Basilio said the voluntary arbitration today involves private practitioners, mostly
from the corporate world, composed of former human resource managers,
corporate lawyers, and management people.
"These practitioners obviously only have strained view of labor, and that in itself
makes the odds of decisions in favor workers less likely," Basilio said.

Instead of being relegated to private practitioners, Basilio said, the labor group
recommends the voluntary arbitration be made a part of the government's
judicial structure.
