Solon wants unclaimed lotto prizes utilized for social welfare programs
A lawmaker has moved to authorize the Department of Social Welfare and Development (DSWD)
to utilize funds from the Philippine Charity Sweepstakes Office (PCSO) representing unclaimed lotto
prizes to enhance and widen the governments social welfare programs.
Rep. Winston Castelo (2nd District, Quezon City) filed House Bill 5257 that mandates the transfer
to DSWD of unclaimed lotto prizes, which go to PCSOs charity fund to finance charity-related
programs.
With such funds transferred from PCSO directly to DSWD, the effective and efficient disposition
of significant financial resources to benefit rightful beneficiaries and families will further boost the
mandate of DSWD, Castelo said.
According to Castelo, in the instance that the rightful winners do not claim both lotto jackpot and
consolation prizes within 365 days or one year after the draws, the money reverts back to PCSOs charity
fund.
A total of P3.35 billion worth of unclaimed lottery prizes accumulated from 2006 to 2013, Castelo
said citing a hearing conducted by the House Committee on Games and Amusement.
In 2011 alone, Castelo said, two major prizes for solo winners totaling P28.2 million went
unclaimed - P23.7 million jackpot for the 6/42 Regular Lotto draw on March 15 for the winning ticket
sold by a lotto outlet in Binondo, Manila; and the P4.5 million jackpot of the 6/45 Mega Lotto draw on
March 25 for the winning ticket sold in Harrison Plaza, Manila.
Castelo said PCSO executives claimed that putting the prizes unclaimed after 365 days into the
charity fund is in accordance with the agencys rules. The charity fund is used to provide medical
assistance to qualified patients who seek help from the PCSO, the PCSO executives said.
But Castelo said the unclaimed lotto prizes should be effectively and efficiently transferred to
DSWD to beef up its social welfare programs.
The rationale of this proposal is based on the fact that DSWD runs a highly reliable targeting
system on most of its welfare programs that is able to target the legitimate and rightful beneficiaries of
such goods and services, Castelo said.
Under the proposed measure to be known as the DSWD Enhanced Social Welfare Program Act of
2016, the DSWD shall hereby be authorized the effective and efficient utilization of funds from PCSO
representing unclaimed lotto prizes for the enhancement and greater distribution of social welfare
programs and benefits to targeted beneficiaries.
The PCSO shall henceforth cause the transfer to DSWD of all funds from unclaimed lotto prizes
for the purpose of augmenting the financial resources of DSWD in carrying out an increasing demand of
its social welfare programs, the bill said.
In coordination with the PCSO, the DSWD shall issue appropriate rules, regulations, and
guidelines to effectively implement the intent of the proposed Act. (30) maprs
