the land the limit. Air tour management agreements were recently signed
that are providing park visitors with a new perspective on the park.
Commercial air tour operators Miami Seaplane Tours and Wings are taking park visitors to a new level. The agreements are the result of a collaborative process among the National Park Service, the Federal Aviation
Administration and the operators.
"Biscayne is a sanctuary of reefs, turquoise waters, endangered wildlife,
mangrove forests, historic landmarks and emerald islands for visitors to
explore and enjoy," said Acting Superintendent Bob DeGross. "We fashioned the air tour agreements to ensure that these amazing park resources
are protected for future generations."

including routes, altitudes, number of flights, type of aircraft, hours of

being debated by lawmakers and the business community. Multiple iterations
of federal legislation to
require employment verification have been defeated
in Congress.
Meissner said the ability
of people in the country
illegally to continue to find
work during the economic
boom of the 1990s was a
significant incentive for
more to come.
And while an average of
about 1.3 million people a
year were caught crossing
the border illegally over
the decade of the 1990s,
the Border Patrol was relatively small, not growing
above a force of 10,000
until 2002.
Meissner says part of the
problem was the two
immigration laws that followed in 1990 and 1996
that she said did very little
to create a legal path to the
United States for lowskilled workers. The government does have a pair
of visa programs for seasonal agriculture workers
and others who are considered seasonal, nonagricultural workers, but
Meissner and other critics
of the program argue that
it is not sufficient.

The Florida Keys Overseas Heritage Trail State
Park (FKOHT) is currently seeking 2 full-time
landscape workers to join the OPS Park Ranger
team. Applicants must be able to operate lawn
maintenance equipment, have good visitor
service capabilities, and a strong work ethic.
The applicants will work with other members
of the team, or independently, to assist with
mowing, edging, weed eating, trimming, and
air blowing along the trail. Also, assist with
daily trash clean up, exotic plant removal by
physical and chemical means; Interpret to
visitors the natural and cultural resources of
the trail. Other daily responsibilities include
extensive driving, pulling and backing trailers,
and minor administrative duties. The applicants
must be suited to working outdoors 10 hours
a day, some weekends and holidays may be
required. Must also be suited to the Keys
high cost of living, pay is $14/hour.
