Colonel . of your staff hae just completed # briefing for members of my staff in which he outlined the requirements of CINCONAD and CINCAFLANT for COMIN? suppogirt +0 enable them to fulfill their responsibilities. Although we neve received no formal statement of requirement as outlined by Colonel there is no question about the validity of the requirement to keep CONAD and CINCAFLANT currently advised of the Cuban Air situation. I feel, however, that our first priority requirement 1s reaction reporting in connection with high and low level reconnaisance flights. Our problem ig that limitations in physical facilities at enables us to do onlygimited processing there. The processing capability presently on board enables us to meet in a barely adequate fashion the requirement for reaction reporting, in order to perform the analysis neceasary to meet the requirements of CONAD and AFLANT, we would have to double cur present analytic effort at 3. We can however, provide a very Limited response to these requirements by adding a small nimber of Air Force personnel familiar with theee requirements to the complement at operating under the control of OIC, And permitting these individuals to pick off as a by-product of our limited process- ing in support of the reaction reporting that information which would also satis- fy CONAD and AFLANT to the extent possible, When the processing is not engaged ih supporting reaction reporting, we will direct the OIC, +o satisfy the requirements of CONAD and AFLANT to the extent pocgsible. 4. It de our understanding that the information produced as 4 result of the arrangements outlined above would be passed over a comminications circuit to MacDill APB where it would be relayed to the other Air Force 7 consumers. Pertinent information could also be passed by appropriate secure means to CONAD Control Center 5. I have been advised that we have received the authority to move in to Therefore, AB dlonger term aolution to our problem, I would propose to task the [Army with establishing 7} a facility capable of intercept processing and re- porting of Cuban tactical @ir.and Cuban Air Defense Communications. Based on our preliminary information it would appear that in addition to the personnel required to perform the mission outlined above there way be space to intercept and process some portion of the Cuban Military Problem. If so, I might further propose a co~ located Army-Air Foree facility f wl onbo. _ ve($olictted by Gen. Colonel . of your staff hae just completed # briefing for members of my staff in which he outlined the requirements of CINCONAD and CINCAFLANT for COMIN? suppogirt +0 enable them to fulfill their responsibilities.
