2016 Rules for the

Ruggles Evening Golf League

1.

General:

The Ruggles Evening Golf League shall be governed by a League Golf Committee. The Committee
shall consist of an annually elected Commissioner, League Handicapper, Assistant Handicapper,
Webmaster, and three player's representatives.
Nominations for the League Golf Committee members can be provided anytime and voted on during
the Annual Captain's Meeting prior to the start of the golf league season. The Annual Captain's Meeting is
also when discussion items, rules changes, and other business will be transacted.
2. Team Membership and Eligibility:
a.

Each team shall consist of at least two (2) players, but not more than seven (7) players. Team entries
should be submitted at or before the Team Captain meeting. League rosters will be finalized before
the start of league play. New teams may be added after the Team Captain Meeting at the discretion
of the League Commissioner in an attempt to keep the number of teams on each night to an even
number.

b.

Team rosters will be submitted to the league handicapper and commissioner prior to start of the first
week of league play.

c.

Each team must designate one member as Captain. It shall be the responsibility of the team captain
to help control play by enforcing the USGA Rules of Golf, The REGL Rules, and to insure that
his/her team plays in accordance with these bylaws. Some specific duties are to pay the required
fees, to verify that the points awarded his/her team and players handicaps as posted are correct, to
pass on league communications to his/her team, and to notify the Commissioner and Handicapper of
roster changes.

d.

No player may play for more than one team during a season without approval of the Golf
Committee. No player may change teams after the wildcard standings split approximately 4 weeks
from the end of the regular season.

3.

Entrance Fee and Prizes:


a.

The entrance fee for the league is $125.00 per team and must be paid prior to the start of the
season. Lack of payment by the start of the season may result in forfeiture of status in the Ruggles
Evening Golf League and removal from the league. League dues collected will be used to provide
league prizes, support an end-of-season picnic and other appropriate expenses. Entrance fees are
nonrefundable.

b.

Prizes will be awarded to all teams of each division based on your order of finish during the
regular season, playoff play, and number of forfeits. The distribution of prize money will be
determined by the Commissioner, based on the amount of available prize money, number of teams
in the league, cost of awards, End of the Year Tourney costs, number of forfeits, etc.

c.

The team is each division with the lowest Team Net score each week will win $10. The league
handicappers will keep track of the amount accrued by each team to be added to their yearly
payout.

d.

Most Improved Golfer Award. The USGA recommends a formula for determining a most
improved golfer. To be eligible the golfer must have an established REGL handicap from the
previous season and play in at least 3 matches in the current season. The formula for determining
the most improved golfer is:
Starting Index + 6 = A
Ending index + 6 = B
A/B = Improvement Factor
Highest Improvement Factor = Most Improved

e.

If a team forfeits a match during regular season play, that team shall receive one half the prizes
designated for the position in which it finishes. If a team forfeits more than one match, that team
automatically becomes ineligible for regular league play prizes. Moreover, if a team forfeits more
than two regular season matches, that team may be dropped from the league at the discretion of the
commissioner, and is not eligible for playoff competition.

f.

If a team is dropped from the league, all future matches will be treated as forfeits, with scoring of
matches done according to the rules for scoring forfeitures.

g.

To be eligible for the playoffs, a golfer must have played in at least 3 completed league matches
that year. A completed match is one in which points were awarded. Rainouts that result in no
points being awarded do not count towards playoff eligibility.

f.

All unclaimed team prize money accrued from league play will be applied to the following years
entry fee for your team. If your team does not field a team the following year, the unclaimed prize
money will be available for claiming up to the conclusion of the next years Team Captain
Meeting, typically held in March. Unclaimed prize money at that time will then be forfeited and
placed in the league coffers.

Handicaps:
Official USGA Handicaps are NOT necessary to join the league. A 9-hole league handicap will be
established for each player based on REGL play
a.

Handicaps shall be determined according to the 1967 USGA guidelines (see Appendix A). New
players with a current USGA 18-hole handicap index will use the table in the Appendix C to
determine their course handicap for their first round of REGL play. Players will then use their
REGL handicap for league play from then on.

b.

New players without handicaps will establish their first night handicap by completing their first
league nine-hole round, and then looking up the handicap for their score given in Appendix B.

c.

League handicaps will be used for all those players who have participated in league competition in
the current season or the previous two seasons.

d.

Players whose posted handicaps are not up to date due to postponed matches or other unforeseen
circumstances, should use the posted results for the current match. However, the chronological
handicap will be used by the handicapper to figure the point distribution of the match in question.

e.

Handicap strokes:
1.

When gentlemen and ladies face each other as opponents, the person receiving strokes
(higher handicap golfer) does so based on the handicap ratings from the higher handicap
golfers tees.

2.

If a team consisting of two ladies engages in league play, they will receive team hole
strokes based on the handicaps for the red tees. Ladies must play from the red tees.

3.

If a mixed-sex team plays, all team strokes will be based upon the mens tees.

5. Scoring:
a.

Scorecards shall be provided in the REGL Score Box located in the clubhouse in the hallway
between the two locker rooms. Blue scorecards will be used for the back nine and yellow
scorecards for the front nine. If the REGL box is empty, golfers should use the REGL scorecards
available at the check-in desk. In the unlikely event there are no blue or yellow REGL scorecards
in the scorecard box or at the pro shop check-in desk, Ruggles golf course scorecards may be use
to record scores. NOTE: Individual hole ratings differ between the Ruggles Course scorecard and
the REGL scorecard. If a course scorecard is used and results were calculated based on those
ratings, the results may change when re-calculated on a REGL scorecard.

b.

Points shall be awarded on the basis of 18 points per match as follows:


1.

In individual match play, three (3) points will be decided between team member A (lower
handicap) and his opponent and three (3) points between team member B (higher handicap)
and his opponent for a total of six (6) points.

2.

In team match play, one (1) point per hole will be decided on a hole by hole basis using
team aggregate net scores for a total of nine (9) points. Teams are never closed out as in
normal match play.

3.

In stroke play, three (3) points will be decided using team aggregate net score for the entire
match for a total of three (3) points.

4.

A sample scored match is provided in Appendix D

c.

In case of ties, one half of the available points shall be awarded to each team.

d.

In case of forfeiture, the forfeiting teams opponent will play their nine-hole round and post their
scores. This scorecard will then be scored per the league scoring rules in subparagraphs 5.e
through 5.g. If the forfeit occurs on the first night of league play, the Handicapper will make a
random draw to determine which team with whom to match. This situation will also apply to how
byes will be done for regular season play.

e.

If necessary, a team may play a match with one blind. The team playing with only one player will
have that players score count against both of his opponents scores in the following manner:
100% of the single players handicap will count against the B player and 50% of the single
players handicap will count against the A player with the minimum penalty being 4 strokes. For
example, if a 5 handicap is the single player, he or she will play as a 5 against the B player (100%)
and a 1 handicap against the A player (minimum of 4 strokes penalty). If, after taking 50% of a
players handicap, the result is not a whole number, then the resulting handicap will be rounded
upwards if playing on the front 9, and rounded downward if playing on the back 9. For example,
an 11 handicap is the single player. Half of his handicap is 5.5. If he is scheduled to play on the
front nine, he would play as a 6 handicap against the A player, and if he were scheduled to play
the back 9, his handicap would be a 5. Should both teams play with only one player, the match
will be played using the procedures above for playing as a blind. That means the players will
oppose each other in the B match using their full handicaps and play against each other in the A
match using half their handicaps (or invoking the 4 stroke minimum if applicable).

f.

Ghost Protocol. In the event that an odd number of teams are in your division, you will still
play every week however when the other teams all have opponents and your team does not, you
will play against a ghost team. The ghost team will consist of 2 male golfers with 0 handicaps
that shoot par on every hole with bogeys on the numbers 1-3 handicap holes. You will score the
match as you would for a live team.

g.

Individual matches shall consist of match play between the teams lower handicap players against
one another and the teams higher handicap players against one another. If teammates have the
same handicap, they shall determine before the match begins who will be considered the lower
handicap player. If a player who does not have a handicap is playing, the team shall determine
prior to the match if that player is expected to be the low or high handicap golfer with the matchups determined accordingly. (Match results do not change the pairings.)

h.

In the event that a team fails to field any players that team will receive zero points for the match,
and the following procedure will be utilized for the team that showed: The league handicapper will
select a scorecard from a team closest in the standings to the team that forfeited. The league
handicapper will match the B golfer from the team that showed with the B golfer (with 100%
handicap) from the selected scorecard. The handicapper will match the A golfer from the team
that showed with the B golfer (with 50% handicap or 4 stroke minimum penalty) from the selected
scorecard. The match will then be scored utilizing normal league scoring procedures.

In the event two teams above and below the forfeited team in the standings are equidistant, the
team lower in the standings shall be used.
In the event that two or more teams are equidistant, but both are either above or below the
forfeited team in the standings, the handicapper shall randomly draw between those teams
scorecards to determine the pairings.
In the event a team does not show on the first night, their opponent will be matched against a
team determined by a random draw by the league handicapper.

i.

Scorecard legibility/completeness. Note: Make sure you have each players first and last names,
team number, handicaps, and starting hole, plus legibly write down each hole score. If you
scribble out a number due to revision, make sure its legible. When in doubt, put a note on the
back of the scorecard.

j.

Incomplete Rounds. In the event a player begins a match and for reasons of injury, sickness,
personal emergency, or childish behavior does not complete the match, the following rules shall be
observed:
1.

For completing < 7 holes. The player will be given his normal stroke play handicap on all the
holes he completes. For the holes he does not complete, he becomes a scratch golfer shooting
bogey on every hole. As for team aggregate net calculation, the strokes the player accrued on

the holes he completed are the only ones that will be applied to the net score. If, for instance,
a 6 handicap plays 5 holes only and on 2 of them he got handicap strokes, for net score
purposes, he would be calculated as a 2 handicap.
2.

For completing 7 holes. The player will be given a score of par plus any handicap strokes
due on any incomplete hole. The match will be scored as normal. If, for instance, a 6 handicap
completes 7 holes and retires, he will be given a score of par on the incomplete holes that are
rated 7-9 and a score of bogey if the incomplete holes are rated at 1-6.

3.

Rainouts will be scored as follows: At least 80% of the teams that start a given night must
complete 5 holes for the matches for that evening to count. Handicaps will only be updated if
7 or more holes are completed.

4.

If the player that does not complete a match does not have an established handicap, the
handicap will be established as for any first-time golfer using the following formula: All
scores of triple bogey are reduced to double bogey. The number of strokes over par is divided
by the number of holes played. This number is rounded down and applied to each of the
remaining holes. Then, the league index sheet for determining handicap is utilized. This
handicap will remain in place until the completion of the second match.

** WHEN IN DOUBT OF THE ABOVE PROCEDURES, WRITE A NOTE ON THE SCORECARD


NOTE!!! TURN IN YOUR SCORECARDS REGARDLESS OF HOW MANY HOLES HAS BEEN
COMPLETED. FAILURE TO DO SO MAY RESULT IN LOSS OF POINTS.
k.

In the event a team leaves the REGL after league play has commenced, a new team that enters the
league as a replacement, acquires any points the departing team has accrued at that point. The
replacement team accrues points for their play from their first match forward.

6. Schedule:
a.

League play will begin April 4th and 5th and end on August 15th and 16th. We will be switching
between the Front and Back 9 weekly. The switch will occur regardless of league play being
suspended or not. REGL will NOT be playing May 30th or July 4th. The playoffs will be as
follows: Aug 22nd, 23rd, 29th, 30th, and 31st.

b.

All matches shall be played on the day specified in the league schedule unless the course is
officially closed. In the event of inclement weather or unplayable course conditions, the decision
to cancel play for that day shall be made by the highest ranking person or committee member
present on the day in question. The order will be the Commissioner, the Handicapper, and in their
absence a committee formed by each team playing that night. Each team has one vote per player,
and more than half must be in favor of continuing play, otherwise play is cancelled. Whenever
possible, the decision to cancel will be made for that night by 3:30 PM. However, in questionable
cases the teams will meet at Ruggles Golf Course, and the decision will be made there.
If the golf course is open you are expected to play.

c.

Special Playoffs Only Inclement Weather Rule. If, on the day of playoff matches, inclement
weather is imminent, a vote will be taken by the teams present, on whether to begin play for that
evening. If the Captains vote to play and the round gets rained out, the incomplete round scoring
rules will be implemented and a winner determined. If the captains vote to not play, play will
resume the next, non-Fri/Sat/Sun/Holiday.
Note: during regular season play, if the course is open, we are expected to play. If, however, the
course recognizes that a storm the size of Texas is heading our way and gives us the option on
whether to begin, those present may vote on whether to go. A league official may also cancel play.

d.

In the event play must be suspended due to inclement weather, the league Commissioner or a
REGL Committee member present, in consultation with team captains, will decide whether play
shall be resumed or cancelled. This decision will be made in accordance with the procedure in
section (6.b). If play is cancelled, points will be given based on the USGA format for incomplete
rounds. Cancellation of matches for reasons other than those stated above will not be allowed.
Golf course closure, prior to the start of play, for any reason will result in no points being given
for that night. Turn in your scorecard regardless of how many holes youve completed.
WHENEVER A PLAYER BELIEVES THERE IS A DANGER FROM LIGHTNING, HE/SHE
SHOULD IMMEDIATELY DISCONTINUE PLAY AND TAKE SHELTER.

f.

League matches shall begin at (1705 hrs) 5:05 pm. In the event of late arrival, the following
special rules will be applied.
1.

A player who arrives during play of the first hole may play that hole without penalty if he/she
is prepared to tee off before all players have hit their second shots.

2.

A player who arrives during play of the first hole after the second shots of all players have
been struck, but prior to the start of play on the second hole, will be given a score on the first
hole that is three greater than his/her opponents score on that hole.

3.

A player who arrives during play of the second hole will play that hole without penalty
provided he/she is prepared to tee off prior to all other players in the match hitting their
second shots on that hole. The late-arriving player will be given a score on the first hole that is
three greater than his/her opponents score on that hole.

4.

A player arriving after all other players have played their second shots on the second hole
may not participate in the match. A note should be written on the scorecard bringing the
handicappers attention to late arrivals.

The REGL consists of a maximum of 40 teams per night split into two 20-team divisions that play
on either Monday or Tuesday.

NOTE: For the enjoyment of everyone, the REGL and Ruggles Golf Course expect you to play Ready
Golf. That means be ready to hit your shot when its your turn (i.e. Have your club in hand, standing
by your ball NOT SITTING IN YOUR CART!!!) At the second warning from the course Marshal, he
will draw a line down the corresponding hole and tell you to move to next hole. That hole will be
scored using the rainout rules. This will be for both teams on that hole, so it would be of interest to
help move the other team along when you get the first warning. If any problems arise, please document
them for discussion by the REGL officials and player's representatives to take action as appropriate.
Repeat slow play offenders may have points deducted from their totals.
7.

Rules:
a.

League competition shall be under USGA stroke play rules, except as modified, for handicapping.

b.

The League Golf Committee is charged with the responsibility to interpret and enforce the above
bylaws and rules for all league play. All protests will be submitted in writing to the League
Commissioner prior to the divisions scheduled next night of play. The League Golf Committee
will render a decision prior to the next week of league play.

c.

Team captains shall not by mutual agreement waive rules.

d.

For a given match, all male participants must play from the white tees with the exception of the
Senior Player Rule in paragraph 7.q. Female participants must play from the red tees.

e.

USGA and local Ruggles rules shall apply for all league play. Winter Rules apply for all league
play. A player may roll their ball IN CLOSELY MOWN AREAS ONLY! Closely mown areas are
areas purposely cut to fairway height or less (Fairway and fringe/aprons around the greens) and
ONLY APPLIES TO YOUR OWN FAIRWAY/HOLE, The ball may be rolled within one club
length, no closer to the hole for purposes of finding an acceptable hitting surface. After the ball
has been so placed, it is in play, and if it moves after the player had addressed it, the penalty shall
be one stroke.

f.

Putting: gimmies are permitted for those putts shorter than the length of the flag stick. Putts
may be conceded by one team to another. Either member of the opposing team may concede the
putt. Once a putt is conceded, it is dead and no further strokes can be accrued.

g.

The rules for stroke play will be enforced in league competition. Note: At the 1984 annual
meeting it was decided to waive the rule of stroke play, which states that On any day of stroke
competition or play-off, a competitor shall not practice on the competition course before a round
or play-off. Competitors may play the same 9 holes as will be played during league matches on
the same day.

h.

Each group of golfers must have agreement as to where the fairway is on the day their match is
played. Whenever a player is in doubt as to whether his ball is in the fairway, he must ask
his/her opponent for a ruling and abide by his/her decision.

i.

The Sneeze Rule. If, during the execution of a shot, a competitor overtly distracts or otherwise
alters the swing of his opponent, the USGA rules of golf apply in that there is no recourse other
than informing the league committee as to this behavior. If, however, a player wishes to allow his
opponent to hit a shot over in the interest of fair play, that shall be allowed. The ball shall be
returned to the location and condition from which it was last hit (For tee shots, this means
allowing re-teeing). Once a re-shot has been given, that ball is in play without option. The granting
of the reshot cannot be rescinded and the final stroke count and match results must stand.

j.

The following Local Rule will be used:


Anywhere through the green a ball which is embedded in its own pitch-mark in the ground,
except in a hazard, may be lifted, cleaned, and dropped as near as possible to the spot where it lay,
but no nearer the hole without penalty. Your opponent must rule that the ball is imbedded to seek
relief if the ball is off the fairway or green.
Through the green is the whole area of the course except bunkers, red, white, or yellow staked
areas, and areas noted on the Ruggles Scorecard as being out of bounds (i.e. parking lots, etc.)

k.

The use of rangefinders (electronic or optical) (this includes use of GPS devices) is permitted.
Opponents are permitted but not required to share distance results. It is unethical to provide false
measurement reading to your opponents who do not have rangefinders or GPS devices.

l.

Hole No. 7: The road has been defined to include the grassy area between the road and the fence
(behind and to the right of the green). Balls hit into this area are to be played with one of the
following options:
1. Drop the ball (no penalty stroke) within 1 club-length of the NEAREST point of relief no
closer to the hole taking relief as if it was on the manmade road. Realize that the nearest
point of relief may be behind a tree.
2. Play the ball as it lies (no penalty stroke).
Note: If the ball lies on the other side of the fence, then the ball is "Out of Bounds". You may
either go back to the spot of your previous shot and drop taking a penalty stroke (stroke and

distance) or you may drop a ball as you would if the ball was found on the road, but take a 2-shot
penalty. See paragraph q below.
m. Out of Bounds. Other out of bounds areas are:
1) Hole #9: Across the road beyond the green.
2) Hole #11: Right side of hole beyond the telephone poles, left side of hole across the road.
3) Hole #13: Road beyond the green.
4) Hole #14: Driving range, across the road beyond the green.
5) Hole #18: Driving range.
6) Other areas designated by white stakes or white painted telephone poles.
Reminder: The penalty for balls hit out of bounds is:
Stroke & Distance Drop a ball (add a penalty stroke) at the point from where the previous
stroke was played.
o.

Hole No. 9: The waste area (trees between rocks) to the left of the beginning of the fairway is to
be played as a lateral hazard (red stakes). Balls hit into this area are to be played with one of the
following 4 options:
1. Drop a ball (add a penalty stoke) behind the hazard, keeping the point at which the ball crossed
the margin of the hazard directly between the hole and the spot on which the ball is dropped,
with no limit to how far behind the hazard the ball may be dropped.
2. Drop a ball (add a penalty stroke) outside the hazard within two club-lengths of and not nearer
the hole than the point where the original ball crossed the margin of the hazard.
3. Drop a ball (add a penalty stroke) at a point on the opposite side of the margin of the hazard
equidistant from the hole.
4. Play the ball as it lies (no penalty stroke).

p. Provisional Balls. A "provisional" ball is a second ball hit if the first ball is in danger of being lost.
Provisional can and SHOULD be hit whenever there is a chance that you may not find your original ball.
This rule is done to speed up play and prevent excessive searching for lost balls. Of course, if you find your
original ball you may also play it, or declare it unplayable pursuant to the Rules of Golf. If you declare your
original ball unplayable you can move it 2 club lengths (no closer to the hole) drop and play it (lying 2), or
you can select the line from where the ball is and the flag and go back as far as you want and drop and play
from there (lying 2), or you can play your provisional (lying 3).
q. Senior Player Rule. Senior players whose age + handicap equals 75 may declare, at the beginning
of the season to play from the gold tees. Prior to the start of the season their previous years handicap and
current years age will be used to assess their qualifications. Once they choose to play from the gold tees,
they must do so for the entire season.
8.

League Standings Playoffs


a.

Team league standings shall be determined by the number of points accumulated during the course
of scheduled play, and will be used to determine the teams from the Monday and Tuesday night
leagues that will be eligible for the playoffs.

b.

Tiebreaker procedure:
1.

Whenever it is possible to compare the results of tied teams that have engaged in head to head
competition during the regular season, the winner will be the team that won in head to head
competition.

2.

If procedure above does not break the tie, their results against the best team in their league
(not including each other) shall be compared. The team with the most points against this top

team will be declared the winner. If necessary, this procedure will be repeated against the
next team in the league standings until the tie is broken.
c.

A playoff will be conducted at the end of the season. The Monday and Tuesday division teams
will be seeded, paired, and scheduled by the REGL officials in accordance with their final point
totals for the regular season. A regulation league match will be contested between paired teams
with the winner advancing to the next round and the loser being eliminated from the playoffs.
After week 13 of the season for the Monday divisions and week 15 of the Tuesday divisions, and
keeping the two nights and divisions separate as always, the League Handicapper will
mathematically divide the teams for each division into two groups. The first group will be playing
for the top spots eligible for the playoffs. The number of teams will vary depending on how many
teams are in the division, but will be determined prior to the start of the season and will be posted
on the playoff bracket posted on the website. The second group will be the remainder of the
divisional teams who will be playing for a single wildcard slot (one wild card for each division).
The wild card will be awarded to the divisional team in the second group who earns the most
league points during the final weeks of the season (after the points have been zeroed). The
schedule on the website remains the same regardless of which group the teams have been
separated into.

9.

d.

Regular league scoring will apply to the playoffs. The handicaps in effect at the end of the regular
season will be used for the first week's playoff matches and adjusted after each week's play. All
scores posted in the playoffs will be recorded after the playoff tournament to adjust individual
handicaps for the following season. Competing teams are responsible for deciding that night who
wins and will return for the following match. If there are questions as to how to fill out the
scorecard, teams should find another team or REGL official to ask how to properly determine
scores. Example: Team A & Team B finish a match and it is determined that Team A is the winner
of the match. The next day, Team B notices an error on the scorecard that would swing the match
in their favor. Team A is still the winner and advances to the next round of the playoffs.
Note: If you cant find someone to assist you with completing the scorecard you have the
option to submit a scanned card to the league officials for scoring. If this option is chosen,
the winning team will be notified the morning after the playoff match is complete.

e.

All playoff matches that end in a tie will be decided by the following procedure. The teams will
proceed to hole #1 (or hole #10 if league play is on the back 9 for that day) to commence sudden
death using the aggregate team scores minus handicap strokes where they apply. If a tie still
exists, play will continue on to the next hole and continue with subsequent holes until a team wins
a hole with low net score. In the event played is called by darkness, as determined by the ranking
course official or by mutual consent of the teams in sudden death, play on the hole will be erased
and teams will resume play the following day on the tee box of the hole where the suspended play
occurred. To facilitate playoff schedules, the teams may elect to begin play prior to the normal
start of league play by mutual consent. In the event a player does not show, the start of play will
default to the normal league start time and follow the tenets of paragraph 6d.

f.

The team with the most regular season points from each division Monday (North & South
Divisions) and Tuesday (East & West Divisions)) will be recognized as that divisions champion.
The overall league champion will be determined from the final match of the league playoff
bracket.

League Financial
It is the intent of the league to pay back most of the dues in the form of prize money that is based on
your regular season finish and playoffs victories. The remaining funds are used to defray costs for the
End of Year Tournament, provide upgrades to league handicapping software, and pay for webhosting
services. When possible, well do extra prizes such as those in paragraph 9.c below.

a.

League salaries are as follows:

Handicapper - $100.00 per division handicapped (i.e. 4 divisions equals $400.00)

In the event that the League is dissolved any money collected for dues or forwarded money from
previous year will be returned to the appropriate team. All money that is left over will be evenly
distributed between the active teams in the league.

10. End of the Year Tournament. There will be an End of the Year Tournament. This event is typically a
scramble or other type of tournament meant to be a fun way for teams to play as groups. The EOTY
tournament is open only to REGL members. The cost is subsidized by the REGL. The entry fee runs
from $25 $40 and includes greens fees, cart, food, and prizes. The cost is determined by how much is
available in the REGL coffers. An EOTY flyer will be sent out via email in August and posted on the
REGL bulletin board.

APPENDIX A
HANDICAP PROCEDURE
1.

In order to minimize misunderstandings, it is suggested that team captains fully acquaint all team
members with this handicap procedure.

2.

The league handicapping procedure will utilize the 1967 USGA handicap system, which limits the
maximum number of strokes per hole allowable for handicap purposes. Since this change applies to
handicapping only and does not affect scoring, the league handicapper will make the necessary
adjustment to score cards. The essential elements of the change are as follows:

Above is the proper scoring of a league match. Team 24 is composed of Hart and Wolf with
handicaps of 4 and 7, respectively. The sum of their two handicaps, 11, is Team 24s handicap. Team 26
is made up of Roe and Bell with handicaps of 1 and 4, respectively. The sum of their two handicaps, 5, is
Team 26s handicap. Hart (hcp 4) is matched against Roe (hcp 1) and receives strokes on holes 2, 7, and 9.

For the purposes of determining the new handicaps of Hart, Roe, Wolf, and Bell their scores must
be adjusted according to the following rules. A league player with a handicap between 1-9 can take double
bogeys up to his handicap and no more. If a handicap is between 10 and 18, a player can take triple bogeys
up to the difference between his handicap and 9. Therefore, Hart, Roe, Wolf, and Bell are allowed 4, 1, 7,
and 4 double bogeys, respectively. (For instance, if a player had a handicap of 12 he could take up to 3
triple bogeys.) Bells two triple bogeys on holes 1 and 4 must be reduced to double bogeys for an adjusted
score of 45 before his new handicap is calculated. The other players adjusted scores are the same as their
actual scores.
