ICT (EDP) Specialist Proficiency Examination

For the information and guidance of all concerned, attached is a communication from the
Department of Information and Communications Technology, dated August 15, 2016, regarding
its ICT (EDP) Specialist Proficiency Examination in the areas of Computer Programming or
Systems Analysis and Design on August 31, 2016 at the Cebu Technological University.
2.
Pursuant to PD 1408, this proficiency examination provides a mechanism to assess the
technical competence of government officials who occupy IT positions. This also serves a grant
for ICT (EDP) Specialist Eligibility.
3.
The communication and other related documents are herewith attached for further
reference.

In line with our continuing effort to support the country's need for highly competent
Information and Communications Technology (ICT) professionals, the Department of
Information and Communications Technology Office (DICT) will be conducting the ICT (EDP)
Specialist Proficiency Examination in the areas of Computer Programming or Systems Analysis
and Design. This is pursuant to PD 1408, which directs the Civil Service Commission (CSC] and
NCC (now DICT) to devise ways of determining the fitness of individuals in occupying the highly
technical IT positions and through which the awarding of eligibility will be based. The
Computer Programming examination will be held on August 31,2016 at the Cebu Technological
University. DICT will issue a Certificate of Proficiency to successful examinees, which will be the
basis of CSC iil granting the appropriate ICT [EDP) SjfreciaH^t Eligibility.
Aside from the grant of CSC eligibility, employers, prospective programmers and systems
analysts, as well as universities, colleges or ICT training institutions, benefit from the
proficiency test in the following ways:

The test is a mechanism to evaluate the competence of an individual to perform


programming or systems analysis and design function;

The test can be used by an individual to assess his/her knowledge and skills for the
purpose of continually improving his/her own technical abilities;

By knowing the nature and scope of the test, schools are encouraged to enrich their
curricula to enable their students to have a better chance of joining the corps of
competent ICT professionals.

May we therefore request that you encourage your staff, faculty or graduating students to
take the said proficiency examination. Please find attached the ICT (EDP) Specialist Proficiency
Examination Frequently Asked Questions for details. Our ICT Competency Development
Coordinator, Chris Dale W. Espana will be glad to meet with you in your most convenient time

A. The ICT Proficiency Exam is designed
to evaluate the competence of an
individual to perform programming or
systems analysis and design functions.
This is in pursuant to PD 1408, which
directs the National Computer Center
(now ICT Office) and the Civil Service
Commission (CSC) to device ways of
determining the fitness of individuals in
occupying highly technical ICT positions
and through which the awarding of
appropriate ICT (EDP)
Specialist
eligibility will be based. ICT Office and
CSC therefore conduct the test in the
area of Computer Programming.
Q. Who can take the exam?
A. To qualify, an applicant must be a
Filipino citizen and a bachelor's degree
holder or will graduate before the exam
date (as certified by the Dean of the
school) and must have undergone
formal training in college or training
institution in the areas of programming
or SAD.
Q. When will the ICT Proficiency
Examination be conducted?
A. The ICT Proficiency Examination is
scheduled on September 1, 2016.
However, the examination can be
conducted on a preferred date of an
agency or SUC. The schedule may be
coordinated with the DICT Field
Operations Office in your area.
Q. How do I apply?
A. Application forms are available, and may
be filed personally at the DICT Field
Operations Office in your area with the
following address:

A. All duly accomplished application forms


must be filed together with the following:
1. Two (2) recent passport-sized
pictures with name tag;
2. Certified true copies of Transcript of
Records duly authenticated by the
Registrar of the school or the HRD
Manager of the Office;
3. For those graduating before the
examination date, a certification
from the Dean that applicant:
is a candidate for graduation
before the exam date; and
has taken relevant ICT subjects
in college; and
4. Self-addressed stamped envelope
for the examination result.

Passers of the exam are awarded a


Certificate of ICT Proficiency by the ICT
Office, and a Certificate of Eligibility;
ICT Specialist is granted by the CSC.
