THE PANEVO DISTRICT (17371739)

SUMMARY: The sufferings and losses of property in Panevo district during the Austro-Turkish War 17371739 were huge because this district was not only a borderline area but
also an area ravaged by war. At the end of 1739, the conditions were listed in which the Panevo
district had been found. The data from this census demonstrate that the war and the plague
years caused a discontinuity in both demographic and economic development of the area. It
turned out that the sufferings had been caused by the passing of the domestic army, attacks
by the Turkish army and the bandits, but mostly by the plague.
It was recorded in the census that the household property had been plundered by the
Turkish army and the bandits as well as by the domestic army. The former would usually take
the cash and the cattle that was easily driven horses and sheep, and the latter would take
small and horned cattle that was used for maintenance. Losses were so huge that after the war,
in average, each household of the Panevo district had approximately just one horse, ox and cow,
and every second household had a sheep and a pig. Since the Panevo district settlements were
exposed to domestic and foreign armies and bandits, up to 1739, major property losses had
been the ones in the settlements by the Danube river Ova, Panevo, Starevo, Omoljica,
Kovin, Brestovac, Gaj and Dubovac, whereas in the settlements far from the military transit
Margitica, Jarkovac and Dobrica, the census does not note any loss whatsoever.
Until the end of 1739, the plague had claimed its victims in each settlement of the
Panevo district. The share of the contributing people i.e. tax payers (adult men and widows
running the households) who had died from the plague, was 43.62% out of the total number
of tax payers from the pre-war period. This share is slightly smaller for the settlements of the
districts in the hinterland of the Danubian border, such as Bekerek (36.0%), Vrac (33.61%)
and akovo (27.21%). After two plague-striken years, 1738 and 1739, where the summers were
particularly fatal, the plague killed 332 tax payers and 1,027 others which is a total of 1,359
persons. Because of the plague, tax paying people mostly died in the settlements by the roads
along the riverflows of the Danube and Tami. In the settlements of Tomaevac, Sakule,
Opovo, Jabuka, Ova, Panevo, Starevo and Omoljica, the loss of the population was 5060%
of the pre-war population. The settlements that had smaller losses due to the plague are as
follows: Neuzina, Ilanda, Dobrica, Sefkerin, Idvor and Gaj, where the share of the pre-war tax
payers who had died from the plague was 2533%. The lack of well-ordered sanitary crossings
at the Panevo district teritory during the whole war and the provisional solutions to the
problem of the movement control with much oversight, these were the consequence of the fact
that the Panevo district, up to 1740, had not had the position or even the organization of the
borderline area.

SUMMARY: The important historical fact, as under-emphasized as it is, states that
during the comprehensive 19th century restoration of Serbia, the most noted doctors, who
assisted the establishment and organization of medical services, were from the areas of todays
Czech Republic and Slovakia.The first among them was a Czech physician of a German origin,
Herrmann August Meinert (18051858), whose more than interesting work biography is almost
entirely related to Serbia (18361858) and which in the best possible way reflects the development of early Serbian Medical Corps and the problems faced by medical workers in setting
its foundations.

SUMMARY: Slobodan Jovanovi (18691958) was a renowned Serbian scholar and
statesman, lawyer, legal and political philosopher, historian, literary critic and writer, professor of public and constitutional law. This paper deals with Jovanovis early carier in the
MinistryofForeignAffairs of the Kingdom of Serbia (18921897). At that time, Balkan states
were involved in ruthless propaganda war. Jovanovi was appointed an attach to the Serbian
Legation at Constantinople (1893) and, in 1894, promoted to the Chief of theEducational
Section of the Political division of the Ministry, the so called Propaganda (18941897). In
a series of articles published in political magazine Red (TheOrder) Jovanovi revealed that
Austro-Hungarian propaganda delivered articles to foreign (neutral) newspapers in London
(The Times, The Standard, The Daily News) in which the authors pleaded for intervention in
Serbia (for thesakeofpeace and stability in Europe).

SUMM ARY: In World War I Serbia suffered proportionally the biggest mater ial and
demog raphic damage. At the Peace Conference in Par is, the Kingdom of SCS asked to be
given preference in collecting a part of the war indemnity, particularly from Germany, because
of its need for a quick economic recovery. For the Yugoslav delegation, this became the main
objective in their reparations policy. However, the great victorious powers did not support this
request, because they themselves, being affected by the war more or less, were in signif icant
financial problems, and each of them tried to ensure as much as possible for their side. By
mid-1919 the Kingdom of SCS did not manage to ensure fast compensation of the mater ial
damage that they had counted on either in the form of partial restit ution from Germany, or
based on withdrawal of var ious goods from the allies based on loans that would be repaid
from future reparations. This resulted in the fact that the economic situation in Serbia remained
almost unchanged even half a year after the armistice.

DRAGIA VASI AND THE SOVIET RUSSIA1

SUMMARY: Analyzing Dragia Vasi, a lawyer, a politician and a great Serbian writer,
and his personal views on the Soviet Russia, as well as pointing out the complexity of this
relationship, we also tried to use this paper to signify an even more important research neces
sity: filling the cognitive emptiness in understanding the same problem within the Serbian
civil left wing circles. This work has been done according to the literary and other works by
Dragia Vasi, his contemporar ies, memoir and histor iog raphic literat ure.
