Russell J. Pfitzinger appealed a decision by the United States Civil Service Commission. The appeal challenged the constitutionality of Section 12(a) of the Hatch Act, which prohibits federal employees from taking an active part in political campaigns. The United States Court of Appeals for the Third Circuit affirmed the district court's decision, citing the Supreme Court's prior ruling in State of Oklahoma v. United States Civil Service Commission that upheld the constitutionality of the Hatch Act.
