Carl Jeffreys, a state prisoner, seeks to appeal the district
courts order denying relief on his petition filed under 28 U.S.C.
2254 (2000).
conclude for the reasons stated by the district court that Jeffreys
has not made the requisite showing. See Jeffreys v. Haynes, No. CA01-612-5-HO (E.D.N.C. Aug. 21, 2002); see also Davis v. Allsbrooks,
778 F.2d 168, 174-76 (4th Cir. 1985) (holding that the Wainwright
v. Sykes, 433 U.S. 72, 87 (1977), bar of federal habeas review
applies
when
state
court
has
found
procedural
default
and dismiss the appeal. We dispense with oral argument because the
facts
and
materials
legal
before
contentions
the
court
are
adequately
and
argument
presented
would
not
in
the
aid
the
decisional process.
