Mr. Babic:

I am not quite sure the President of the United States, having not served in the Military or really depending on the large
Corporation BP to solve a problem some 40 MILES FROM LA in the GULF really thinks of ASKING THE USCG AND NAVY
SEABEES ESPECIALLY WELDERS how long it would take to make up the Counter Pressure Plug in the NAVY SHOPS,
INSERT SAME INTO A PIPE VERTICAL THEN SEE IF THEY CAN PUSH ANYTHING THROUGH THE PIPE WITH A SIMILAR
WEIGHT ON SAME. Cranes and ROV or even hand movements of the heavy items into a 21 inch riser welded to a plate
of steel will allow the President, Governors and ALL connected from BP to the USCG and U.S. Navy to see that the CPP
with pipe and shutoff Valve with beveled washer toward exit of 21 inch riser cut with CUT SAW with heavy 30,000
pound weights attached and welded in place WOULD EASILY ENTER THE PIPE AND SHUT DOWN THE FLOW OF GAS,
OIL AND WATER IN 8 HOURS FLAT.

Sadly the ability to DO JUST THAT gleaning information from County and City WATER DEPARTMENTS AND SEWER
DEPARTMENTS has been there but no one asked any PROFESSIONALS WHO DO THIS IN EMERGENCIES AS WELL AS
DAILY WORK as Plumbing Contractors have been using the Brenelle Enterprises ‘JET SWET” or special pipe increasers
RAMMED WITH HAMMERS into pipe to do the very same thing underwater or above ground and underground in
emergencies and ODDLY IT WORKS EVERY TIME !

Branko R. Babic GAVE FULL UNCONDITIONAL PERMISSION TO USE HIS CPP from Oxford England and it was relayed
starting 042610 or shortly thereafter to BP, Horizon Support and Governors of LA and FLA plus officials from President
DOWN to local officials and NEWS MEDIA.

It is really HARD to feel someone makes an open BOX some 50 feet square and 4 stories tall weight perhaps 28 TONS
when that type of weight could have been in 5 feet or 10 FEET ROUND WEIGHTS on top of the CPP with a pipe
extending above the weights with circular wheel shutoff and flange to attach flexible piping to when INSERTING same
using the ½ inch LARGER PIPE welded to the beveled flange which would allow the entire MASS to sit perfectly on the
21 inch and prevent fracture or cracking as the beveled STEEL WASHER welded to the smaller thru pipe would cause
the RISER to expand perhaps ¼ inch MAXIMUM making up the INTERIOR DIAMETER of the SLEEVE PIPE. Ask Mr.
Babic about the PURPOSE OF THE SLEEVE PIPE guiding this unit down onto the 21 inch riser at the bottom lowered by
crane under direction of the ROV. To me it is ABSOLUTELY NECESSARY but the CPP may work on it’s own but for MY
professional advice I would use the SLEEVE even if ¾ or 1 inch larger allowing the ROV to hold it over the 21 inch riser
with INTERIOR EDGE BEVELED to make the 21 inch riser slide inside easily.

AGAIN--- Check with the INVENTOR Branko R. Babic as this is on a short riser perhaps at 5,000 feet with plenty of light
and assistance by SUPER ROV operators who deserve all the CREDIT for getting this in place. 8 HOURS --- one can
make the CPP pipe with valve and SUPER WASHER BEVELED PLUS have extra length to allow super heavy ROUND
WEIGHTS to be welded in place then the entire unit can be taken by CRANE from the welding floor area as SPECIAL
BLOCKS WOULD HOLD THE CPP IN UPRIGHT POSITION WITH ATTACHED WIRING AND SUPER CONNECTORS FOR
WIRES TO ALLOW CRANE TO LIFT STRAIGHT UP AND LOWER STRAIGHT DOWN SLOWLY. SPECIAL SEAL ON INLET
AND OUTLET OF 18 INCH OD THRU PIPE WOULD ALLOW LOWERING INSTANTLY TO THE BOTTOM BY CRANE FROM
THE VESSEL WITH SAME. REMEMBER TO DELIVER IT PROPERLY ON A BARGE THERE MUST BE SUPER BLOCKS
HOLDING EVERYTHING UPRIGHT READY FOR CRANE TO LOAD. Such means clearance of perhaps 2 or 3 feet from
concrete, carrier and ship until crane takes it over. ONCE ON THE BOTTOM THE ROV CAN UNSCREW THE SEAL ON
THE INLET PIPE AND OPEN UP THE WHEEL ALLOWING FLOW THROUGH THE SHUTOFF VALVE PLUS REMOVE THE
SEAL ON THE FLANGE TO ALLOW FLOW UP TO THE TOP AS A SHORT 10-20 FOOT PIPE WOULD ALLOW FLOW
IMMEDIATELY THROUGH THE OPEN 18 INCH PIPE TOP INTO THE GULF WHILE THE CPP IS BEING LOWERED IN
PLACE. ONCE IN PLACE the ROV can attach quickly the SURFACE BOUND riser will allow BP to collect unlimited
amounts of Oil, Gas and Water into barges. The separators would be their problem as this gas is no doubt
explosive…….BUT the important thing is the CPP would SEAL PERFECTLY on the 21 inch unit PLUS be supported by
the sleeve pipe UNTIL BP can get the ROV’s guiding perhaps SUPPORTS or even that cute heavy BOX under the
weighted areas to keep the weight off of the BOP and riser pipe which may be weakening.

SOMEHOW IT iS VERY ODD THAT THIS HAS NOT BEEN MADE UP IN A WELDING SHOP AND PUT OVER A SECURED 21
INCH RISER WELDED TO A STEEL PLATE TO SEE HOW SUPER EASY IT WOULD BE TO PLACE SAME WITH CRANE
OPERATOR AND ROV OPERATOR DOWN 1 MILE DEEP IN WATER.

We mentioned once watching BUILDING BIGGER where 50 men turned with their hands some 30 TON round tank with
holes punched for receiving super heavy threaded bolts already welded in place on a ROUND BOTTOM PLATE. It was
done with little effort as the CRANE simply allowed them to lower onto the bolts then washers and nuts were attached
and secured. I didn’t recommend PLATE with cuts for PIPE on bottom with similar studs and TOP HAT with holes for
matching PLUS cutouts for PIPE and BOTH SECTIONS with rubber like on TUG BOW to allow total seal as the sections
are pulled together OR wrapping the pipe with thick rubber matting then tying off and lowering top hat on leak picking
UP all gas, oil and water funneling up to the surface. SILLY OLD MAN !

Dear Ralph,

The fact that NO national newspaper or TV or any of the national information services here or the USA will publish a full disclosure, on the refusal
of the authorities to use the CPP, a system that could have capped the damaged installation within hours of the accident, is the real scandal.

So why are the national information services refusing to inform the population of the real scandal taking place. Are they part of the problem? The
USA Government and the local Governors of the States adjacent to the Gulf of Mexico, know about the CPP technology. It would staunch the flow
of oil and could have prevented the catastrophe that has enveloped all the states of the G of M and yet none will publish the scandal? Strange indeed.

These local MEDIA do not understand how important it is to STOP this leak with Branko R. Babic’s CPP with open pipe
and shutoff valve.

Shortly the GAS and OIL will start creating problems all along the Gulf Coast as people and creatures start getting
problems breathing when the STENCH starts from rotting fish, animals, birds and other sea creatures.

Then quite POSSIBLY the U.S. Government will get involved quickly finding out FIRST who authorized the 35,000 feet
well if not permitted for that depth, SECOND did BP and others KNOW of the failed BOP yet took no action over greed
causing the deaths of 11 people in a Criminal Negligence act or acts, THIRD pushed away all messages calling for
clearly using the Branko R. Babic CPP with pipe and shutoff valve which would have contained the spill and allowed
salvaging the OIL.

The LOSSES to all Gulf States will be in the BILLIONS IF NOT TRILLIONS and I am waiting to see what the President
does after all this information is given to his office plus Governors of LA and FLA.

Even the SPACE SHUTTLE CREWS could see the problem…..now USF has special ships for research in the Gulf and no
one has yet mentioned the facts that some Gulf States NATIONAL GUARD are preparing to cause evacuations of
specific areas if the OIL starts in. People will die, animals and pets will die and sadly the WATER SUPPLIERS like the
largest DESAL PLANT IN THE UNITED STATES just South of my address may have to SHUT DOWN quickly once the OIL
starts in on anything or alone.

America is in a NATIONAL DISASTER but too many people are really NOT looking at the Danger for reasons unknown
except the American MEDIA stay silent about the true nature of the problem and the undeniable fact Branko R. Babic
has GIVEN AWAY HIS CPP to anyone needing it to save lives. I have no contact with the BBC but the Queen should
make Mr. Babic a KNIGHT over his contribution to America and all of the Planet !

Ralph is only the messenger….the HERO is Mr. Babic !

DOWN FOR FULL MAKE UP ON THE CUT RISER PIPE PREFERRABLY VERTICAL RATHER THAN HORIZONTAL WHICH MAY BE NEAR THE BOP TOP.

Such would allow the Counter Pressure PLUG to seal with beveled washers adding a sleeve slightly larger than the 21 inch riser pipe but allowing a close seal
in itself. Unit can be easily made of steel WELDED IN A SHOP then transported to the location. ALSO the PIPE with WELDED FLANGED BALL VALVE AND
OUTGOING FLANGE could allow OIL, GAS, WATER to escape until fully seated then NOTHING SHORT OF MOTHER NATURE CAN BLOW IT OFF OR UP CAUSING
THE RISER TO COME OUT OF THE SEA BED !

Everyone is worrying about inability to WELD the unit in place but the KEY is using a cut section of RISER then inserting the CPP with BEVELED SECTION AND
SLIP OVER PIPE WHICH WOULD SET DOWN WITH 4 FEET OVER THE 21 INCH PIPE SUPER SUPORTED BY 30,000 POUNDS of weights without WELDING
UNDERWATER since everyone does not believe the Hyperbaric Chamber WELDING is possible perhaps. ALL WELDS CAN BE CHECKED ON THE SURFACE but
remember to have a 4 foot section of super strong steel pipe as a sleeve to guide this mass over the cut 21 inch RISER pipe. BEVELED WASHER WOULD BE
MACHINED AND SEAL ALL INTERIOR SECTIONS OF THE 21 INCH RISER TUBE INTERIOR WITH SUCH WEIGHT PERHAPS ONLY LESS THAN A GALLON OF OIL
COULD EVER SEEP OUT LATER…… CAN YOU HANDLE LESS THAN A GALLON WEEPING OUT IN A DAYS TIME ?

BP SHOULD REMEMBER THE TOP FLANGE AND BALL VALVE GIVES TWO OPTIONS….STOP THE WELL OR ATTACH FLEXIBLE BALL VALVE SUPPORTED PIPE WITH
SHUTOFFS AND FLANGES TO JOIN TAKING OIL, GAS AND WATER TO THE SURFACE UNTIL EVERYTHING IS CHECKED. NO LEAKS WITH NO PRESSURE IS THE
IDEA.

THINK ABOUT IT AND MR. BABIC WILL SEND IN FURTHER INFORMATION TO LABEOC USING THE FORM !

Give them your IDEA forcing the CPP HORIZONTALLY with special sleeve just clearing the 21 inch then DRILLING HOLES IN SIDE TO USE SUPER BOLTS TO PULL
IN AND HOLD IN PLACE UNDERWATER USING PERHAPS SPECIAL STEEL L SHAPED ITEMS WHICH COULD ALLOW PULLING TENSION DOWNWARD FROM THE
SLEEVED SECTION TO REALLY CAUSE HEAVY 30,000 PSI PERHAPS TENSION AS IT SEATS WITH THE BEVELED WASHER PULLED INTO THE INSIDE OF THE 21 INCH
RISER SEALING SAME.
