive
them from enabling usage / content / application
based use-cases or service plans. Therefore,
network operators seek competitive flexibility to
create advanced policy and charging scenarios in
less time, in order to remain competitive in this
data-led business ecosystem. Consequently, they

have come to seek an innovative class of evolved


Policy Manager solution that can enable them to
launch targeted charging plans in a matter of days
or weeks instead of months.
This reflects their pressing business requirement
for being able to respond to aggressive changes
swiftly and thereby achieve vital capability to
deliver targeted pricing options. Service providers

realm to encompass a new range of operator


requirements, including enabling differentiated
services and supporting convergence strategies.
As a result, there is a trend toward policy
management investment decisions being made by
groups other than the network operations
divisions, with IT and marketing departments
increasingly being brought to the table. We saw
this trend begin in the emerging markets, where
low ARPU and high churn rates drove interest in
policy control solutions that were often preintegrated with charging solutions to support
value-added services and loyalty programs.
Need for business agility
So far, network operators have been wielding
policy control to make sure their vast share of
customers get their fair share of bandwidth.
However, bandwidth management and all-youcan-eat plans no longer remain the yardstick
towards delivering superior mobile subscriber
experience. The new 'experience standard' for
thriving in the midst of this rampant competition is
metered rates and paying for value. Subscriber do
not want operators to dictate terms, instead they
have started perceiving enhanced value in having
the liberty to pay for only what they want to use
while also seeking absolute control in adding /
modifying their usage. Therefore when it comes to
agility, it's no longer realistic for operators to rely
on Policy 1.0 model.

In nutshell, Policy 2.0 agility essentially means


having a leverage that can support rich apps and
data services without warranting drastic changes
in the core system and is pre-configured to support
new ideas for innovative usage plans and Use
Cases.
Scalability and Steadfast Performance
Policy performance is already experiencing
massive pressure and being put through massive
load of transactions, and this is before the swift
explosion of rich over-the-top digital content (web
2.0 voice and video services) that are likely to rule
the roost over future mobile networks within the
next one to three years.
Equally imperative as transactional performance
and scale is the capability to make the transition
from bandwidth management only policies to a
richer set of service-enabling policies. Since richer
web 2.0 services / digital content (such as Video
Calling, HD Video Streaming, Gaming etc)
necessitate multiple policies to be applied in
unfaltering unison, it is critical to ensure that
operator's policy solution can proficiently process
many more policy / charging rules even while
administering far more active subscriber sessions.

Mobile Data Offload is the use of complementary network technologies for delivering data
