Problems exist in every society and to tackle problems every society has a

set of rules and a legal system governing these rules. I believe that many
problems cannot be solved by laws and legal system as it is not possible to
change what resides in the people's hearts or minds.

First of all, criminal activities involving immoral acts like theft, murder, rape
are still prevelant in most mordern societies no matter how many laws are
there which forbids individuals from committing such crimes. Crimes are
committed due to what lies in the people's hearts or minds and according to
them, they are not wrong in committing such immoral acts. For instance, a
theif might justify his theft by saying that he/she has to support his/her family
and did what was right according to him/her, rather than getting a job which
is a source of respectable income. Some criminals also get motivated to
commit further crimes when they manage to not get caught by the law
enforcement, like the theif if not had been caught would have continued to
steal to support his family.

Moreover, there are various laws preventing the discrimination against

women, but still there are large number of people who do not treat women
equally. Traditional practices such as dowry which is prohibited by law is still
expected by many families. The family of the husband expects the family of
the wife to settle the newly married couple by giving them "gifts". Apart from
dowry, immoral acts like domestic violence, child marriage are all prevalent in
the society even though a huge number of laws have been enforced to stop
such acts. These laws fail to change the mindset of people and people do
what they think is right.

Furthermore, the legal system present to look over the enforcement of the
laws also sometimes let accused walk free. Successful defence lawyers hired
by the accused might be able to mould the laws in the favor of the accused
and might even get him acquitted. Due to even a small rate of the success of
such cases, the individuals committing crimes are confident enough to think
that they will not be caught, and even if they are, they will be able to walk
free. The legal system which is suppossed to enforce laws is also a bit
responsible for what is there in a person's heart or mind.

To conclude, the above reasons and examples strengthen my stand on the

claim that, many problems of mordern society cannot be solved by laws and

the legal system.
