    The United States Court of Appeals for the Fourth Circuit dismissed Muhammad Usman Ali's petition for review of a Board of Immigration Appeals order. The Board had summarily dismissed Ali's appeal of an Immigration Judge's decision denying him relief from removal.     Muhammad Usman Ali, a native and citizen of Pakistan,
    petitions for review of an order of the Board of Immigration
