KOWLOON INLAND LOT NO. 2408, SEC B & SEC C, is requested to provide sufficient fire service facilities to comply with the prevailing laws on fire service requirement for the commercial units on ground fioor of the captioned building by the Fire Services Department. Fire Services Department requested the captioned building to provide a 9000-Litre water tank for the provision of fire service. This report shall provide detailed investigation on the effects of the required 9000-Litre glass fibre water tank to be erected on the roof floor of the captioned building. 2 Site Descriptions Wing Mui Building at No. 147, 149 & 149A Sai Yee Street is a 12-storeys height residential building, which was completed in the early 1960's. The as-built drawing is attached in Appendix A. There is an existing water tank on the roof floor located above the beam RB-24, RB-13, RB-26 and WTB-2 according to the site inspection and the recorded as-built drawing. Given the fact that the existing water tank is of volume 1,500 Gallons (6,800 Litre) only which is insufficient to comply with the requirement from Fire Services Department demanding a 9,000 Litre water tank for fire services. Therefore, it is proposed to demolish the existing 6,800-litre-capacity water tank and to erect a new 9,000-litre-capacity water tank and its necessary pumps (2ns. fire services pumps and ‘nr. fire service jockey pump) at the same location of the existing water tank Figure 1 indicates the location of the proposed new glass fibre water tank and Figure 2 shows the section of the proposed new glass fibre water tank. The site photos are attached in Appendix B. STRUCTURE Figure 2 - Section of Proposed fibre water tank Page 2 3 Scope of Works With the above project description and investigation, the works of proposed water tank shall include:- > The existing 6,800-Litre water tank and the secondary beam WTB-2 are to be demolished and the floor beams RB-24, RB-13 and RB-26 are to be retained and made good. ‘Two structural steel members (178x102x19 kg/m UB) are to be installed on floor beams RB-13 and NTB-2 with steel base plates and anchor bolts. Two secondary steel members (127x76x13 kg/m UB) are to be installed and connected on both ends to the two 178x102x19 kg/m UB. It shall form a base to allow the proposed water tank to sit on the existing structure. A proprietary water tank is then to be transported and installed above the steel frame by welding. The necessary fire services pumps shall then be installed aside the water tank. Installation of provisions of fire service is to be carried on after inspection of the water tank. The installation of fire service provisions is under separated submission. Page 3 4 41 Design Standard and Data Design Standards and Reference Alll design checking shall comply with the requirements in the Building (Construction) Regulations, CAP123, 1990 and the latest PNAP notes. Standard / Reference 1. 2 een 4.2 Code of Practice for the Structural Use of Concrete (1987) Code of Practice for the Structural Use of Steel (2011) Code of Practice on Wind Effects in Hong Kong (2004) Hong Kong Building (Construction) Regulations Practice Note for Authorized Persons and Registered Structural Engineers and Registered Geotechnical Engineers Design Assumptions In the attached structural design checking in Appendix B, the following assumptions have been made in the calculation:- > As (i) no removal of any existing wind resisting walls or frames and no sequent reduction in their stiffness by 5% or more, nor (ii) would the installation of new fibre glass water tank result in an increase of wind exposure areas of the existing building of 10% or more, the checking for structural adequacy of the existing building due to wind loads were omitted in accordance with PNAP249. Checking for other existing beams, column and foundation was omitted as no major change in loadings due to the proposed new fibre glass water tank. Basic Wind Pressure = 2.258kPa (H=22m above the ground) Page 5 4.4 Materials Existing R.C. Structure Refer to the previous approved design submission as attached on Appendix D, the material properties of the reinforced concrete as following:- Concrete Mix (Cement : Fine Aggregate : Course Aggregate) by volume = 1:2: 4 Concrete Direct Bearing Stress = 4,14MPa (Permissible Stress) Concrete Bending Bearing Stress = 5.17MPa (Permissible Stress) Concrete Shear Stress = 0.52MPa (Permissible Stress) Reinforcement Tensile Stress = 124.11MPa (Permissible Stress) Reinforcement Compressive Stress = 124.11MPa (Permissible Stress) Reinforcement Shear Stress = 124.11MPa (Permissible Stress) Steel Grade/Strength (Nimm?) = $275 (275 Nimm?) Poisson's Ratio =0.3 45 Structural Analysis Structural calculation to check the adequacy of steel UB frame shall be presented to ascertain the structural capacity to withstand the loadings from the new fibre glass water tank. The loadings shall then be transferred to the two existing floor beams (RB-24 and RB-26) through the connection of steel base plate and anchor bolts. The calculation checking to the existing structural members shall also be carried out. The details of the structural analysis are presented in Appendix C. Page 6 General Procedures for Alteration and Addition Works Prior to the drill in operation, cover meter survey to be carried out to locate the existing re-bar to ensure that the proposed bolt location does not clash with the existing reinforcement. If the bolt location clashed with the existing re-bar, the concrete cover should be removed to expose the existing reinforcement under the instruction under the instruction of the engineer. The size of the drill hole and procedure of installation should strictly comply with the manufacturer's specification. Prior to the commencement for drilling, all external plaster on concrete surface shall be removed. Cutting existing reinforcement is not allowed. Grouting material should be cementitous non-shrink grout or equivalent with compressive strength of not less than 35MPa and bond stress equal to 1.0MPa. The grouting material should be applied to all abandoned drill holes. Page 7 6 Protective and Precautionary Measures Prior to the commencement of demolition works, the following protective and precautionary measures shall be carried out: 6.1 Site Safety 1. Supervision All demolition works shall be carried out by a Registered Specialist Demolition Contractor. Site inspection shall be performed periodically by a competent representative of the Authorized Person (AP) and the Registered Structural Engineer (RSE) in accordance with statutory requirements. The frequency levels of site supervision by Technically Competent Persons (TCPs) shall comply with the Technical Memorandum for Supervision Plans and COP for Site Safety Supervision. The site Safety Supervision Plan shall be submitted to the Buildings Department prior to or at the time of consent application. 2. Emergency exit The emergency route shall be maintained throughout the demolition process. The route shall be cleared of obstruction at all time. Signs or markings shall be installed to clearly identify the route. 3. ‘ire Prevention © Fire extinguisher or fire fighting equipment shall be placed in a visible location. @ All flammable materials shall be stored in a safe location in accordance with the Factories and Industrial Undertakings Regulations. 4. Training All site personnel shall go through a training programme to understand the project and site safety requirements. The training programme shall be conducted by a competent trainer. The training programme shall include the following: © An Induction course at the beginning of the job to circulate information on the proposed method and required safety measures to perform to perform the work, Page 8 © Daily safety meetings to maintain and reinforce the safety concept. Typhoon In the case when Typhoon Signal No. 3 is hoisted, the Contractor shall inspect all scaffolding, protective screen and externally exposed temporary work and strengthen any loose connections. After the typhoon, all scaffoldings, protective screens and externally exposed temporary works shall be inspected and confirmed to be safe by the competent and experienced person. 6.2 Maintenance and Inspections All the precautionary measures, hoarding, catch platforms, catch fans and temporary supports shall be inspected by the Authorized Person (AP) and Registered Structural Engineer (RSE) on regular basis and the contractor on a daily basis. Any accumulation of building debris on the catch fans and catch platforms shall be removed at the end of each working day. Any deficiency shall be repaired when found necessary. The inspection and repair records shall be provided to the AP and RSE. Before leaving the job site each day, the contractor shall identify and rectify and unsafe conditions such as partially demolished structural elements and damaged temporary supports. 6.3 Emergency Plan 1 Emergency telephone numbers shall be clearly displayed in a conspicuous location. In the event of any emergency or accident, the contractor shall notify the Police and Fire service Departments for assistance. The contractor shall also notify the AP and RSE immediately. At the initial warning of a typhoon or a major storm event, the following shall be performed: @ Contractor shall secure all scaffold, screen, temporary supports and loose elements on site. The scaffold shall be taken down to the prevailing top level of the building, @ All flammable materials, oxygen and acetylene bottles shall be removed or secured in a safe location. Page 9 7 Recommendation In accordance with the above investigation and the calculations in Appendix C, it is structural feasible for this building to install a 9000-Litre fibre glass fire services water tank at the location of existing water tank after demolishment in order to fulfil the requirement from Fire Services Department. 8 Certification | certify that the content of this structural appraisal report has been checked and to the best of my knowiedge is true and accurate.
