NARRATIVE
1. AO: On Saturday, September 10th 2016, at approximately 1940 hours, I was dispatched to 2222 W University Ave, in reference to a
Battery. I was in uniform driving a marked police car.
2. INV: Upon arriving on scene I spoke with the victim (Norman Leppla) who stated he was hit in the throat by Warren Keith Perry. The
victim stated he had removed a political sign temporarily from his gate to minimize vandalism. Upon him removing the sign the victim
stated a woman came up to him yelling at him to put it back. Norman stated a man then joined the woman in yelling at him to put the sign
back. Norman stated the suspect told him he had permission to put the sign up and demanded he put it back. Norman then noticed that the
suspect he was arguing with was the man on the sign he took down. Norman then stated he offered to put the sign back up but while
putting the sign back the suspect was rude to him. So Norman took the sign back and put it against the door of the house and the suspect
continued to call him names. Norman said he told the suspect to leave multiple times and the suspect refused to leave the premises. The
suspect then hit the victim with an open hand against the left side of his neck against his will.
The altercation was caught on video and it shows the suspect Warren Keith Perry identified by the victim of past knowledge of Sentor
Perry.
I attempted to contact Perry however was unsuccessful in making contact.
OFC Clark spoke to Penny Berry by phone who was a witness to the altercation. Berry told OFC Clark that she saw a guy hit another guy
in the face at a house. Berry added that it was the senator guy from the sign who hit the other guy while he told the senator to leave his
property. Berry provided the victim with her phone number.
The owner of the house Ernest Burch Jr. stated he gave Senator Keith Perry permission to post his signs at the location.
3. EV: Video Surveillance was submitted into Gpd evidence. Ofc.Clark submitted sworn statements from the victim and the home owners
son who was at the back of the residence during the altercation.
4. SCA: I submittd a sworn complaint against Warren Keith Perry.
5. VEH: N/A
6. ADD: See Ofc. Clark`s supplement. Later on around 00:40hrs we were dispatched back to the location of the incident. There was
allegations that LEO were not given permission to enter the house. The victim Norman Leppla and the residence owner`s son stated that
they gave law enforecement full access to the residence and the video surveillance. Both stated that they called law enforcement out and
wanted them to enter the residence on several occasions when LEO were at the residence the second time. The victim became unsure of
whether he wanted to press charges. The victim finally decided he did and would advise at a later date if he wanted to complete a

On 9/10/2016 at approximately 1940 hours, while on uniform patrol in a marked GPD unit, I responded to 2222 W
University AVE, reference a battery.
I was flagged down by Norman Leppla. Leppla told me that as he was taking down political signs, a male and
female approached him and started an argument. Leppla eventually realized that the male subject was Warren Keith
Perry from the sign he removed. Leppla stated that after telling Perry and the female to leave multiple times, Perry
struck Leppla`s neck with an open hand.
I spoke to Penny Berry by phone who was a witness to the altercation. Berry told me that she saw a guy hit another
guy in the face at a house. Berry added that it was the senator guy from the sign who hit the other guy while he told
the senator to leave his property. Berry provided the victim with her phone number.
Leppla and Earnest Burch III (the son of the homeowner) allowed OFC Ellis and I into the residence, where Leppla
signed into the camera system. I viewed a video of the incident.
I collected written statements from Leppla and Burch III and placed them into GPD records.
This concludes my involvement in this case.
