This Joint Services Specification has been prepared by Engineering
Equipment Standardisation Sub Committee, Ministry of Defence.

This specification has been approved by the Ministry of Defence and is
mandatory for use by the Defence Services.

(Amendment No. 1) and supersedes the same.

1.
SCOPE
1.1
This specification lays down the requirements of material, construction,
workmanship, finish, performance, marking, packing and quality assurance and is
intended to guide inspection and procurement of Extinguisher Fire, Carbon dioxide,
Water Type, 9 Litres Capacity, High Pressure (without charge) against the Defence
requirements only. This specification may be used for a specific order against the
requirements of Defence Stores catalogue number 4210000 041 placed by the
competent authority and this is not to be used for any other purposes, whatsoever,
without the express written permission of the Quality Assurance Authority.
1.2
End Use: Extinguisher Fire, Carbon Di-oxide, Water Type, 9 litres is used
to extinguish class A fire involving organic materials like wood, cloth, paper etc.

STANDARD PATTERN
3.2
Standard pattern, if held with the purchasing or Quality Assurance
Authority, may be obtained and shall constitute a general guide only. The stores shall
conform to this specification otherwise.
4.
TERMINOLOGY/ DESCRIPTION
4.1
Extinguisher, Fire Carbon Di-oxide, Water Type, 9 litres Capacity, High
Pressure is a hand operated upright type device for extinguishing of class A fire
involving materials like wood, textiles, paper etc.
4.2
Method of Operation: Extinguisher is held upright and the diaphragm of
CO2 gas cartridge is punctured with the help of piercing device by applying the
pressure on plunger. Thus released CO2 gas expels the water inside the extinguisher
through discharge nozzle.

MANUFACTURE/ CONSTRUCTION
6.1
The Extinguisher shall be upright type to hold 9 litres of water upto liquid
level indicator and the design of equipment shall generally conform to IS 940-2003
meeting the specific requirements mentioned in this JSS.
6.2
Body: The Extinguisher body shall be fabricated with MS sheet of
thickness not less than 1.6 mm conforming to minimum Grade D of IS 513. The body
shall be cylindrical in shape with an outside diameter 175 5 mm. It shall be of
welded construction as per Clause 7.1 and 7.2 of IS 940. The ends of the body i.e. top
dome and bottom dish shall be hemi-spherical or ellipsoidal or torispherical in shape
and shall be circumferentially welded. The body shall be provided at the bottom with
a cylindrical skit of minimum 25 mm height and 3 mm thickness on which
extinguisher shall rest on the ground.
6.3
Neck Ring: The Neck Ring shall be made of Lead Tin Bronze conforming to
Grade LTB-2 of IS 318 or Brass forgings conforming to Grade FLB of IS 6912 and
shall have clear opening of 75 1 mm. The neck ring shall be firmly secured to the
extinguisher body by brazing. The threads of neck ring shall conform to size 3A of IS
2643.
6.4
Cap: The cap shall be provided with piercing mechanism and the general
layout of the same shall be as per Drg. No. FESK-0066/B (obtainable from CQAFE,
Pune). The cap shall be manufactured from Lead Tin Bronze conforming to Grade
LTB-2 of IS 318 or brass forgings conforming to grade FLB of IS 6912.
6.4.1
The cap shall be threaded with parallel threads conforming to size 3A of IS
2643. The effective length of threads shall be 17+0.00 mm, -1.00 mm. At least three
vent holes of not les than 2.5 mm in dia. shall be drilled through the threaded portion
of cap and the center of the holes shall be 6.5 mm from the face of the cap joint
washer.
6.4.2
A cartridge holder shall be provided in the cap in such a way that the
cartridge seal piercing mechanism passes through its center. Female left hand threads
shall be provided in the holder which shall conform to the following:i)

6.4.3
Minimum three portholes of size of not less than 4 mm shall also be
provided in the cartridge holder.
6.4.4
The design data for spring used in the piercing mechanism shall conform
to details given in drawing No. FESK-0066/B.
6.4.5
Washer Cap: The rubber material of washer cap shall be as per type 3 of
IS 5382. The requirement of hardness, tensile strength and percentage of elongation
before and after ageing at 70 1 deg C for 168 hours shall conform to Type3 of IS
5382. For these test, the contractor shall provide two Test slabs of size 300 mm x 300
mm x 1.5 mm and one test slab of size 150 mm x 150 mm x 6.5 mm from the rubber
compound prepared and processed for manufacture of washer cap of OD 88 mm x ID
65 mm x Thickness 4.5 mm.
6.5
Piercing Mechanism: A spring loaded piercing mechanism shall be
provided in the plunger for piercing the diaphragm of the gas cartridge when fitted to
the cartridge holder. The plunger rod shall be of such a length that the stroke length
of it shall be minimum 12 mm. The puncturing end shall be designed so as to ensure
a clear opening in the cartridge seal when piercer is operated. The clear distance
between the seal of cartridge and piercer point shall be 5 +1, -0 mm.
6.6
Safety clip: A safety clip of steel conforming to IS 2507 of size 12 mm
width and 0.6 to 0.8 mm thick shall be provided to prevent accidental operation of the
piercing mechanism. The stiffness of safety clip shall be of high order to retain the
properties for entire life of the equipment. Safety clip shall be with chain fitted to the
cap body as shown in Drg. No. FESK-0066/B. The safety clip and the chain attached
to it shall be chrome plated.
6.7
Liquid Level Indicator: The specified level of water in the body i.e. up to
the capacity of 9.0 0.5 litre shall be indicated on the exterior of the body with
sticker and shall also by permanently indicated in the interior by welding a strip.
6.8
Expansion Space: An air space shall be provided in the body above the
specified water level and shall be of sufficient volume to ensure that when the
discharge nozzle is temporarily closed and the extinguisher is put into operation at a
temperature of 27 5 deg C, the internal pressure generated shall not exceed 1.5
MN/m2 (15 kgf/cm2). The temperature in this case shall be the temperature of the
water and not the atmospheric temperature.
6.9
Nozzle and Discharge Fittings: The discharge nozzle and its mountings shall
be fixed to the body. The discharge fitting shall have male threads and the nozzle
female threads conforming to the parameters given below. The material of nozzle and
discharge fitting shall be brass conforming to Type 1 of IS 319 or lead tin bronze
conforming to Grade LTB-2 of IS 318
(i) Size of the threads : size 3/8 of IS 2643 with class A tolerance
(ii) No of threads: 8 1 No.
(iii) Internal dia. of discharge fitting: 9.5 0.1mm

6.10
Siphon Tube: The removable type siphon tube made of brass tube
conforming to alloy No. 2 of IS 407 shall be provided with wall thickness not less
than 1.00 m. A removable type of brass or stainless steel strainer shall be provided at
the bottom of the siphon tube. A sniffer valve with a ball made of brass near upper
end shall also be fitted to the siphon tube. The design of the sniffer valve shall be
such that in the variation of atmospheric temperature within 10C, there shall not be
any spouting of liquid through the nozzle.
6.11
Strainer: A Brass of stainless steel strainer shall be fitted to the bottom of
the siphon tube and shall be removable type for maintenance. The size of the holes of
the strainer shall be less than that of the orifice of the nozzle and aggregate area of the
holes shall be not less than six times that of the nozzle orifice. The thickness of sheet
shall be not less than 1.00 mm.
6.12
Nozzle: The nozzle shall be made of brass conforming to type 1 of IS 319
or Lead tin bronze conforming to Grade LTB-2 of IS 318. The design of the nozzle
and the area of the orifice shall be such that it satisfies the performance requirements
given in Clause 13.7(h)
6.13
Bracket Holder and Brackets: Two bracket holders of Ms sheet of
thickness 3.0 mm minimum shall be welded to the body to suit brackets. Two
brackets shall be made out of Mild Steel as per Drg. No. FESK-0066/B for wall
mounting purpose. 4 Nos. of wood screws No. 10 x 35 to IS 6760 of steel shall also
be supplied.
6.14
Carrying Handle: Carrying handle made of MS rod of minimum 6.0 mm
diameter shall be welded to the top end of the body in rectangular form with
approximate dimensions of 90 mm x 50 mm. The position of carrying handle shall be
such that the cap does not obstruct the hand while holding it.
6.15
Charge: CO2 gas cartridge of 90 +10, -0.0 g capacity conforming to
Defence Specification No. JSS 4210-19: 2001 with Amendment No. 1 and Drg. No.
JSSD 4210-05/04 shall be demanded separately. The DS Cat No. of this Charge is
4210-000 546.
Note: The Extinguisher is to be filled with water only up to the level of
water level indicator. This is a critical requirement to avoid danger
of built up of pressure and to eliminate accidents. The Extinguisher
shall be supplied without Charge.
7.
7.1
The workmanship of the stores shall conform to best production standard
of the industry. External and other surfaces exposed to the operating personnel shall
be smooth and edges rounded off.

7.2
Not withstanding the requirements listed in the preceding para, the
supplier shall ensure that the stores shall be complete with all fittings and accessories
and any other component/ material though sufficiently detailed in the specification for
proper and efficient operation of the stores. The supplier shall not be liable for any
extra amount in respect of such accessories/ components required for efficient
operation of the equipment.
8.
ANTI-CORROSIVE TREATMENT
8.1
All surfaces shall be thoroughly cleaned, free from rust, scale and grease.
Then the internal and external surfaces, except non ferrous and threaded portion of
extinguisher body shall be either zinc plated to a thickness of 20 microns minimum or
phosphating shall be carried out in accordance with IS 3618.
9.
9.1
9.1.1
After anti-corrosive treatment as per clause 8.1 above, the internal surface
of Extinguisher body, except threads shall be coated with epoxy powder coating as
per IS 13871 to a thickness of 50 microns minimum.
9.1.2
After anti-corrosive treatment as per Clause 8.1 above, the external surface
of Extinguisher body except non ferrous and threaded portion shall be coated with
epoxy powder coating to a thickness of 50 microns minimum in FIRE RED colour
conforming to shade No. 536 of IS 5.
9.1.3
Both internal and external coating as described above shall be capable of
withstanding the acid and alkali resistance test mentioned in IS 13871.
9.2
Painting: The wall bracket shall be either painted or powder coated in
BLACK colour.
10.
MARKING
10.1
Each Extinguisher shall be clearly and permanently marked with either
stencil or water proof printed sticker or any other method with following details.
Pasting of paper stickers is not allowed.

Apart from above, following information shall be embossed/ punched
permanently on the skirt of the Extinguisher for identification even after long usages:
(a) Firms Name/ Trade mark
(b) Sr. No. and Batch No.
(c) Year of Manufacture.

11.
LITERATURE
11.1
The contractor shall supply one set of the following literature free of cost
alongwith each Extinguisher.
(a) User Hand Book in Defence format.
(b) Part Identification list in Defence format.
(c) Maintenance/ Repair manual (if any)
(d) Current price list of all parts to be included in the IPL.
11.2
The above literature shall be combined together and provided in one
booklet and three copies of these draft literature shall be submitted to AHSP i.e. CQA
(FE), Aundh Camp, Pune 411 027 for approval before bulk printing..
11.3
The contractor shall also supply Four copies of the literature free of cost to
the AHSP i.e. the Controller, Controllerate of Quality Assurance (Fire Fighting
Equipments), Aundh Camp, Pune-411 027. Copies of Defence format for this
literature shall be issued to the tenderers by CQA(FE), Aundh Camp, Pune 411 027
free of cost on demand.
12.
12.1
Manufacturers/ Contractors must satisfy themselves that the stores are in
accordance with the terms of the Contract and fully conform to the required
specification by carrying out a thorough pre-inspection of each lot before actually
tendering the same for inspection to the Quality Assurance Officer nominated under
the terms of the contract. A pre-inspection certificate showing the parameters
checked and its result shall be submitted to the SQAO along with the Quality
Assurance call letter.
12.2
If the Quality Assurance Officer finds that the pre-inspection of the lot as
required above has not been carried out, the lot is liable for rejection.
12.3
Manufacturer/ Contractor will also submit the test certificate of raw
material of the components of the Extinguisher along with Quality Assurance call
letter.
13.
QUALITY ASSURANCE
13.1
The contractors shall extend all reasonable facilities for inspection and
testing of the Extinguisher to the AHSP or his authorized representative, free of cost
for satisfying himself that the stores are manufactured in accordance with the
specification. Hence for this purpose the AHSP or his authorized representative shall

have free access to the contractors, or sub-contractors work at all times during the
run of the contract. The contractor shall notify to the AHSP of all sub-contracts placed
by him and provide quality assurance facilities for all stores so sub-contracted.
13.2
No deviation will be accepted from the governing design/ drawing and
specification. No request for any deviation will be entertained from the sub-contractor
but only through the main contractor. The main contractor shall remain responsible
for quality and quantity of any work done by the sub-contractor.
13.3
Nothing shall absolve the manufacturer from his responsibility for the
safety of his equipments operation.
13.4
Advance Sample
13.4.1
Two advance samples complete in all respects as per clause 4.3 of this
specification along with following items shall be submitted to The Controller,
Controllerate of Quality Assurance (Fire Fighting Equipment), Aundh Camp, Pune
411 027 for approval.
(a)
as
Four Nos. of CO2 gas cartridge of 90 + 10/- 0.0 g capacity duly filled
per clause 6.15 of this specification.
(b)
Two test slabs of size 300 mm x 300 mm x 1.5 mm and one test slab
of size 150 mm x 150 mm x 6.5 mm of same material of washer cap.
(c)
Pre-inspection report.

13.5
Bulk Quality Assurance:
Bulk Quality Assurance shall be carried
out as per the test Schedule attached as Appendix A to this specification by the
Quality Assurance Officer at the firms premises after bulk production clearance given
by the Quality Assurance Authority. The firm shall forward following documents
along with the Quality Assurance Call letter.
(a) Pre-Inspection Report
(b) Raw Material Test Report of all components of the Extinguisher
13.6
Sampling Plan: The sampling plan as per General Inspection Level II of
IS 2500(Part 1) shall be followed during bulk Quality Assurance. At the discretion of
SQAE, General Inspection Level may be reduced or increase as per his experience for

quality of stores/ firm. However, sampling plan as per General Inspection Level II is
reproduced below:

13.6.1
For performance test sampling plan as per Special Inspection Level S-1 of
IS 2500(Part 1) shall be followed. However, sampling plan as per Special Inspection
Level S-1 is reproduced below:

13.6.2
All Extinguishers of the same type, shape, design and capacity produced
by the same manufacturer from the similar materials under almost identical conditions
of manufacture shall be grouped together to constitute a lot.
13.6.3
Each lot shall be considered individually for the purpose of evaluation of
quality in accordance with this specification.
13.7
Quality Assurance Tests:- The following Tests shall be carried out as per
the sample size given in Test Schedule attached during Quality Assurance of the bulk.

before releasing for bulk production. The contractor shall use raw
materials tested and approved by SQAO for manufacture of the
bulk.

Test for sniffer valve:- Fill the Extinguisher with water up to the
liquid level indicator. Hold the duly filled Extinguisher upside down.
No leakage (water flow) from the nozzle should take place. Initial
flow of water in the siphon tube may be ignored.

(ii) Powder coating shall be checked for Alkali and Acid resistance
test mentioned in IS 13871. There shall be no sign o corrosion,
blistering or flaking to the sample.

WARRANTY
14.1
The stores supplied shall bear a warranty as per contract. In the absence of
such stipulation, the following warranty shall apply:The stores supplied against this specification shall be deemed to bear a
warranty against defective design, material, workmanship and
performance for a period of 12 months from the date of receipt of stores by
the consignee. During this period, if any, the stores are found defective by
the consignee, the same shall be replaced immediately by the supplier, free
of cost at the consignees end but not later than 30 days from the date of
receipt of such information.
14.2
The contractor/ manufacturer shall give the necessary warranty that it is
obligatory on his part to supply the necessary maintenance spares for a period of not
less than 10 years from the date of purchase of equipment.

polythene bags of 100 micron (min) sheet thickness and shall be put together in bigger
polythene bag of 100 micron (min) sheet thickness and tied to the handle of
Extinguisher with twine jute.
15.2.4
Then each Extinguisher shall be packed in a polythene bag of 100 micron
(minimum) sheet thickness and there after in a corrugated fibre board box of 5 Ply
conforming to IS 2771(Part I). The Top and Bottom of the Extinguisher shall be
provided with moulded thermocol sheet to cover the cap, top dome and bottom skirt
to avoid the movement of Extinguisher. The thickness of thermocol at any point shall
not be less than 20 mm. The box shall be closed with self adhesive tape and strapped
with plastic/ nylon strap.
15.2.5
Four No. of above boxes containing Extinguishers shall be packed tightly
in a suitable corrugated fibre board box of 7 Ply conforming to Is 2771 (Part I). The
box shall be closed with self adhesive tape and strapped with plastic/ nylon strap at 4
places (minimum).
15.3
Marking of Packages:
15.3.1
Before dispatch each packing box shall be legibly and indelibly marked

Note: Minimum requirement for packing are stipulated above. However, this
shall not absolve the contractor from his responsibility for the packages
to withstand the hazards of rail/ road transit. This is a contractual
requirement for delivery of store in good condition to the consignee.
Any additional safeguard considered necessary may be added by the
contractor.
