--------------------------------------------------------------------------------------------------------------SUBJECT: Maintenance Assistance Contract for Electrical Maintenance & Testing
and C&I Equipment of Unit 8, 9 & 10 Koradi TPS 660 MW.
QUALIFYING REQUIREMENT:1. QUALIFICATION CRITERIA :

1.1. Eligible Applicants :

The tender for this contract will be considered only from those tenderers (proprietorship
firms, partnerships firms, companies, corporations or joint ventures) who meet requisite
eligibility criteria prescribed as under:
i) In the case of a Joint Venture, all members of the group shall be jointly and
severally liable for the performance of whole contract.
ii) A non-Indian firm is permitted to participate in tender only in a Joint Venture with their
wholly owned Indian subsidiary registered in India under Companies Act -1956 or any other
Indian firm having minimumequity participation of 35%.
iii) A tenderer shall submit only one bid in the tendering process, i.e. either individually as
tenderer or as a partner of a JV. A tenderer who submits or participates in more than one bid
will cause all of the proposals in which the tenderer has participated to be disqualified.
iv) A firm, who has purchased the tender document in their name, can submit the tender either
as individual firm or in joint venture.

case of JV:
Maximum 3 parties are allowed in JV.
Lead partner must have a minimum of 35% equity participation in the JV.
Partners having less than 35% equity participation will be termed as non-substantial
partner and will not be considered for evaluation which means that their financial
soundness and work experience shall not be considered for evaluation of JV.
d) In case of JV, change in constitution or percentage equity participation shall not be
permitted at any stage after their submission of bid, otherwise the applicant shall be
treated as non-responsive.

vi) Tenderer must not have been blacklisted or deregistered by any central / state
government department or public sector undertaking. Also no work of the tenderer must have
been rescinded by client after award of contract during last 5 years. The tenderer should
submit undertaking to this effect in proforma of form of tender (FOT).

--------------------------------------------------------------------------------------------------------------1.2. Qualifying Criteria for the Bidders is given below :
i)

Average Annual financial turnover during the last 3 years ending 31st March of the previous
financial year, should be at least 30% of the estimated cost for one year. In case of Joint
Venture, the average annual financial turnover will be based on the percentage equity
participation of each substantial member.(1)

ii) The Bidder or in case the bidder is a Joint Venture Company, one of its Joint Venture
Partners, must have experience in the field of Thermal Power Plant. In case of Joint Venture,
full value of work, if it was done by the same joint venture or the entire work was done fully
by any of the substantial member, shall be considered. If the work was done in other JV
formation, the venture in proportion of the equity participation in that JV by the member
(only substantial member) shall be considered. No evaluation of work done by any other
non-substantial member shall be done.
iii) The bidder or in case JV companyone of its substantial member, must have
Experience of having successfully completed similar nature work during last 5 years
ending last day of month previous to the one in which application are invited should be
either of the following:
1) Three similar completed works each costing not less than the amount equal to 40%
of the estimated cost for one year.
OR
2) Two similar completed works each costing not less than the amount equal to 50% of
the estimated cost for one year.
OR
3) One similar completed work costing not less than the amount equal to 80% of the
estimated cost for one year.
Definition of similar nature work means Experience of work or assistance to work of Electrical /
Testing / C&I related maintenance work in 200 MW or above capacity units of thermal power plant at
MSPGCL/NTPC/SEBs/Central/State Govt. Organisation/Public sector undertaking/Private Thermal
Power Generators.

A) Example for calculation of criteria of turnover capacity in case of JV/ Group and
evaluation of similar completed works executed in participation of JV.

Suppose there are P and Q members of the JV/ Group with their equity participation in the JV/
Group, as 60% and 40% respectively and available bid capacity in terms of turnover of these members
individually works out X and Y respectively, then Bid Capacity of JV/ Group shall be as under:
Bid capacity of the JV/ group = 0.6 X+ 0.4 Y
Similarly, if individual bidder or in case of JV, any of its substantial member claims for similar
completed works in JV as a part, then cost of work order will evaluated on the basis of their equity
participation in JV/ Group. Suppose bidder or member of JV Q, had executed works in a JV with 40%
equity participation, then individual capacity of the memberwill evaluated as 40% of order value
awarded to and completed by JV.
B) Example for evaluation of Similar completed works order value and quantity executed
by two or more of its substantial members of JV
Merging of order value executed by two or more of its substantial members of JV either as a
whole or as a member of JV shall not be permitted to nurture bid capacity in terms of criteria for similar
completed works. Only no. of orders executed by substantial members of JV shall be merged to evaluate
bid capacity.
Bidders, which do not qualify bid capacity criteria, shall not be considered for further evaluation
and shall be rejected.
Case-I : Suppose there are three members P, Q& R, of the JV/ Group with their equity
participation in the JV/ Group, as 30%, 35% & 35% respectively, as below.

In this case, P, Being non-substantial member (equity participation <35%) of JV, will not be
considered for evaluation which means that their financial soundness and work experience shall not be
considered for evaluation of JV.
Q and R are substantial members of JV, but none of them satisfies qualifying criteria 1.2(iii)(1) to
1.2(iii)(3), neither in individual capacity nor as JV, as stated above.
Hence of JV of all 3 members will be considered as disqualified for participation in tender.

Q and R, being substantial member of JV, qualify experience criteria, but individually limited to
Qualifying criteria 1.2(iii)(1) to 1.2(iii)(3), due to having less no. of similar work orders with
entitledorder value.
But, JV of all three members shall be considered eligible, having total of three similar completed
work orders executed by substantial members Q and R, each costing more than 40% of the estimated
cost for one year, as stated in Qualifying criteria 1.2(iii)(1).

2)

It is proposed to call Pre-bid meeting at Koradi TPS, 8 days before last date of sale of tender.
