Chief STAHR stated Marcus JOHNSON was arrested by the Burkburnett Police Department and booked into the Burkburnett City jail until he could be transported to the Wichita County jail. Chief STAHR stated while JOHNSON was in the holding cell, JOHNSON hung himself on the jail cell bars. DETAILS: 4.4 On 03/10/2016, Company "C" Texas Ranger Toby CATLIN was notified by Burkburnett Police Department Chief Ed STAHR about an in custody death in the Burkburnett City jail Chief STAHR stated Marcus Donavon JOHNSON, B/M, DOB was arrested by the Burkburnett Police Department and booked into the Burkburnett City jail until he could be transported to the Wichita County jail. Chief STAHR stated while JOHNSON was in the holding cell, JOHNSON hung himself on the jail cell bars. Chief STAHR requested Ranger CATLIN respond and investigate the death. 4.2 On 03/10/2016, Ranger CATLIN responded to the Burkburnett Police Department and met with Chief STAHR. Chief STAHR stated to Ranger CATLIN that officers were dispatched to 209 South Avenue B Lot 3 or 4 reference to suspicious activity Chief STAHR stated when officers arrived, several subjects were sitting inside a vehicle, outside a residence. Chief STAHR stated officers made contact with the subjects and ended up arresting Marcus JOHNSON for Fraudulent Use of Identifying Information. Chief STAHR stated Burkburnett Police Department Officer Daniel ELBAUM transported JOHNSON to the Burkburnett Police Department and booked JOHNSON in until JOHNSON could be transported to the Wichita County jail. Chief STAHR stated Officer ELBAUM asked JOHNSON a Series of questions when Officer ELBAUM booked JOHNSON in. Chief STAHR stated JOHNSON's mother had called dispatch several times asking to bring JOHNSON's medications to JOHNSON, because JOHNSON had been off his medications for a couple of days. on 03/10/2016, Ranger CATLIN received a phone call from Texas Municipal Police Association Attorney Lance WYATT. WYATT stated he was representing the officers in this investigation and Ranger CATLIN could obtain a brief synopsis from the officers, but WYATT wanted to be present when Ranger CATLIN obtained a statement. on 03/10/2016, Ranger CATLIN entered into the Burkburnett Police Department jail. Ranger CATLIN photographed the scene (Exhibit 1.1). As Ranger CATLIN entered the jail Ranger CATLIN observed a black male, identified by the Burkburnett Police Department as Marcus JOHNSON (Exhibit 1.2), lying outside the cells on the floor. Ranger. CATLIN observed JOHNSON's shirt had been cut. Ranger CATLIN observed JOHNSON was wearing gray wind pants and the left leg of JOHNSON's wind pants had also been cut. Ranger CATLIN observed several medical supplies scattered outside the jail cell. Ranger CATLIN observed in the first cell, a silver nylon string (Exhibit 1.3) hanging from the bars Ranger CATLIN observed a silver nylon string (Exhibit 1.4 lying on the bed inside the cell. Detective ZELLNER stated responding officers cut JOHNSON down and the nylon string on the bed was around JOHNSON's neck. Ranger CATLIN observed on JOHNSON's neck, a deep indention. Ranger CATLIN did not observed any other injuries on JOHNSON's body. Ranger CATLIN observed the nylon string was missing out of JOHNSON's silver wind pants. JOHNSON had an IV hooked up to JOHNSON's arm from Burkburnett Firemen Patrick HANLON Daniel KING, Chase CARTER and Wichita County Deputy Constable Jared BURCHETT trying to resuscitate JOHNSON on 03/10/2016, Ranger CATLIN measured from the floor to where Exhibit 1.3 was tied. Ranger CATLIN observed the height to be 6"10". Ranger CATLIN then collected Exhibit 1.3 and Exhibit 1.4. Ranger CATLIN obtained a written statement (Exhibit 1.6) from Wichita County Deputy Constable Jared BURCHETT. 4.7 On 03/11/2016, Ranger CATLIN and Detective ZELLNER placed Marcus JOHNSON into a body bag and released JOHNSON's body, Exhibit 1.2, over to Hugh ENGLISH and Shawn MILLIGAN with. Wichita County Mortuary Service to be transported to the Dallas County Medical Examiner's office. 4.8 Investig. ion continues. 2.4 On 03/24/2016, Company "C" Texas Ranger Toby CATLIN obtained all reports that Burkburnett Police Department completed in reference to the Marcus JOHNSON's arrest and death investigation (Exhibit 2.1). Ranger CATLIN also obtained surveillance video from inside the Burkburnett Police Department (Exhibit 2.2) from the night of 03/10/2016. Ranger CATLIN obtained the reports and surveillance video from Burkburnett Police Department Officer Jonny ZELLNER 2.2. Investigation continues 3.1 On 03/26/2016, Company "C" ‘Texas Ranger Toby CATLIN interviewed Shelly PARHAM, W/F, DOB a The interview with PARHAM was video recorded (exnibit 3.1). The following summary does not contain all comments made during the interview, nor does it reflect the chronology of the discussion. Exhibit 3.1 contains a verbatim account of the interview Shelly PARHAM stated Marcus JOHNSON had been diagnosed a manic depressant and schizophrenic. PARHAM stated JOHNSON has threatened to kill himself several times. PARHAM stated JOHNSON had been admitted to the State Hospital two (2) times before. PARHAM stated she called the Burkburnett Police Department several times on 03/10/2016, after Marcus JOHNSON got arrested. PARHAM stated she spoke to the arresting officer and told the officer that JOHNSON was suicidal. PARHAM stated she told the officer that JOHNSON's IQ was a 42. The following is a timeline of events 1 observed from viewing the video surveillance? listening to phone calls and listening to radio traffic from the Burkburnett Police Department. A. At approximately 6:16 PM, Burkburnett Police Department Officer Daniel Elbaum calls 10-95, enroute to the Jai B. At approximately 6:20 PY, Officer Elbaum arrived at the Burkburnett Police Department with Ma Johngon and brings Johnson into the police department using the back door: ©. At approximately 6:21 PM, Officer Elbaum takes Johnson into the book-in room and pats Johnson down. officer Elbaum then has Johnson sit down and remove all his jewelry D. At approximately 6:25 PM, Officer Elbaum asked Johnson identifying information and medical questions. Johnson stated he had high blood pressure and had attempted suicide three (3) times before. Johnson st the last time he attempted suicide was approximately three (3) weeks earlier. Johnson stated to Office Elbaun that he (Johnson) was in the state hospital because he (Johnson) tried to cut himself. Johnson stated he had depression, anger issues and was bipolar. When Officer Elbaum asked Johnson if he felt suicidal, Johnson shook his head no E. At approximately 6:30 PM, Johneon calls his mother, Shelly Parham. While Johnson is on the phone with Farhan, Johnson stated to Officer Elbaum that he (Johnson) does not have his medication. Johnson hangs up the phone and is escozted by Officer Elbaum cut of the book-in room. At approximately 7:03 PM, Shelly Parham called the Burkburnett Police Department and talked to the Gispatcher, Parham asked the dispatcher if Marcus Johnson was going to be booked-in because he (Johnson) hoods his medications. The dispatcher relays the information to an unknown person. Parham leaves the dispatcher a phone nunber for an officer to call Parham back G. At approximately 7:13 PM, I can hear what is believed to be Marcus Johnson yelling from the holding cell. It is believed that Johnson is saying “help me”. Officer McDonald is seen on video surveillanc walking back towards the holding cell. I can hear Officer McDonald ask Johnson what he (Johnson) needed Sohnson asked Officer McDonald what he (Johnson) is being arrested for. Officer McDonald tells Johnson that the arresting officer had already told Johnson that. Parham stated to Officer Elbaum thi Marcus Jobnson took psychosis medications and cannot go without them. Parham told Officer Elbaum that Sohnsen just got out of the state hospital and requested te bring Johnson's modications. officer Elbaum told Parham to wait uatil Johnson was transported to the Wichita County jail to take the medications. As T approached the scene, cer McDoneld was calling in the license plate of a red 1999 Fontiac four door car, as fie approached the ver of the vehicle. Officer McDonald spoke with the drive: and asked for identification, in which he Cenplied. Since there was a possibility of weapons boing involved, the driver was asked to exit the vehicle Mebonaid could frisk nim for wespons. He was identified as Nolan G. Brown, (W/M DOB e found on the driver end he was asked to stand at the rear of the vehicle, on continued. er was asked to exit the vehicle by Sgt. Leonard. The return from dispatch was that Myra had no current warrants, 30 She was asked to stand at the rear of the vehicle with Nolan and myself, as Officer Elbaun approached the rear seat passenger. The third passenger was asked to exit the vehicle by Officer Elbeur.. The passenger was frisked for weapons and none were found on his pereon, Sgt. Leonard investigated the validity of the identification he was provided by the third passenger. Nolan and Myra were released to leave the scene. T departed the scene and continued my duties as a patrol officer I wae called to the police department lobby to investigate a reported credit card abuse. T spoke to the {otin in the lobby and told her I vould make a report with the snformation she provided and forward the Teport to detectives. T then went to the officer's report room to begin this report. Officer McDonald was alresdy seated, working on a report of hia ovn. While working on our reports, Marcus Johnson called for an officer. Officer McDonald innediately answered his call by reporting to his cell. When Officer McDonald feturned, I aoked, vhat did Marcus Johnson need? ile replied “He waa asking what he was being charged with", I finished my report and returned to other duties in the field.” the interview with Officer Mullens was then terminated. 713 On 04/28/2016, 1 Company “C" Texas Ranger Toby Catlin, obtained a written statenent (Exhibit 7.2) from Burkournett Police Departnent Sergeant Zac Leonard. The following statenent was obtained from Sergeant leonard with his attorney, Lance Wyatt, present. The following is the verbatim statement obtained from Sergeant Leonard. Son 3-10-2016 at approxinatoly 17:49 hours, police officers were dispatched to the residential address of MMB south Averce 5, MMMM fo: 4 Teport of suspicious activity. The reporting persoii (stephanie UNKNOWN) stated thet several persons were pounding on the door of the zesidence, and that the persons possibly had firearns, Officer Matt McDonald, Officer Dan Elbaum, Officer Roy Mullens, and I (Sergeant Zac Peonard) responded to the scene. 1 arrived at the scene at approximately 17:53 hours, and officer McDonald, Officer Elbaun, and Gfficer Mullens arrived at the scene several seconds later at approximately 17:54 hours. Gpon arrival at the scene, police officers made contact with three persons sitting inside of a vehicle, which was parked at the residential address of MM South Avenue 5, The three persons were Later Yeentitied as Nolan Brown {front left seat), Myra Brown (front right seat), and Marcus Johnson (back left seat), and the vehicle was later identified as a red 1999 Pontiac 4-door passenger car Police officers spoke with Nolan Brown, Myra Brown, and Marcus Johnson regarding the report of suspicious aetiviey, at which ting they all indicated that they had been involved ina dispute with an occupant of the Tesidential address of South avenue B, (MMMM over an unpaid debt Police officers then requested identification from Nolan Brown, Myra Bron, and Marcus Johnson. Nolan Brown provided a Texas Driver License, Myra Brown provided her personal identifying information (name and date of Eigth), and Marcus Johnson provided a Texas Identification Card. Upon Viewing the Texas Identification Card that Mexeus Johnson provided, I inmediately observed several obvious signs that the item (1D Card) had been forged (no hologran or watermark, flimsy |construction, substandard lamination, hand-cut edges, poor quality printing, blurry background, and’ no microprinting) Police efficers instructed Nolan Brown to exit the vehicle so that a patdown of his person for weapons could be performed, and ne weapons were located. Nolan Brown was instructed to stand at the rear of the vehicle, which he did. Police officers instructed Myra Brow to exit the vehicle, and she was instructed to stand at the rear of the vehicle, which she did, Police officers instructed Marcis Johnson to exit the vehicle so that a patdown of his person for weapons could be performed, and no weapons were located. Marcus Johnson was {nstructed to stand at the rear of the vehicle, which he did. Officer McDonald then performed a frisk of the Junge azea in the vehicle for weapons, and no weapons were located. Officer McDonald asked Nolan Brown for consent to search the vehicle, and he gave verbal consent. Officer McDonald performed a search of the Vehicle, and located several loose pills throughout the vehicle. The pills were collected so that they could be identified, All of the pills were later identified ae over-the-counter pills, and were released back to Nolan Brown. T performed additional records checks of Marcus Johnson using the information from the Texas Identification Gard that he provided to police officers, and I performed additional records checks of Marcus Johnson using the personal identifying information (nane and date of birth) that he provided to police officers, however po record of him could be located in the Texas Driver License / Identification Card database. At that tine, Tastermined that Marcus Johnson had provided a fictitious Texas Identification Card to police officers. Marcus Johnson was subsequently placed under arrest for Forgery of a Government Record (Texas Penal Code Section 32-21 e) (2). a Third Degree Felony), and the fictitious Texas Identification Card was seized as evidence. During a search of Marcus Johngon's person incident to arrest, police officers also located a United states Social Security Card in his wallet that sppeared to have some signe that the item had been forged (poor quality printing, blurry background, ete.). The United States Social Security Card was seized as potential Gvidences in the event that it was also determined to be fictitious. At approxinately le:14 hours, Nolan Brown, Myra Brown, and the vehicle were released st the scene. Marcus Johnsen was the transported to the police department for booking on the aforementioned charge, and was Subsequently booked into the police department jail facility. Ae aporonimately 21:19 houre, during my compensatory time off, I received a telephone call from Officer Eibeun, who advised ma that he required assistance at the police departent because he needed guidance completing the probable cause affidavit from she arrest of Johnson, 1 told Officer Elbsum that I would travel to the police department in my personal vehicle to provide assistance with preparing the probable cause affidavit. Mt approximately 21:23 hours, during my compensatory time off, T received a telephone call fron Officer Neconald, who advised me chat he required inmediate assistance at the police department because Marcus ‘Tohmaon hod *hung hineeif" while in custedy. I told Officer MeDonald that I woutd travel to the police department in my personal vehicle to provide imediate assistance, i asked Officer McDonald if emergency nedical services had been notified, and 1 also inquired about the status of Mazcus Johnson. Officer wcbonald fdvioed ne that emergency medical services had been contacted, and that resuscitative efforts were underway. Aishort tine later, I arrived at the police department in my personal vehicle and entered the police departnent jail facility, where T observed varcus Jchnson 1ying ia the supine position on the floor of the hallway. I 2180 observed that Paramedic Pat tlanlon, Paramedic Dan King, Volunteer Firefighter Chase Carter, and Depaty Constable Jared Burchett wore all gathered around Marcus Johnson attenpting resuscitative efforts. 1 then exited the police department jail facility to meet with Chief £4 Stahr and Lieutenant Lahona Yauahn regarding the incident. AL approuinately 21:51 hours, Parenedic Curtis Martin of American Medical Service ambulance notified me that he had spoken with an Energency Room physician regarding the incident, and provided the EX physician with he details of Marcus Jchnsen's medical status. Paremedic Martin stated that, upon evaluating Marcus Johnson's medical status, the ER physician instructed emergency medical services to cease resuscitative efforts and pronounce Marcus Johnson deceased.” he interview with Sergeant Leonard vas then terminated. 1.4 On 04/29/2016, I Company °C” Texas Ranger Toby Catlin, obtained a vritten statement (exhibit 7.3) from Burkburnett Police Department Officer Daniel Elbaum. The following statenent was obtained fron Officer Elbaum with his attorney present. The following is the verbatim statenent obtained from Otticer E1paun. “on 3/10/18 at approximately 1/49 hours, officers were dispatched to Mls. Ave B MMMM in reference to suspicious activity at that location. The xeporting party stated that individuals vere pounding on the door Of the residence and may have gun Nhen I, Ofc. taniel Elbaun arrived, T saw three individuals ina Red Pontiac Grand Prix (UNM parked at lot 4. 0fc. McDonald had the driver etep out of the vehicle and conducted a frisk for weapons. The driver, iGentitiod as Nolan Garrett Brown (w/n, DO MMMM by his driver's License, stated there were no weapons and that officers could search the vehicle if they liked. Sgt. Leonard had the front seat passenger step gut. She was identified as Myra Rhiannon Brown (w/C, COBMMMMMMM by verbel information, T had the reaz seat passenger step cut and conducted @ frisk of hia person. No weapons ware found on him, The rear passenger, [Sentified ae Marcus Donovan Johnson (6/2, 0C8 INN) produce a Texas Identification Card and gave it to Sergeant Leonard, Ofc. Mcdonald then conducted a search of the vehicle. Several anknown pills were located in the venicle and Sgt. Leonard gave then to me to identity. I pulled my patrol vehicle closer to the scene, get ints ay vehicle and checked online to verify if ary of the pills were narcotics. Six pills were found and ell were over-the-counter caffeine supplenents. hen I stepped back out and verified to Sgt. Leonard that all the pills were legal, T gave them back to Brown. At that tine T noticed that Johnaon was in handcuffs. Sgt. Leonard stowed mo the identification card for cohneon which appeared £0 be altered and forged Sgt. Leonard requested a criminal history check of Johnson, While he was waiting for a return, Ofc. Mcdonald and’ 1 went to the front door of the trailer and tried te make contact with the residents who lived there. He knocked on the door several tines but no one ever answered. Sgt. Leonard received his return from dsapateh. He advised Johnson that he was under arrest ror his Elctitious identification card. 1 told Sgt. Leonard that T would transport Johnson to the Durkburnett Police Departrent. Johnson asked if ne could leave bis monoy with Myra, so Ofc. McDonald tock out his wallet, Fonoved the Gash, and gave it to tyra. Ofc. NePonald then returned Johnson’s walle: to his pants pocket. 1 then pot Johnson’ in she back of my patrol vehicle. T'transported Johnson to the Burkburnett Folice Department and booked him into Jail. Johnson was cooperative during the book in process and voiced no idestions of suicide or wanting to harm himself. He did adnit that he had attenpted suicide approximately three weeks prior by cutting his left arm and showed me 4 scar on his let am at tbe joinc. I collected ail of Johnson's property prior to placing him in a cell. He had two rings, thrae necklaces, 4 rubber bracslet, wallet, red bandana, lighter anda quarter. I also collected his jacket and shoes. Johnson was only allowed to keep bis pants, t-shirt, and socks Seanson was given an Opportunity to make a phone call prior tome placing him in a cell, Johnson called his DPS SENSITIVE ovnsizo16 1251 ‘SUPPLEMENTAL REPORT Page 4 ot 5 nother, Shellie Parham, and explained the situation to her. I then placed him in a celi and entered his formation inte Badge in the booking room. ‘thon left the police department to follow up on a theft that occurred earlier in the day. I wont to the victin’s house and collected his written Voluntary Statement regarding the incident. I then went to the suspect's house and spoke to him about the incident. Pased on the information the theft suspect provided, I also requested a Voluntary statement from him regarding the incident. T then went back to the victim's house fand spoke to him, 1 told him the information I had learned from the Suspect and advised him that making a false statenent to a peace officer was crime. He stuck to his statements and I told him detectives would be in touch to follow up on the investigation. I then returned to the police department to finich the report of thie incident. At approximately 1900 hours, Ms. Shellie Parham called the police department to speak to an officer. After returning to the department at around 2000 hours, I received the message fron dispatch and called hor. 1 explained the charges and process to Parham. She told me that Johnson got the identification card from a vendor at the flea market. she stated that he needed an identification card so he could get a job and when she went to DPS to get one, there was an issue with him having tuo different last names. she stated that his birth certificate had Parham ag hia last name bat his cocial security card had Johnacn listed as his last nane. Parham stated that aha was in the process of having his name legally changed to Johnson. Parham also stated that Johnson was taking medication prescribed to him by Helen Farabee. She stated that he had keen diagnosed with manic-depressive disorder and explosive anger disorder. she listed his current nedications as Zyprexa, Lithium, and Clonidine. Parham stated that she dispensed the medications to Johnson. T advised Parham that I would let the medical ataff at the jail know about his current treatments. I also advised ner to call the Cousty Jail in the morning to see what Nis ball would be after Johnson saw the judge. E then started working on a theft report from earlier in the day. I wanted to gat it done because T knew chat there night be issues between the victim and suspect during the third shift because the suspect had already gone over and confronted the victim at his house. I finished it around 2030 hours and then began working on Johnson's arrest report and Probable Cause Affidavit. Ofc. McDonald and Deputy Constable Burchett. zeturned to the department and vere in the officer’s room while I was working on the PC Affidavit. I asked Meborald for help Decause I did not think the elements of the offense were matching with the charge. Durchett was elso trying to help us as we locked at the charge. I finally decided to call sgt. Leonard for nelp because ve were struggling with wording the offense and I wanted to get the report done so T could get Johnson to the county jail. Sat. leonard advised that he would come back to the department to help me finish the Affidavit. Walle waiting for Sgt. Leonard to arrive, Ofc. McDonald stated that he vas going to check on Johnson. This maa excund 2119 hours. T walked back to the cell area with McDonald as he opened the door to the male cells. Nebonala then yelled Gut to call for medics and ran to the dispatch office. Deputy Constable Jared Burchett. and 1 rushed into the cell and I caw dohnaon hanging from a cord tied to the bare of the cell and around his neck. Burchett pulled out his knife and cut Johnson down, Burchett ran into the hallway and grabbed the AED as T positicned Johnson on his back and began feeling fOr a pulse on the carotid. Iwas unable to detect a pulse. Burchett then returned with the ABD and began getting it ready to administer a shock, as necessary. Burchett cut the cord from around Johnson's neck and then cut his shirt open so ne could atzach the AED pads to Dohnson's chest, BurcheLt initiated the AED and it sald to start chest compressions. Burchett then began chest compressions on Johnson. First Responders Pat Hanlon and Chase Carter then entered the Burkkurne*t Police Department. T net then in the hallway and led chem back to the cell vhere Johnson was located, Hanlon, Carter, and Burchett pulled Johnson out of the cell and moved him into the hallway and Carter took over the chest compressions. I then left the area to avoid getting in the way of the first responders. Officer McDonald told ne to make a list of everyone who entered the scene. 1 stood in the hallway and took note of everyone who entered the scene. I then went outside to mect the paramedics. They arrived around 2145 hoare (Curtia Martin, Kayla Sova, and Becky Stouffer) and T had them pull to the side of the building and enter through the back door. Thay antored the scone with the first responders. T followed behind cer Elbaun in my marked patrol unit bock-in room the T stood restraints were way of the moved from Johnsor the B DPS SENSITIVE bock-in room while O:ficer Eloaum removed the hand restraints in room, At approximately 1821 hours, T went into the ‘At approximately 1816 hours, Officer Elbaum escorted Johnson into once the hand ornis2016 12:54 ‘SUPPLEMENTAL REPORT Page 20f3 police department lobby and spoke with a male subject named Douglas Wayne Riddle who was wishing to speak with an officer about a civil issus involving the repossession of a vehicle. A short time later Officer Mullena and I completed a civil stand-by at a residence at the intersection of North Holly and Buckner Street with the male subject. Not in relation to the Forgery issue I recovered ‘roperty from the civil stand-by and returned to the police department to complete reports. Wnile attempting to complete reports I heard Johnson in the back asking to speak with an officer. At approximately 1914 hours, T vent to the rear of the police department where the holding cells were and spoke with Johnson Johnson was sitting on the bunk and asked what was happening. I Informed Johnson that he was being charged vith Forgery and would be transported to the county jail shortly. Johnson did not eppear to be suicidal nor did he nake any statement to me, or in my presence that would lead me to believe he was suicidal. Johnson nodded his head and set further back on the bunk. At this time, T returned to the office and attempted to complete ny reports. At approximately 1914 hours, my ride-along subject called the polic he was waiting to be picked up at his reside department and picked up ay ride-long, Ted Kwas: At approximately 2054 hours, Officer Elbeum called me via cell phone and asked me about what paperwork he heeded to take with him so that Johngon could be booked into the county jail. Officer Elbaum then requested that I return to the police department and look over his papervork. A short tine later I arrived at the police department and went into the patrol officers room and spoke with Officer Elbaum. After speaking with Officer Elbaun I asked him if he needed anything else, he stated “'No.'* Prior to me leaving to go back out. on patrol T asked Officer Elbaun if he had checked on'his prisoner, Johnson, and he stated "'No.'” department and informed dispatch that | Sonetime between 1920-1930 hours, I left the police At thie time, I went to the rear of the police departrent where the holding cells are to conduct a check on he pelsoner. This is when T found Johnson to be in his cell facing away from the door with what appeared to be a string around his neck tied on the bare. At this time, 7 yelled to the other officers to contact redical. I ran into the book-in room and retrieved the keys Deputy Constable Burchett cat the string tied to the bars. At which time Deputy Burchett and Officer Elbaum placed Jonnson flat on his back on the floor and checked for pulse. Deputy Burchett then retrieved the AED jachine and attempted to use it. Next I contacted Sgt. Leonard and informed him of the situation and requested he return to the police department. I algo spoke with chief Ed Stahr via telephone and informed in cf the situation, Chief Stahr instructed me to contact Detective Jonny Zeliner and inform him of the situation and request he come te the police department.
