    Costmatters.Buildwhatyoucanaffordandonlymakepromisesyoucankeep
    (i.e.thereisnotenoughmoneyandnoguaranteedlandtobuildanewschoolin
    Doraville).
    Distancematters.Minimizecarsandbusesontheroadsandminimizethe
    distancetheyhavetotravel.Ifachildcanwalkorbiketoaschooltheyshouldgo
    tothatschool.
    Diversitymatters.Keepallofourpublicschoolseconomicallyandethnically
    diverse.Noonepopulationshouldbeisolated.
    Communitymatters.Elementaryandmiddleschoolcommunitiesshouldstay
    togetherthroughhighschool,wheneverpossible.
