PC Statement: On 08-08-16 at 1220 hours a Layton City Police Sergeant went through the drive up window at the Subway
sandwich shop at 1142 East Highway 193 in Layton. The Sergeant was in his police uniform and driving a
marked police vehicle. The Sergeant paid for his order which was then given to him through the window.
Shortly after taking several sips of the drink which "tasted funny," the Seargeant began feeling the effects of
being drugged. While approaching an intersection that had a red light he had difficulty getting his foot to
move to the brake pedal. The Sergeant drove to the Layton Police Department where he was observed to
have signs of impairment. He was unable to process information and drifted off and was unable to focus on
questions being asked of him. The Sergeant was transported to the Davis Hospital where he continued to
show signs of impairment.

Detectives went to the SUbway and obtained video of the transaction. The video showed the Sergeant's
order being taken and the employee who was signed on the cash register at the drive up was Tanis Ukena.
In the video Tanis is seen filling the drink portion of the order at the drive up fountain area. For some
unknown reason he walks away from the fountain machine out of camera view. He then returns to the drink
where he is seen spending what seems to be an unusual amount of time getting it ready to deliver to the
Sergeant.
Tanis Ukena was detained and taken to the Layton Police Department for questioning. Post Miranda Tanis
admitted that he had helped the Sergeant with his order and had filled and given the drink to him. Tanis
denied putting anything into the drink. A sample of the drink was tested on an Ion Scanner and tested
positive for methamphetamine and THC. A NIC test was also done and showed positve for narcotics.
