1.0 OBJECTIVES
The purpose of this procedure is to establish, implement and maintain a documented process
for planning and conducting the on-going workplace inspection, testing and monitoring
activities in order to ensure safe working environment (by identifying, controlling &
removing hazards) and ensuring the implementation of Safe Work Practices in National
Building Industries
2.0 SCOPE
This procedure is applicable to all activities of The NATIONAL BUILDING INDUSTRIES
in conformance to its Environment; Health & Safety Management System based on the
requirements of AD EHSMS RF Guidelines, concerned SRA and Environmental Agency of
Abu Dhabi (EAD).
3.0 DEFINITION OF TERMS
Inspections refer to a physical walk-through of an area conducted by either The
National Building Industries or by a Regulatory Agency (e.g. EAD or AD EHS) to
determine compliance with regulations and/or sector policies.
EHSMS refers to the Environmental, Health & Safety Management System, which is
a type of management system that addresses the requirements of AD EHSMS RF.
MR Management Representative, a person appointed to manage and monitor the
implementation of the organizations EHSMS.
4.0 RESPONSIBILITIES & AUTHORITIES

The EHS Officer is responsible for ensuring that appropriate workplace inspection,
testing and monitoring activities are carried out in NATIONAL BUILDING
INDUSTRIES

All supervisors and department heads are responsible for performing EHS inspections
of the workplace in accordance with this procedure.

5.0 PROCEDURE
5.1 Planning for EHS Inspection, Testing & Monitoring

5.1.1 EHS Inspection Team


a) The EHS Management Representative and/or EHS Officer shall form
and maintain an EHS Inspection Team who will be responsible for
conducting inspection, testing and monitoring for the purpose of
establishing and maintaining safe working conditions and discovering
unsafe practices in the workplace.
b) It shall be the responsibility of the EHS Officer to train all members of
the EHS Inspection Team in matters related to environmental, health &
safety workplace inspection.
c) The EHS Inspection Team shall be composed of first-line supervisors
and department heads, who shall conduct 2 different types of
inspections:

Supervisory Inspection
EHS inspections in supervisory level shall be conducted on a
monthly basis by first line supervisors and to be facilitated by the
EHS Officer.

Management Inspection
EHS inspections in management level shall be conducted on a
quarterly basis by department heads, and shall be facilitated by the
EHS Management Representative and/or EHS Officer.

5.1.2 Inspection Plan & Schedule


a) EHS Officer shall prepare Annual Inspection Plan of EHS
inspections every start of the year and shall be approved and signed by
the EHS Management Representative.
b) The approved Annual Inspection Plan shall be posted in EHS-related
bulletin board and shall serve as a monitoring sheet for the actual
performance of inspection.
c) EHS Officer shall be responsible to monitor the actual performance of
inspection and shall update the Annual Inspection Plan on a regular
basis.
d) The EHS Officer shall prepare the Detailed inspection Plan which
will include the following information:

Objectives of the inspection;


inspection Scope;
Assigned inspector;
Date & Time of inspection;
Itinerary.

Internal inspection shall be based on the activities related to EHSMS,


which include the work instructions, compliances to environmental, health
& safety legal requirements, and other requirements from interested
parties (e.g. Competent Authority, Sector Regulatory Authority, etc.).
5.1.3 Preparation & Updating of EHS Inspection Checklist
a) It shall be the responsibility of the EHS Officer to prepare and update
an inspection checklist using the Workplace Inspection Checklist.
b) The inspection items in the checklist may vary depending on the
location of the area, activities or processes being inspected.

Performing the EHS Inspection


5.2.1

The EHS Inspection Team, headed by the EHS Officer, shall conduct
workplace inspection using Workplace Inspection Checklist.

5.2.2

Areas to inspect shall be as follows:


a) Process: Walk through the inspection area and examine the work
processes taking place. Does the workplace layout limit awkward body
positioning? Is the need for repetitive motion and forceful exertion
limited?
b) People: Observe workers performing their jobs. Pay particular
attention to worker interaction with materials, equipment and coworkers. Are safe work procedures being followed? Are tools,
equipment and PPE being used appropriately? Are workers aware of
the hazards of their jobs? Are people using safe working postures?
c) Equipment: Inspect the condition of the equipment. Look for signs
of wear (rust, cracks, leaks). Ensure that guards and safety devices are
in place and that the equipment has been regularly maintained.
Consider ergonomic issues arising out of the design and use of the
equipment.
d) Materials: Consider the hazards of the materials such as toxicity,
flammability, etc. Are materials labeled and stored properly? Are
MSDS available and up-to-date? Have workers been trained is safe
use and emergency procedures?
e) Work Environment: Environmental factors to inspect include such
things as housekeeping, lighting, ventilation, noise and vibration.

5.2.3

The workplace supervisor should be consulted before leaving the area to


discuss findings and recommendations. Report even minor items which
the supervisor can immediately correct. Record this in the report as
corrected. This keeps the report up-to-date and serves as a reminder to
check the condition during the next inspection.

5.3 Reporting, Monitoring & Follow-up

5.3.1

The EHS Inspection Team shall prepare the EHS Inspection Summary
Report.

5.3.2

The inspection report shall include the completed checklist, a description


and location of all identified hazards, and recommendations for
eliminating or controlling the hazards.

5.3.3

The report shall be communicated to all appropriate people who have the
authority to implement the recommendations. This may include the
Deputy Manager, EHS Management Representative, and relevant
Department Heads. Once the appropriate people are involved, the report
should name the persons responsible for corrective actions, and the
expected completion dates.

5.3.4

The EHS Committee shall monitor and review the progress of the
recommendations and follow-up shall be carried out to ensure corrective
actions have been implemented and are effective.
