terrorism,handingamajordiplomaticvictoryofBeijingandasymboliclosstotheUSanditssupport

reported,inhisinitialantiUSshift,DutertesaidonMondaythathewantedtheU.S.militarytoleave
Mindanao,thesiteofastrategicbasesettohostAmericanforces.

Mr.Dutertesstatementsthisweekwerethelatestinastringofdevelopmentsthathavepleased,
surprisedandhorrifiedhisaudiencessincehetookoffice.Hissocalledwarondrugsandcrimehas
alreadyclaimed2,956lives,accordingtopolice,andhissometimescrudestatementshaveinsulted
targetsasvariedasthepope,theUnitedNationsheadandU.S.PresidentBarackObama.
However,ithasbeenhisabruptsnubbingofObamathathasprovokedthemostsurprise,indignation,
outrageandadmiration.DutertecontinuedhisopencriticismofAmericansecuritypolicies,whenina
televisedspeechonTuesdaybeforemilitaryofficersinManila,hesaidaparadigmshiftiscomingin
thecountrysdealingwithallies."Wearenotcuttingouralliancesmilitary(alliances)aswell.But
certainly,wewillfollowanindependentpostureandindependentforeignpolicy,Dutertesaid.
ThefirststepforthePhilippineswouldbetooptoutofUSledpatrolsoftheSouthChinaSeabecause
thecountrydoesnotwanttrouble,thepresidentsaidannouncingthathisnavywillnotjoinany
expeditionofpatrollingtheseas...becauseIdonotwantmycountrytobeinvolvedinahostileact.
Inthesecondstep,DutertehintedthathewasendingPhillipinorelianceonUSweaponrybyatleast
partiallyshiftingtheprocurementofarmstoRussiaandChina.Dutertesaidthatthetwocountries
hadagreedtogivethePhilippinesa25yearsoftloantobuymilitaryequipment.
About75%ofthePhilippinesarmsimportssincethe1950scamefromtheUS,accordingto
StockholmInternationalPeaceResearchInstitute.RussiaandChinahavesincethattimehavebeen
outoftheloop.Inannouncingadefiniteshiftindefensepolicy,thepresidentsaidthathewantedto
buyarmswheretheyarecheapandwheretherearenostringsattachedanditistransparent.

counterinsurgency,Duterteadded.Idontneedjets,F16thatsofnousetouswedont
intendtofightanycountry.

thePhilippineswouldcontinuetohonoragreementswiththeUSsuchastheEnhancedDefense

onanybody.Wearejustchartinganindependentcourse,thespokesmansaid.Wedoubtthat
willplacateObama,orhisreplacement.
ThecountrysForeignAffairsSecretaryPerfectoYasayalsoclarifiedDutertesmessagetoUStroops,
saying:Thereisnoshiftinsofarasourpolicyisconcernedwithrespecttoourclosefriendshipwith
theAmericans.
Naturally,theUSrespondedinthemostneutralpossibleway:StateDepartmentspokesmanJohn
KirbysaidthatWashingtonwasawareofDutertescomments,butwasnotawareofanyofficial
communicationbythePhilippinegovernmenttothatthateffectandtoseekthatresult.He

PentagonspokesmanCommanderGaryRossmeanwhilesaidthatUSPhilippinerelationshiphasbeen
