Recognizing Rosal As Official Flower of Dagupan City

WHEREAS, REPUBLIC ACT NO. 8491, otherwise known as An Act Prescribing the
Code of the National Flag, Anthem, Motto, Coat-Of-Arms and Other Heraldic Items
and Devices Of The Philippines the national symbols of the Philippines consist of
symbols that represent traditions and ideals and convey the principle of sovereignty
and national solidarity.
WHEREAS, symbols embody ideals and traditions of citizens which express the
principles of virtues, a just pride and resiliency in their native land;
WHEREAS, Dagupan City despite of having been a city since 1847 has no symbol as
its apt representation;
WHEREAS,, studies show that the Rosal flower is most fit to be the symbol of the
city for its many different uses such as Antioxidant, Crocin, Anti-diabetic, Genipin,
Antiangiogenic Activity, Anti-Cerulein, Pancreatitis Protective Activity, Cure for
Alzheimers Disease, Ameloid Beta Peptide, ImmunoSuppressive, Iridoids,
Genepocide Crocetin, Provide Sleep and Treatment Benefits, Cure for Acute
WHEREAS, this ordinance seeks to massively propagate in all schools both public
and private, the Rosal plant with corresponding penalty under the Civil Service Law
when applicable;
WHEREAS, this same ordinance also massively seeks the propagation of Rosal in all
open unused public places, parks, orchards, gardens with the City Agriculture Office
as the lead agency;
And finally, that copies of this Ordinance be forwarded to Her Honor, the City Mayor,
the academe, the Dagupan City History, Culture and Arts Office for information and
proper dissemination to he public.
