Organization
SECTION 100
Sets all dates and deadlines associated with payment of league and transaction fees. He is also
responsible for the enforcement of these deadlines, and for the implementation of disciplinary
measures, as necessary, to assist in said enforcement. Reserves the right to nullify any transaction
deemed to be detrimental to the integrity of League. All transactions must be confirmed and approved
by the Commissioner.
Reserves final judgment on all league matters.
Responsible for the production and distribution of the weekly Commissioners Report, and HoTRS
blog/website, social media posts, email communations, and marketing campaigns.

201.2 Match-ups
In a 2-conference league, every Franchise will play each of the other Franchises exactly twice. Effective 2009, the
schedule is set by the website host.

202.4 Summary
A Franchise can protect up to three (3) players including Injury Reserves, but its not mandatory to keep any
players into the following season.

301.2 Duration
The Draft is 22 rounds.
* Supplemental rounds may be added at the conclusion of the standard 22-round Draft, contingent upon
whether any Franchise received a compensatory draft pick as a result of a transaction during the previous
season. Only Franchises with such compensatory picks will participate in a supplemental round.
A Snake draft means that the draft order reverses at the end of each round. The picks will flow from
picks 1-8 then 8-1, 1-8 etc. through the entire draft. This is believed to make the draft picks a bit more
fair for team that draft 5-8.

400.2 Resrtictions
Each Franchise is allowed a MAXIMUM of one (1) non-trade transaction per week.
401.3 Execution
First come, first served! Free agents signed before his NFL teams given game day & up to game time, that
week, are eligible to play that week.

402.3 Deadline
IR designations must be made by Saturday during HoTRS week 12.
402.4 Restrictions
Players on IR can not be traded. They may be released outright, bypassing waivers and becoming an
unrestricted free agent. In doing so, they lose their IR status. They may be signed and protected by another
Franchise, but only in accordance with the rules outlining free agency and player protection (see sections 401.0
and 202.0).
403.2 Deadline
The deadline for all trades is the same as the lineup submission deadline for week 10 of the Fantasy season.
403.3 Physicals
Players involved in a trade must pass a physical, a.k.a. the USA Today injury report.

600.2 Objective
Players are awarded fantasy points based on their weekly performance in the NFL. It is the objective of each
Franchise to have the most productive lineup in the league, as fantasy football relies upon head to head
competition, and he (or she) with the most points wins.

601.1 Definition
Official score will be determined by the data found in the box scores published in any of the Official
Publications of this Fantasy League.

701.2 Eligibility
A. Persons not yet in the league may purchase an open Franchise.
B. A partner in co-ownership of an existing Franchise may purchase an open Franchise on his or her own, or may
form a new partnership that is not identical to the one left behind. At least one member of the old partnership
must remain behind as an owner of the former Franchise.
This measure is taken to avoid the practice of ship jumping, where the new Franchise ownership is merely
comprised of the old ownership plus others. This typically occurs if the old ship is the RMS Titanic.
C. Current sole owners may purchase an open Franchise or form a partnership to purchase an open Franchise
only if ownership can be found to take over the Franchise being vacated. Additionally, the said sole owner must
pay an additional Franchise fee of $20.
702.2 Eligibility
Current sole ownerships, partnerships, partners or somebody not yet in the league may purchase an expansion
team, if available, and only if no open Franchises are created as a result of this action. There is no additional fee.
