Fostoria
City Schools
closed their
fiscal year on June 30, 2016
with total funds on hand
totaling $20,166,868. At
year end, $13.3 million
of these funds related to
financing the OFCC project.
Payment of the anticipation
note taken out in January will be paid in July and at that time $9.4
million will remain to complete the building project. These funds
will remain invested until such time that they are needed to pay
invoices associated with the project.
The general fund ended the year with an unreserved fund balance
of $4,036,792. This is a gain of $1,696,437 from the prior year.
Revenue increased by $798,631 over the prior fiscal year despite
a reduction in fixed sum replacement payments and reduced local
tax collections. This is due to an 8.7% increase in state funding. The
district experienced an unusual decrease in salary and benefit costs
as a result of pension reform which drove a larger than normal pool
of teacher retirements in FY16. The combination of increased state
funding and reduced personnel costs allowed the district to invest
in new textbooks, technology and purchase a new school bus from
the general fund.

WE NEED YOUELEMENTARY
Welcome Back!
It is my great pleasure to WELCOME BACK all the
returning students and to WELCOME new students to
Riley School! It is amazing to think we are right around the corner from
starting the 2016-2017 school year. Hopefully everyone has had time to
relax and enjoy time with their families.
There are a couple of changes happening within the district and within
our building. First of all, we adopted a new math series, enVision, for
grades K-6. We are excited about this new math curriculum. We will
be hosting a Title I evening early in the school year, that will include
details about enVision and how to use the additional supports at home.
Further information will be coming home in the near future regarding
the event.
We have a few new faces in our building this year: David Roth will
be our new music teacher, Amanda Hutchinson (previously worked at
Longfellow) will be our librarian, and Valerie Guant will be taking over
for Mrs. Schumackers 2nd grade class. Mrs. Schumacker will now be
our Title I teacher. We will continue to implement the Leader in Me
during the year, along with incorporating Student Action Teams (more
information to come).

newsletters, post pictures and events on our Facebook Page, Riley

synergizing with you to ensure
our students can achieve their

and school. We know a strong

make a great difference in our
students educations. As partners,

responsibilities. We ask that you

We also ask that you please
consider volunteering at FIES as
all of our students can greatly
benefit from your involvement.
These opportunities will help our
families and school continue to
build positive
relationships.
While volunteer
time is not
mandatory, it is
strongly encouraged, and vital to
our students academic success.
Along with opportunities to
volunteer, we also encourage
parents and families to
contribute ideas or suggestions
for classroom or building
activities. We believe aligning
the family and school will benefit
students, families, teachers, and
the greater community. FIES
believes the earlier in a students
education process a parent gets
involved, the more powerful
the effects. We seek volunteers
to help us with the following
activities:
1) Teacher-led instructional
support, usually in the classroom
2) Reading /Math activities with
children who need extra help
3) School-wide events
4) Student recognition events
5) Outreach and recruitment of
parent and community volunteers
6) Cafeteria & playground
monitoring
I continue to be honored and
excited by the opportunity to
serve the families of Fostoria City
Schools. I look forward to seeing
several familiar faces as well as
getting to know all of our new
students and their families and
seeing you at some of the many
activities that are scheduled
throughout the year. Please note
the following upcoming events
scheduled to kick off the 20162017 school year: Our Annual
Back to School Bash will be held
on August 9th from 5:30-7:30pm
at Fostoria Intermediate School.
Third grade orientation will be
Tuesday, August 15th from 5:307:30pm. This year Open House
for students in grades 4-6 will be
done differently, and will be held
August 29th from 5:30-7:30pm;
students in grades 4-6 will be able
to drop off school supplies on
August 17th from 2:00-3:30pm.
The first day of the 2016-2017
school year will be Thursday,
August 18th. I welcome your
calls and visits as we make this a
successful year of learning and
achievement.
Communication between
home and school is an
essential component in
childrens education. I
believe that the best schools
are ones that have healthy
communication and support
at all levels. I cannot stress
enough your role as parent
in your childs education. We
are a team; teachers, support
staff, parents, and community.
When we all synergize for
the good of our students, we
can achieve great things. The

Parents/Guardians have the right to know about the teaching qualifications of their
childs classroom teacher in a school receiving Title I funds. Longfellow Elementary,
Riley Elementary, Fostoria Intermediate Elementary and Fostoria Junior/Senior High
Schoolreceive Title I funds. The federal No Child Left Behind Act (NCLB) requires that any
local school district receiving Title I funds must notify parents that they may ask about the
professional qualifications of their childs classroom teacher. These qualifications include:
1. Whether the teacher has met the Ohio teacher licensing criteria for the grade level and
subject areas in which the teacher provides your child instruction.
2. Whether the teacher is teaching under emergency or temporary status that waives
state licensing requirements.
3. The undergraduate degree major of the teacher and any other graduate degree or
certification (such as National Board Certification) held by the teacher and the field of
discipline of certification or degree.
4. Whether your child is provided services by instructional paraprofessionals and, if so,
their qualifications.
Parents should contact the school offices for this information.
