The National Economic and Development Authority is the countrys premier
socioeconomic

planning

body,

regarded

as

the

authority

in

macroeconomic forecasting and policy analysis and research. It provides highlevel advice to policymakers in Congress and the Executive Branch. Its key
responsibilities include:

Coordination of such activities as the formulation of policies, plans and


programs to efficiently set the broad parameters for national and subnational (area-wide, regional and local development);

Review, evaluation, and monitoring of infrastructure projects identified


under the Comprehensive and Integrated Infrastructure Program (CIIP)
consistent

with

the

increasing investment spending for the growing demand on quality


infrastructure facilities; and

Undertaking of short-term policy reviews to provide critical analyses of


development issues and policy alternatives to decision-makers.

The Office of the Vice President (OVP) the second highest official in the
Executive Branch. As the second highest public office in the land, the Office of
the Vice President shall work for the welfare of the Filipino people and
contribute to nation-building, economic development and political stability by
fostering fidelity to the Constitution of the Republic of the Philippines and
upholding the highest standard of professionalism in the civil service. The

The Vice President is mandated to ensure that laws are faithfully

ADMINISTRATIVE FUNCTION:
As head of the second highest office in the land, the VP performs
administrative function. As administrator, the VP sees to it that the resources
of the OVP are efficiently used to attain the goals and objectives of the office.

To lead in the implementation of agrarian reform & sustainable
development in the country through land tenure improvement and the
provision of integrated development services to landless farmers, farmworkers
and small-landowners-cultivators & the delivery of agrarian justice as key to
long lasting peace and development of the countryside.
The Department of Agrarian Reform (DAR) is in charge of the direction
and coordination of the national agrarian reform program. The DAR also

formulates and enacts policies, plans, and programs for the distribution and
cultivation of all agricultural lands.
Department of Environment and Natural Resources (DENR) Kagawaran ng
Kapaligiran at Likas na Yaman is the executive department of the Philippine
government responsible for governing and supervising the exploration,
development, utilization, and conservation of the country's natural resources.
As provided for under Section 4 of E.O. 192, the DENR is mandated to be
the primary government agency responsible for the conservation, management,
development and proper use of the country's environment and natural
resources, including those in reservations, watershed areas and lands of the
public domain, as well as the licensing and regulation of all natural resources
utilization as may be provided by law in order to ensure equitable sharing of
the benefits derived therefrom for the welfare of the present and future
generations of Filipinos.
Department of Finance (DOF) Kagawaran ng Pananalapi is the executive
department of the Philippine government responsible for the formulation,
institutionalization and administration of fiscal policies, management of the
financial resources of the government, supervision of the revenue operations of
all local government units, the review, approval and management of all public
sector debt, and the rationalization, privatization and public accountability of
corporations and assets owned, controlled or acquired by the government.
The Department of Finance (DOF) is the government steward of sound
fiscal policy. It formulates revenue policies that will ensure funding of critical

government programs that promote welfare among our people and accelerate
economic growth and stability.
Department of Trade and Industry (DTI) Kagawaran ng Kalakalan at
Industriya is the executive department of the Philippine Government tasked to
expand Philippine trade, industries and investments as the means to generate
jobs and raise incomes for Filipinos. It acts as catalyst for intensified private
sector activity in order to accelerate and sustain economic growth through
comprehensive industrial growth strategy, progressive and socially responsible
trade liberalization and deregulation programs and policymaking designed for
the expansion and diversification of Philippine trade - both domestic and
foreign.

(DBM)

President of the Philippines. It is responsible for the sound and efficient use of
government resources for national development and also as an instrument for
the meeting of national socio-economic and political development goals.
The Department of Budget and Management (DBM) is the primary
government agency responsible for the formulation and implementation of the
National Budget through the efficient and sound utilization of government
funds and resources for the attainment of the countrys development
objectives. One of the major functions of the DBM to fulfill its mandate is the
development, administration and maintenance of a unified government
Department of Social Welfare and Development (DSWD) Kagawaran ng
Kagalingang Panlipunan at Pagpapaunlad is the executive department of

the Philippine Government responsible for the protection of the social welfare
rights of Filipinos and to promote social development. Its mission - To provide
social protection and promote the rights and welfare of the poor, vulnerable and
the disadvantaged individual, family and community to contribute to poverty
alleviation and empowerment through SWD policies, programs, projects and
services implemented with or through LGUs, NGOs, POs, GOs and other
members of civil society.
Republic Act No. 5416 - Develop and implement a comprehensive social
welfare program consisting of:

Prevention and remedial programs and services for individuals, families


and communities;

Protective, remedial and development welfare services for children and


youth;

Vocational

rehabilitation

and

related

services

for

the

physically

handicapped, ex-convict and individuals with special needs;

Training and research and special projects.

Department of Health (DOH) Kagawaran ng Kalusugan is the executive


department of the Philippine government responsible for ensuring access to
basic public

health services

by

all

Filipinos

through

the

provision

of

quality health care and the regulation of all health services and products. It is
the government's over-all technical authority on health.
The Department of Health (DOH) is the principal health agency in the
Philippines. It is responsible for ensuring access to basic public health services

to all Filipinos through the provision of quality health care and regulation of
providers of health goods and services.
Given the mandate, DOH is both a stakeholder in the health sector and a
policy and regulatory body for health. As a major player, DOH is a technical
resource, a catalyzer for health policy and a political sponsor and advocate for
health issues in behalf of the health sector.
Department of the Interior and Local Government (DILG) Kagawaran ng
Interyor at Pamahalaang Lokal is the executive department of the Philippine
government responsible for promoting peace and order, ensuring public safety
and strengthening local government capability aimed towards the effective
delivery of basic services to the citizenry. The department is currently led by
the Secretary

of

the

Interior

and

Local

Government,

nominated

by

the President of the Philippines and confirmed by the Commission on


Appointments. The Secretary is a member of the Cabinet.
Powers & Functions

Assist the President in the exercise of general supervision over local


governments;

Advise the President in the promulgation of policies, rules, regulations


and other issuances on the general supervision over local governments
and on public order and safety;

Establish

and

prescribe

rules,

regulations

and

other

issuances

implementing laws on public order and safety, the general supervision

over local governments and the promotion of local autonomy and


community empowerment and monitor compliance thereof;

Provide assistance towards legislation regarding local governments, law


enforcement and public safety;

Establish and prescribe plans, policies, programs and projects to


promote peace and order, ensure public safety and further strengthen
the administrative, technical and fiscal capabilities of local government
offices and personnel;

Formulate

plans,

policies

and

programs

which

will

meet

local

emergencies arising from natural and man-made disasters;

Establish a system of coordination and cooperation among the citizenry,


local executives and the Department, to ensure effective and efficient
delivery of basic services to the public;

Organize, train and equip primarily for the performance of police


functions, a police force that is national in scope and civilian in
character.

Department of Tourism (DOT) Kagawaran ng Turismo is the executive


department of the government responsible for the regulation of the Philippine
tourism industry and the promotion of the Philippines as a tourist destination.
The Department of Tourism (DOT) is mandated to encourage, promote,
and develop tourism as a major socio-economic activity to generate foreign
currency and local employment and to spread the benefits of tourism to a wider
segment of the population with the support, assistance, and cooperation of

both the private and public sectors. The DOT assures the safe, convenient,
enjoyable stay and travel of foreign and local tourists in the country.
The Tourism Promotion Sector has the primary function of promoting the
Philippines as a tourist destination domestically and internationally. It devises
integrated

marketing

and

promotional

activities

such

as

information

dissemination, public relations, special events, and related tourism programs.


It likewise supervises the overseas field offices established to implement and
enhance the tourism development and promotion program of the Department
in the international field.
