Rep. Christopher Shays is one of a rare breed: moderate House Republicans. Increasingly marginalized from both his
caucus and his Democratic-leaning district, Shays is among the most vulnerable of House incumbents. In his efforts to
win an eleventh term, he is facing a rematch with Diane Farrell, who held him to 52% of the vote in 2004. The Cook
Political Report ranks this race a “Toss-Up.”

The District
The 4th District encompasses the New York
City suburbs of southwestern Connecticut.
Although Shays won re-election in 2004,
the district gave John Kerry nearly 20,000
more votes than Bush.

About Diane Farrell


Twice elected as First Selectwoman of
Westport, Farrell is a popular local official
and took 48% of the vote in her first run for
Congress. She is stressing greater oversight
and accountability, including the removal
of Defense Secretary Rumsfeld, the
implementation of 9/11 Commission
recommendations, and parameters for
withdrawal from Iraq. She is also a strong
proponent of energy independence, stem cell research, port security and the prevention of global warming.

About Christopher Shays


Shays was first elected in 1986. Although he sits to the left of most of his GOP colleagues, he is part of the GOP
leadership, chairing a national security-related subcommittee of the Government Reform Committee. While he defies his
leadership on some occasions, he generally supports Republican economic policy. Ultimately the most important vote he
makes is to keep GOP leaders and committee chairs in power who set an agenda undermining his stated support of stem
cell research, environmental protection and government ethics. Clearly worried for his political career, he has backpedaled
from his once-strong support for the Iraq War. Shays has received campaign assistance from Bush and many GOP House

Fundraising and Polling


In one of the most expensive races of the year, Shays has brought in $2.3 million and spent heavily. He retains $1.5
million on hand. Farrell has raised $1.9 million, over 80% from individuals, and retains nearly $1.4 million, putting her in
a competitive position. No polling is available.
