PETITION TO INTERVENE BY Christine

Pursuant to Utah Code Ann. 63-46b-9 (1992) and Utah Admin. Code R746-100-7,
Christine Watson Mikell hereby moves for leave to intervene in the above-referenced proceeding
before the Public Service Commission of Utah. In support of this Motion, Christine Watson Mikell
states as follows:
1.

Wasatch Wind filed an application with the Commission for approval of its proposed

Power Purchase Agreement (PPA) with PacifiCorp as a Qualifying Facility under PURPA on April
12, 2006.

2.

Wats Consulting is a company who assists project developers on wind projects

mainly in Utah. I have been working for Wasatch Wind for over a year on the development of
Spanish Fork Wind Park 2. As such I have a direct interest in these proceedings and the outcome
may have a direct impact to developing other projects in Utah. The main position I will take is that

less than 20 MW wind projects should have different contract terms than larger wind farms and for
that matter fossil fuel generators
3.

Christine Watson Mikells interest in the outcome of these proceedings will not

adequately be represented by any other party, nor will Ms. Mikells participation impair the conduct
of the proceeding.

WHEREFORE, for the reasons set forth above Christine Watson Mikell requests that the Public
Service Commission of Utah grant this Motion to Intervene and permit Christine Watson Mikell to
participate in this proceeding with full rights as a party.
