    Jaron Brice, a federal prisoner, appeals the district courts
    order denying relief on his 28 U.S.C. 2241 (2012) petition.

    We

    error.

    Accordingly, we deny leave to proceed in forma pauperis, deny


    Brices motion for summary judgment and his motion for bail, and
    dismiss the appeal for the reasons stated by the district court.

    30, 2015).

    We dispense with oral argument because the facts and
