MOST COMPETITIVE CITY AGAIN

Naga City is awarded as the Overall Most


Competitive Component City in the Philippines by
the National Competitive Council of the Philippines
during the 4th Regional Competitiveness Summit
held Thursday, July 14, 2016 at the PICC in Pasay City, a repeat of last years feat for the
city which Mayor John Bongat credited to the City Council, the city hall employees and
the Nagueos themselves.

For the second straight, the Naga city was recognized as this years Overall Most Competitive Component City during the 4th Regional Competitiveness
Summit held July 14, 2016 at the Philippine International Convention Center (PICC), as organized by the
National Competitiveness Council of the Philippines.

Recent Bicol visitor, the new DA
Secretary Manny Piol, in a meeting with
regional elected and government officials,
announced his marching orders from the
President: to assure that no one goes
hungry by ensuring the availability of food.
The president believes that it is his moral
obligation to guarantee that no one goes
hungry. I am not here to deliver a speech. I
am here to give you hope, he said.
To do this, Piol said involves a paradigm
shift from what we had been accustomed
to, and by going back to basics.
We are a nation of twisted psyche, we
have an old age mindset that was reflected
on how we embrace and accept things.
We neglect things what we already have
and chose new ideas which are not even
applicable in our areas, he argued, citing
as an example the golden kuhol fiasco in
the 80s.
So the DA, according to Piol will focus
on Staple Food Commodities to Ensure
Food Security; and High Value Crops to
Generate Jobs and Foreign Earnings.
It will also implement a color-coding for
the different regions which will provide
data on such agronomic characteristics like
geography, soil type and water availability.
Simply, this will tell us what grows best,
where.
So for Bicol, the DA will focus on abaca
and the coconut industry, the Queen
pineapple, even cattle fattening so that
meat products na ang ilalabas ng Bicol,
the Secretary said.
These are basics indeed, for food is
inextricably linked with the soil, and the
native soul.
Just think of the sili and pili as cultural
identifiers for Bicol.
So there was really nothing new in the
Secretarys announcements, except about
cutting the budget on Farm-to-Market
roads.
Nevertheless, we wish the new Secretary
well. We do hope for the success of the
Presidents program for agriculture under
his helm because for a region where poverty
and power outages is a daily bread, we only
cling on hope.

FINANCE: Secretary Carlos G. Dominguez III announced that the Duterte Administration would prioritize tax reform and
simplify processes at the countrys two biggest tax-collection agencies while spending on programs and projects intended to
improve infrastructure and lift more Filipinos out of poverty. The declaration was
made during the BOT turnover ceremony.
He also mentioned that there will be drastic reforms both at BIR and Customs.
Income taxes will be reduced even as
there will be a review of VAT exemptions
to compensate for foregone revenues from
adjusted income taxes. Along with these
the spending side will also be fixed. The
adjustment on taxes will have to be done
through Congress. The focus on spending
is on the priorities of the Duterte administration, which [include] bringing up our
infrastructure budget for projects in areas
outside Metro Manila.
REVAMP AT DOF: Amid high public expectations on the new administration, Sec.
Dominguez plans to implement a revamp
in the Department of Finance (DOF). He
said the new administration wants to reinvent the government to meet peoples expectations and bring robust company beneficial to all. The revamp will realign work
by teams rather that by individuals; instead
of the regular government structure projects will be handled by working teams!

out the reforms supportive of the Duterte
administrations 10-point socioeconomic
agenda. During the flag-raising ceremony,
Dominguez challenged DOF employees
to meet their collection targets and help
in meeting the high public expectations.
Each employee must be epitome of integrity, and to demonstrate appropriate
behavior in all official dealings, completely
avoiding bribes and solicitations in whatever form.
ON THE BLOCK: New BIR Commissioner Cesar R. Dulay has asked corrupt
revenue officials and employees to resign
or face investigation and ouster from the
service. He told the men and women of
the service of what he intends to do during his watch and what he expects from
them that is, to render honest and efficient service to taxpayers. He said he will
ask grafters to resign right now. He did
not say whether he has a prepared list of
suspected grafters.
Dulays harsh policy jibes with the in-

structions of President Duterte to all


subordinates to end corruption in the
bureaucracy, particularly in the BIR
tagged by the new leader as one of the
most corrupt agencies of the government. Meanwhile, Comm. Dulay suspended the implementation of directives
and issuances issued by his predecessor Kim Jacinto Henares from June
1 to June 30 until further notice which
include investigation of 2015 and prior
income and business tax returns and issuance of mission orders.
RICE SUFFICENCY: The new administration intends to push for self-sufficiency in our rice production within two
years. The success or failure of this aspect could spell the fate of the Department of Agriculture regional directors.
New Agri-Secretary Emmanuel Piol
said the government intends to achieve
this goal in four cropping cycles. Sec.
Piol earlier gave conflicting pronouncements on the new administrations rice
situation target.
Following a transition meeting at the
DA, Piol said the Duterte government
would aspire for self-sufficiency except
that there was NO target date. He then
said it could be attained within Dutertes
term. In his latest salvo, Piol said DA
regional directors must see to it that the
two-year objective is achieved in their
respective areas or else, they would
lose their jobs! (In mid-2010, Phl was
producing 81% of domestic demand;
now, we are 97% self-sufficient in rice).
WISDOM: So long as your plans are
geared to the right path your way of
accomplishing depends on your will.

Are We Ready For Federalism? (Part 3)

Weighing the Pros and Cons


No form of government is perfect. There
will always be some disadvantages that
could counter the advantages. The issue
now becomes whether the advantages
outweigh the disadvantages or is it the
other way around? Weighing the pros and
cons is not as straightforward as having a
tally board and then counting the points for
each enumerated pros and cons. There are
several subtleties and underlying factors
that might not be immediately apparent
or foreseeable and could only become
apparent when the system is implemented
for several years.
On the other hand, over-thinking about
the system may lead to a situation of
analysis paralysis wherein no significant
action will be taken because of seemingly
overwhelming number of options. The fear
to take action may also override rationality
because of the skewed perception of
the risks involved. Indecisiveness to act
is oftentimes more harmful than acting,
especially when trying to solve certain
problems.
Federalism is supposed to address
specific socio-political problems such as
the redistribution of resources, separatist
rebellions and inefficiencies in governance.
If we become paralyzed in deciding, then
no action will ever be taken. The system
will never be tested and we are back
to square one. No progress is possible
with being caught in analysis paralysis.
Knowing some major pros and cons is
sufficient to decide wisely as voters when
the option for a plebiscite or referendum
is presented to the electorate after,
deciding on whether or not to radically
change the form of government through a
constitutional convention.
PROS
Greater Local Autonomy Under the
proposed federal form of government,
the overly-centralized decision-making
process of imperial Manila is not
very effective in terms of addressing
the problems of the various regions.
Each region has its own unique culture,
language, and economic situations.
Consequently, each region also has its
own unique sets of problems that need to
be addressed at the regional level.
A federal system will allow the regions
to have greater autonomy in managing
their resources and solving their problems
social issues more effectively. For
instance, the Bicol Region could have
lower electricity power rate since it has its
geothermal resources.
Fiscal Independence The regional
state governments will have the authority
to levy taxes and allocate budget. The

large chunk of local tax revenues will be
effectively and directly used within the
region instead of being remitted to the
national government.
Focus in Governance The delineation
between the national and state-level
governments will be well-defined in
many aspects. For instance, the national
government could focus on national
defense and foreign policy while the
regional or state governments could focus
on economic development. This means
that the various levels of government
will have better focus and specializations
rather than be burdened by other trivial
and irrelevant details that are not within
their proper jurisdictions.
Possible Solution to the Mindanao
Separatist Rebellion The unitary form of
government under the 1987 constitution
does not grant state-like powers to
regions. This means that the regions
cannot enact laws that are applicable
within the geopolitical limits of the regions.
Provinces, cities and municipalities can
have their own ordinances but these are
limited by national laws. Hence, religious
and ethnic-related laws cannot be locally
enacted and implemented. This is one of
the causes of the Moro Islamic separatist
rebellion in Mindanao. The autonomous
administrative region and Bansang Moro
republic acts have tried to address the
issue but they are still insufficient and may
encounter constitutional obstacle under
the current constitution. The proposed
federal form of government could provide
a solution.
Metro Manila Decongestion The
over-population, crimes, diseases, traffic
jams, and pollution in Metro Manila can
be significantly reduced as the economic
centers and government offices are
decentralized. Many Filipino workers from
the provinces will not anymore be forced
to take their chances in the rat race of
Metro Manila just to look for jobs.

Closer Government The Regionalstate governments could respond


more efficiently to the needs of the
constituents especially in times of
disasters. Development projects will not
anymore need national or centralized
planning and approval. The delivery of
the basic services would be a lot faster.
The local officials will also be more
accountable to the constituents.
Friendly Competition The various
regions will not only become more selfreliant but also
Encourages competition. With states
now more self-reliant and in control
of their development, they will judge
themselves relative to how their fellow
states are progressing. The competitive
spirit will hopefully motivate state
leaders and citizens to level up in terms
of quality of life, economic development,
progressive policies, and governance.
CONS

Healthy
competition among states can become
alienating creating rivalries and
promoting the regionalism that some
say already challenges the sense of
unity in the country. It could enflame
hostilities between ethnic groups in
the country like Tagalogs, Cebuanos,
Bicolanos, Ilocanos, Tausugs, and
Zamboangueos.
Uneven development among states.
Some states may not be as ready for
autonomy as others. Some states may
not be as rich in natural resources or
skilled labor as others. States with good
leaders will progress faster while states
with ineffective ones will degrade more
than ever because national government
will not be there to balance them out.
But in some federal countries, the
national government doles out funds
to help poorer states. A proposed
Equalization Fund will use a portion of
tax from rich states to be given to poorer
states.
Confusing overlaps in jurisdiction.
Where does the responsibility of
state governments end and where
does the responsibility of the national
government begin? Unless these are
very clearly stated in the amended
Constitution, ambiguities may arise,
leading to conflict and confusion. For
instance, in times of disaster, what is
the division of responsibilities between
state and national governments?
May not satisfy separatists in
Mindanao. Separatists are calling for

You are what you are today because it is what you chose to
be. Pairs of eyes gleamed as their ears perked at the woman
s words. The most awaited day has come! July 2, 2016, was
the day of Naga Central 1s General PTA Meeting. It was no
other day for the students of NCS1, the Centralistas, have
looked forward to.
Our school was absolutely the magnet of luck, the Vice
President of the Philippines! The first school Vice President
Leni Robredo ever headed an assembly. Who would ever have
thought? Maria Leonora Gerona Robredo, a name everybody
in our country knows.
Not only for her position as the 2nd official of the Philippines,
but her traits. Simple, kind and understanding, unimaginable
for her to be one of those fancy officials. Her presence is the
breeze in the forest during picnic. People just love her!
As her name was called, the audience cheered when she
appeared before the waiting crowd. She walked up the stage
wearing a wide smile, shaking every hand she met. After
thanking everyone and a short rest, she headed the oath taking
of the newly elected officers of the General and Homeroom
PTA. From the oathtaking ceremony she joined our team, the
campus journalists. I asked:
Maam Leni, after resolving the problem of the poor, what
is your next attention? I think poverty will never end, child.
I will always help the poor no matter what. Gawking at her,
starstrucked, I wrote quickly in my notepad. Interviewing her
was an absolute honor!
Disappointed faces were seen as the Vice President left.
I felt sad. But the short time was enough for us to be baffled
with her kindness and words. She stopped before going in her
van and waved at all of us, a picture worth taking.

The National Government promulgated a Law


Empowering the School Head to serve with authority,
responsibility and accountability of their school. Pursuant
to Republic Act 9155 otherwise known as Governance
of Basic Education Act of 2001. This act privide us the
essential tool for administration, management, programs
and projects. It also give us more like: like empowering
teachers and pupils, the leaders of tomorrow.
This Act lead us to careful thinking. What was the score
in the past practices of the DepEd wherein the Public
Schools District Supervisor (PSDS) has all the powers of
administration and supervision? Were the accomplishments
of all schools under him sufficient? How could we have
better delivered quality pupils? The answers to these
questions would lead us to planning or direction setting for
the future. It helps particularly the higher DepEd Officials.
This Act calls for a challenge to the School Head,
Teachers, and pupils. A challenge they are invited to dare,
to join or participate, to compete in contest, in a program
or in a project. Their interest, excitement will be awaken
by this Act. When you challenge people to a competition
particularly the youngs,they generally are dared. Yet, this
kind of competition, they will compete with themeselves to
bring about excellence in their lives. In this way, techers
and pupils will develop the school head, teacher/s, pupil/s
and even parent/s be proactive individual, to be potential
leaders. By that, this Act caters empowered leaders of our
nation.

Population month focuses on 'Teenage Girls'

LEGAZPI CITY This years activities and programs
of the Commission on Population (POPCOM) for the
month-long celebration of World Population Day will
focus pursuing the welfare of teenage girls.
POPCOM Bicol director Magdalena G. Abellera said this
years theme Investing in Teenage Girls for the WPD celebration highlights the importance of prioritizing programs
that promote young girls education, health, and employment for national development.
Every teenage girl has the right to a safe and successful transition into adulthood and the right to embrace the
opportunities that the future holds for them, Abellera said.
Abellera cited the study conducted by the United Nations Populations Fund (UNFPA) that teenage girls around
the world face greater challenges than their male counterparts while almost 20 million teenage girls in developing
countries suffer from sexual abuse and the complications of
pregnancy and childbirth.
In developing countries, almost 20 million girls between
ages 15 to 19 give birth each day, and ten percent of girls
who had sex before age 15 said it was coerced. Suicide
and complications of pregnancy and childbirth are the leading causes of death among girls between the ages of 15
and 19,she added.
The kickoff activity for the WDP celebration in the Bicol region started yesterday with a motorcade at 6:30AM

around Legazpi City and Daraga followed by a short at the


Activity Center of Embarcadero de Legazpi. The activity
was attended by partner agencies, youth groups, population program officers, and the media.
Abellera said a summit on teenage pregnancy will also
be conducted on July 18 together with Legazpi City Health
Office (LCHO) to be participated in by some 100 teen mothers from the different barangays of the city. Resource persons from the Department of Health and LCHO will discuss
teen pregnancy, access to health services and the importance of facility-based delivery.
The National Nutrition Council, TESDA, Legazpi City
Population and Nutrition Office, Department of Education
Education-ALS, and the Philippine National Police,will be
setting up their booths for young mothers to receive information on child rearing, nutrition, livelihood skills, alternative learning, and the laws on violence against women.
Youth camp and film making workshop has been earlier
conducted on July 6-7 at La Edley Resort with 72 Grades 9,
10, and 11 students and their coaches from the thirteen (13)
divisions in the province.
Abellera further urged Local Government Units, Academe, Media, Civil Society Organizations (CSOs), National
Government Agencies (NGAs), and Non-Government Organizations (NGOs) in the region to support the celebration
by hanging streamers, conducting activities relative to the
theme, or highlighting the message of investing in adolescent girls in their agencys activities.

CARD MRI initiates online crowdsourcing


CARD Mutually Reinforcing Institutions (CARD MRI)
launched on June 2016 an
online initiative to further advance its advocacy on poverty
eradication through education.
This time, we decided to
maximize what the Web 2.0 can
offer us especially in reaching
potential donors, shared Pauline Landicho, deputy director of CARD MRI Resource
Mobilization Unit, adding that
the initiative can help them in
reaching more financially challenged families in the country.
The Zero Dropout Program
According to Deputy Director Landicho, the Zero Dropout
Program will the only beneficiary of the initiative. The Zero
Dropout Program is one of the
education programs of CARD
MRI that would give parents elementary-aged children access
to affordable loans to acquire
basic education.
The program is anchored
in the 2012 data of Philippine
Statistics Authority on the magnitude of poor families in the
Philippines. The data reveals
that there are still more than
80,000 poor families in the
country. Through the grants and
donations given by its supporters, the Zero Dropout Program
was conceptualized in 2011. To

date, the program has supported


at least 250,000 children in their
journey towards a better future.
Achieving a Zero Dropout
Rate in education is a challenging task though a necessary
one. While the Philippines enjoys strong economic growth,
many Filipinos still suffer from
immense poverty, Mr. Washington SyCip, W.S. Family
Foundation founder, once said.
He also helped CARD MRI in
conceptualizing the program.
Further, CARD MRI realized that there are still a lot
more to do to uplift the lives of
these families. With a decent
and disaster-resilient home, a
family can move even closer to
development, added Deputy
Director Landicho. At present,
the program not only supports
education loan program but
also housing loan.
To make both ends meet,
CARD MRI has been collaborating with similar organizations and individuals that,
according to Deputy Director
Landicho, share the same development goals.
With our offline initiative,
we were able to encourage individuals and organizations, thus
strengthening our effort, added
Deputy Director Landicho.

of the program has been successful, however, they realized
that there might be individuals,
especially those who are not
reached by their offline initiative, who are interested to support this kind of advocacy.
The program has had individual supporters already, but
we believe there are still more
people out there who wanted to
become part of our advocacy.
We wanted to engage the general public on this effort and the
best way to do it is online, Director Manila added.
How it works
The crowdsourcing site,
www.cardmri.com/zerodropout, is like any other crowdsourcing site where one is required to register or create an
account. However, a personal
account registration is optional
for those who want to donate
once.
The initiative requires the
potential donor to also have an
online bank account for fast and
easy donation. If none, the donor can deposit through bank or
directly contact the key person
found at the contact us page to
discuss the donors most convenient way of contributing.
The account registration

and donation processes are simple. It takes the donor at least


five minutes to do so, said Director Manila.
The minimum donation
amount is PhP 1,000.00 and the
maximum is PhP 50,000.00.
Amount lower than the minimum and higher than the maximum are possible provided that
the donor directly contacts the
Resource Mobilization Unit
through Deputy Director Landicho.
Donors also have the options to include their names on
the programs site or not and to
choose a preferred province to
allot the donation.

The CARD-MRI Development Institute (CMDI),
Inc., the training institute
of CARD Mutually Reinforcing Institutions (CARD
MRI), recently inked a
memorandum of understanding with the Department of Science and Technology (DOST) Region 4A to
improve the economic status

of the CARD MRI clients.


Through their joint efforts,
the partnership is expected
to improve the competitiveness of the Filipino microentrepreneurs (MEs) in the
region.
In this partnership, CARD
MRI MEs will receive better
livelihood, enterprise development, and product develop-

ment training using the latest


technology developed by the
DOST. The said agency will
also be providing the best
practices and technology in
the further improvement of

MRI Admin Summit in
Davao City to strengthen and
empower its staff in building
a better nation. The organization through its training
institute, CARD-MRI Development Institute (CMDI), is
handling an admin summit
to its more than a thousand
administrative staff like tellers, bookkeepers, cashiers,
finance officers and regional
accountants who provide a
vital support to the CARD
MRI field operations.
A stronger battalion of
workers who will fight poverty in the country is vital in
achieving our mission, said
CARD MRI Founder and
Managing Director Dr. Jaime
Aristotle B. Alip. We are
equipping our most valuable
asset our staff, to empower
the socioeconomically challenged families, added Dr.
Alip.

In the midst of the workload of the CARD MRI staff,


the summit is expected to give
enough time to its staff to ponder on their contribution to the
success of the organization
and how they are helping poor
communities improve their
lives. It aims that the CARD
MRI administrative staff realize their big role in reaching its
mission in eradicating poverty
in the country.
In the speech of Dr. Alip
in the summit, he reminisced
the humble beginning of the
organization. He shared that
CARD started only with a
PHP20.00 and a typewriter
in 1986. He recalled how this
small amount with a burning
passion of helping the landless rural farmers in San Pablo
City, Laguna is now assisting
3.3 million poor communities
all over the country and how
15 social development practitioners who started CARD
about 30 years ago has now
more than ten thousand workers in the country and abroad.

discover the beauty of the
other islands of the country
where they have never been.
This summit is also designed
to recognize and reward the
great contribution of our
staff, said CMDI Dean Edzel

business of poverty eradication. They continue to provide
capacity-building programs to
CARD MRI staff to continue
in excellence on their jobs.
This program is part of the
continuous provision of the
capacity-building program of
CARD MRI and is part of the
5-8-40 strategy of the organization in five years, CARD
MRI will reach eight million
clients and insure 40 million
individuals. The admin summit aims to produce passionate staff that will truly have the
heart to help the poor.

11 batches to its 1, 109 admin
staff before September 2016

Monday ordered the citys
Public Employment Services
Office (PESO) to evaluate the
potential beneficiaries of its
skills training program that
would help them secure gainful jobs.
The program called TraBAJO is being facilitated by a
PHP10-million grant given to
the city government by the Department of Interior and Local
Government (DILG) in 2015.
Under its Skills Training for
Accelerated Growth in Local
Government and Training for
Better Access to Job Opportunities (STAG-LG: TraBAJO),
the DILG seeks to help target
local government units increase
the capacity of their community
members in acquiring skills required by private enterprises.
After signing a memorandum of agreement with the
heads of six technical vocational institutions on Friday that
would help TraBAJO realize
its goal, Rosal asked PESO to
recommend beneficiaries to the

make food available and affordable for every Filipino. The programs of the department would
now be focused on two areas:
Staple Food Commodities to
Ensure Food Security; and High
Value Crops to Generate Jobs and
Foreign Earnings.
To achieve food sufficiency
and maximum productivity in the
country, the DA under President
Rody Duterte will implement
10 concrete steps. One of the
highlights of his strategies is a
national color-coded agriculture
and fisheries. The DA will focus
its interventions and assistance
to the regions according to what
they could produce best by employing the specific agronomic
characteristics of each region
such as geography, soil type and
water availability.
DA will also quantify the
food consumption of the Filipino
population which grows at a rate
of 1.72% annually. Secretary Piol wants the DA to plan for food
consumption 20 years ahead of
time to finally curb food importation.
Irrigation will be free for all
farmers starting 2017, but corporate farms will have to pay.
He added that for the remaining
months of 2016, farmers will still
have to pay. He seeks the help of
the legislators present in amending the NIA charter.
The DA will also implement
Cash for Work program for farmers and fishermen affected by El
Nino. Work includes manual repair and desilting of irrigation facilities for farmers; and cleaning
of coastal waters and planting of
mangrove trees for fishers.
The DA will give P1Billion
per region to fund easy access

financing schemes for the small


farmers and fisherfolks to encourage maximum utilization of every
inch of land in the country.

over Farm-to-Market Roads
(FMR) kaya binawasan ko po
ang funds for Farm-to-Market
Roads and instead increased the
funds allocated for food production. He said FMR has been a
source of corruption in the past.
Sec. Piol assured that with him
at the helm of the DA, corruption
will be totally eliminated.
To achieve rice sufficiency
in the country, the DA, starting
next year, for one season, will
provide hybrid seeds and fertilizers at P15,000 per hectare cost
to all farmers. But in return, the
DA will ask farmers to deposit
P15,000 to their own accounts
after harvest so that in the next
cropping they will be able to buy
their own seeds. Sec. Piol also
announces a No Cash Out policy
upon release of farm machineries
and equipment to farmers. The
equity (15% of the total amount)
will be paid in installment basis
within four years.

at La Nina which will start in
October, as a window of opportunity. After the end of La Nina
which will be in time for dry season planting, there will be plenty
of water, so farmers should take
advantage of this opportunity. He

He has also prior instructions to the Phil. Crops Insurance
Corporation (PCIC) to insure all
farmers. He added that it is President Dutertes dream to ensure
that all farmers and fishers have
an Identification Card indicating the sector he is in, so that the
farmers/fishers could also receive
pension before the Duterte administration ends.
Sec. Piol likewise discussed
the difficult set up of the DA as
brought by the devolution of all
the agricultural technicians. The
LGUs have the technicians but
without supervision, logistical
support and transport allowance
and the DA do not have control over them. Sec. Pinol asked
the DA to draft a MOA with the
DILG and LGUs for the detail of
the technicians to the DA which
in return will provide for their
travelling allowances aside from
the monthly incentives they are

SAN JOSE MAYOR CITES . . .


The chief executive is also
planning for the computerization of Municipal Treasurers
Office (MTO), Municipal Agricultural Office (MAO) and
Local Civil Registrar, among
others to allow a speedy transaction and raise the municipalitys local revenue.
We could be the only municipality in the Bicol Region
not indebted to any financial
or credit organizations to prove
that we can effect economic development without resorting to
financial borrowing. The things
that we have accomplished during my my past two terms, were
fitting examples of Good Fiscal
management, Chavez added.
Big financial institutions
such as Postal Bank and Development Bank of the Philippines
(DBP) already expressed their

intent to put up their branches


inside the municipality. The
Philippine Postal Savings Bank,
Inc. (PPSBI) recently opened
its branch for its Micro Finance
Banking in the said town.
Chavez other accomplishments were evident in the completed and on-going infrastructure projects in different parts of
the town like the accomplished
Farm to market roads, infirmary
hospital and RHU buildings,
Sabang Passenger Port Terminal, Fishing Trading Center
Building, installation of freeflowing roofing projects in farflung barangays, among others.
These are just glimpses of
the many projects that Chavez
still intends to pursue as he
completes his 9-year term as
elected Municipal Mayor of
San Jose in the upcoming years.

NAGA IS MOST COMPETIVE CITY . . .


Among the 110 others, the
city ranked first again in Infrastructure and in Economic Dynamism for 2016 while ranked
second out of 110 Component
Cities for Government Efficiency.
Mayor John Bongat was
more than happy that the city
always consistently made it
to the top three in the three
categories the Global Competitiveness, Infrastructure, and
Government Efficiency being
considered by the NCCP, in
cooperation with the USAID,
DTI and private sponsors, to
measure the performances of
the local government units in
the Philippines.
My gratefulness to the employees of the Naga City Hall,
to the city officials, to the city
council, headed by Vice Mayor Nelson Legacion, and the
whole of Naga who had always
been supportive and trusting of
the local government of Naga,
expressed the mayor.
The mayor said that aside
from his administration, it is
the city hall offices that are subjected for validation during the
evaluation.
In the first launching of
competitiveness index in 2013,
the city ranked 9 in the overall
competitiveness among the included component and urbanized cities in the country.
In 2014, the city ranked 3
whereas in 2015, the city was
awarded the first place, with
the 110 component cities and
the 34 highly urbanized Metro
Manila separated accordingly.
Highly urbanized cities are
those with at least 250, 000
population.
Naga City was also the only
component city, together with
the highly urbanized ones that
were included among the top
ten awardee during the 2013
and 2014 ranking.
Mayor John Bongat also
mentioned that among that the
branded call centers and BPOs
including the IBM, Concentrix, Sutherland and Stellar, that
were established in the city are

big contributing factors.


In terms of investment, this
recognition has great impact,
explained the mayor, adding
that new investors are now calling in and entertaining the possibility of investing in the city,
with the city also included in
this years Ten Next Wave Cities.
He also stated that last
years recognition was the reason behind the city ushering
in investors, with the city now
controlling 42% of investments
in the Bicol Region.
Moreover, Mayor Bongat
also said that it also does help
with the neighboring municipalities, citing the spill over of
investments in Pili, Milaor and
other adjacent ones with the
city.
All the more, it expands
the economic environment, not
just in the city, but in the metropolitan area, explained the
mayor, as it is also the thrust of
the Metropolitan Development
Council.
With 56% of banks being
controlled by the city, Naga
serves still as the financial center among its metro neighbors,
although Mayor John Bongat
said that he did not want the city
to monopolize the metro Naga
council.
The mayor also confirmed
that the award given to the city
is not just an honor but an affirmation and validation of all the
good programs on governance
and infrastructure in the city
like the drainage projects and
business investments, more so
with the private sectors contributing a big chunk in the citys
tax.
The mayor also made mention that this is of great help for
the city especially now with the
Duterte administration focusing
on decentralizing the investments, not just in Metro Manila and CALABARZON but
with the other rising provincial
cities. With the Legazpi city
ranking 3, Bicol now have two
excelling cities, all the more
empowering the region.

The 6,371 drug personalities
included 5,774 drug dependents
or users and 597 pushers.
Of the 6,371 drug personalities, Albay has recorded 1,679
who surrendered, Camarines
Sur - 1,941, Naga City - 133,
Catanduanes - 185, Masbate 532, Sorsogon - 1,009 and Camarines Norte - 892.
During Operation Tokhang,
Bicol police confiscated 135
plastic sachets or 10,967.92
grams of "shabu" (methamphetamine hydrochloride), 7 plastic

training program will be implemented through partnership
with government agencies such
as the Department of Labor and
Employment, which will facilitate matching of jobs with the

Skills Development Authority

tapped for the livelihood component while the Department of
Education will provide the list
of out-of-school youth.
He said TraBAJO supports
the national governments

6,371 drug users, pushers


surrendered in Bicol

LEGAZPI CITY -
Since the Police Regional
Office 5 (PRO5) launched
Operation Tokhang that
involves going from doorto-door in neighborhoods
of suspected drug users and
pushers, it has recorded
6,371 drug personalities
who have surrendered in
various police stations in
the Bicol region, within a
span of two weeks, an updated report showed on
Monday afternoon.
An earlier report by the
same office on Monday
morning recorded 1,595 drug
personalities who took an

oath never to be a drug user


and pusher again.
Through
Operation
Tokhang, culled from the
Visayan term that means to
knock on doors and make an
appeal, the police was able
to visit 898 houses around
Bicol.
The campaign is an offshoot of Project Double Barrel" wherein law enforcers
went around areas suspected
as haven of illegal drug activities to get both high value
targets the big personali-

ties and the street-level


ones.

cited the significant milestones that gave his hometown various accolades and
awards coming from prestigious award-giving bodies

DARAGA. Albay -- United States Navy Rear Admiral Bette Bolivar of US Naval Command led on Friday
the turnover ceremony of a
two-classroom building to a
public school in Kinawitan,
Daraga in Albay.
The school building is part
of the Humanitarian Mission
of the ongoing Pacific Partnership 2016 in the province
of Albay.
Starting her speech in the
Filipino langauage, Bolivar
greeted the Albayanos, specially the students of Kinawitan school: Magandang
hapon at mabuhay kayo lahat.
"Thank you for the honor
for having me here today, as
well as the unveiling of the recent renovation and construction of the classroom here in
your school," she continued.
Bolivar said for the Pacific
Partnership 2016, the Engineering Civic Action Program
(ENCAP) affords them another great opportunity to build

a poster relationship with the


Filipino community.
Bolivar added, Para sa
atin mga kabatan at sa atin
kinabukasan (for our children and for our future) over
the last month and a half, engineers from the United States
Navy, United States Marine
Corps, Guam National Guard
and Hawaii National Guard
and our Philippine Counterpart Army worked together
to construct these new buildings and with rest rooms
and renovated other existing
classrooms to accommodate
Kinawitan growing students
population.
Now, the students have
designated classrooms that
will improve the learning environment, Bolivar said.
The project will not just
benefit the students but also
the residents of the area for it
will also serve as a shelter during any natural disaster, a safe
haven for the families seeking
help or shelter from any catastrophe, she emphasized.

Bolivar, a Bicolana by
blood, is the first Filipino FilAm Admiral in the US Naval
Command.
She entered the Naval
Academy with the blessing of
her father Teddy and mother
Virginia, both Filipinos. Her
father is from Nabua, Camarines Sur while her mother
hails from Pangasinan. Bolivar said she was raised in a
traditional Filipino household.
