Northeast Klickitat Bicycle Boulevard/Neighborhood

Greenway Evaluation Goals


Goal One: Maintain existing low traffic volume environment and minimize
cut-through traffic using the Bicycle Boulevard/Neighborhood Greenway
on North Morris, Northeast Siskiyou and Northeast Klickitat between North
Williams and Northeast 67th Avenue.

Evaluation:

¾ Compare traffic volumes before and after project.

Measures of success:

¾ Pedestrian plaza environment at NE 23rd-24th; community space at


Alameda.
¾ No increase in traffic volume

Goal Two: Maintain low motor vehicle speeds on the Bicycle


Boulevard/Neighborhood Greenway on North Morris, Northeast Siskiyou
and Northeast Klickitat between North Williams and Northeast 67th Avenue.
Evaluation:

¾ Compare motor vehicle traffic speeds before and after project.

Measures of success:

¾ Average speed in the corridor does not increase, or falls below 25


MPH where higher speeds are currently measured.
¾ Speed bumps installed throughout Bicycle Boulevard/Neighborhood
Greenway.

Goal Three: Improve crossing safety and general intersection safety on the
Bicycle Boulevard/Neighborhood Greenway on North Morris, Northeast
Siskiyou and Northeast Klickitat between North Williams and Northeast 67th
Avenue.

Evaluation:

¾ Review crossing distance before and after project

Measures of success:

¾ Reduce crossing distance and improve crossing visibility with curb


extensions on North Williams, Northeast 7th (at Morris and
Siskiyou), Northeast 15th (Siskiyou), Northeast 33rd, Northeast 41st
and Northeast 57th.

¾ Reduce crossing distance, improve crossing visibility, and decrease


motor vehicle speed with pedestrian plaza environment at NE 23rd-
24th; community space at Alameda.

Goal Four: Provide safe and convenient alternative to walking and


bicycling on Fremont.

Evaluation:

¾ Provide safe crossing treatments at all busy streets


¾ Minimize delay due to stops at minor intersections. All residential
cross-streets along the bikeway route will have a stop sign where it
crosses the bikeway.

Measures of success:
¾ Safe crossings exist at all busy streets during peak time that
provide equal travel time compared to riding a bicycle along busier
streets.

Goal Five: Provide guidance to walkers and bicycle riders about key
destinations

Evaluation:

¾ Include shared lane pavement markings to illustrate the route


¾ Provide guide signs at Williams, Vancouver, Martin Luther King Jr.,
Irving Park, Alameda and busier intersections about distance to key
destinations.

Measures of success:

¾ Providing a route that is easy to identify and utilize.
