REGULATION ORDINANCE NO. 2013-344
THE 2013 PERIMETER BOUNDARY ORDINANCE
OF THE CITY OF ILOILO
Sponsored by Councilor Plaridel C. Nava II, duly seconded by
Councilors Rode! F. Agado and Lyndon v. Acap

WHEREAS, Article III, Section 458, paragraph 5 (v) of Republic Act 7160, otherwise
known as the Local Government Code of 1991, empowers the Sangguniang Panlungsod to
regulate the use of streets, alleys, sidewalks, bridges, parks and other public places;
WHEREAS, the City of lloilo is beset with the perennial problem of traffic congestion
which has caused irreparable inconvenience and discomfort to the general riding public and
motorists. In so many ways, it also hinders business opportunity, school and office time and
expedient means of living which cannot be quantified on a daily basis;

WHEREAS, one of the duly recognized and acknowledged sources of the traffic
congestion is the unregulated and unabated increase in the number of provincial public utility
jeepneys (PUJs) and buses entering the city's major thoroughfares;

WHEREAS, the "car pass system" was instituted and adopted in the 2004 perimeter
boundary ordinance to address the excessive number of provincial PUJs entering the City of
Iloilo. Sadly, the system has been corrupted and it is now a total failure_
WHEREAS, there is a pressing necessity to regulate the entry of provincial public utility
jeepneys in the City oflloilo in order to curb or even mitigate the prevailing traffic problem.
WHEREAS, a new comprehensive perimeter boundary ordinance (PBO) regulating all
provincial public utility jeepneys, the express terms and stipulations are hereunder set forth,
should be adopted and faithfully implemented.

NOW THEREFORE, be it ordained by the Sangguniang Panlungsod of the City oflloilo


that:
ARTICLE I - Title
Section I.Title of Ordinance - This Ordinance shall be known as "The 2013
Comprehensive Perimeter Boundary Ordinance of the C.'ity of Iloilo"
Section 2. Scope of Ordinance. This Ordinance shall control, supervise, 1nonitor and
regulate the entry of public utility jeepneys (PUJs), cargo vans and jeepneys and bu-ses
originating from the Province of lloilo and other neighboring provinces as well as the
establishment of perimeter boundaries, perimeter boundary terminals and prescribing penalties
for violators thereof.
ARTICLE JI - Definitio11 of Terms
Section 1. For purposes of this Ordinance, the following words are hereby defined as
follows:
(a) Perimeter Boundary Area - as used in this Ordinance, shall mean areas or zones
within the territorial jurisdiction of Iloilo City which defines and delineates the
extent, scope and limitation of entry, parking and dispatch of public utility vehicles
such as PUJ, PUB, PUVans (AUVs) and Mini Buses from its point of origin going to

the City and vice-versa.
(b) Perimeter Terminal - shall mean an area specifically defined in Section 5,6,7 and 8
of this Ordinance which shall service all provincial PUVs plying the route between
Iloilo City going to its definite municipality or towns or to other provinces of Panay
Island and vice versa, possessing an approved franchised granted by Sangguniang
Panlungsod oflloilo City.
(c) TMTRO - shall mean Transportation Management and Traffic Regulation Office, a
body created to strictly and faithfully implement this Ordinance and such other
functions related to traffic as may be approved by the Sangguniang Panlungsod.
(d) PUJ PASS - shall mean Public Utility Jeepney Pass issued by the City allowing
entrance to Uoilo Tenninal Market and Jar Big Market
(e) PUJ CARGO PASS - shall mean Public Utility Jeepney Cargo Pass issued by the
City for PUJ and PUV to enter, load/unload cargo or cargoes within the lloilo
Terminal Market vicinity and Jaro Big Market.

(f) ITM VICINITY - shall mean Iloilo Terminal Market surrounded by JalandonV De
Leoni Fuentes/ Mabini/ Quezon/ Valeria and Rizal Streets,. Iloilo City.
(g) PUV - shall mean public utility vehicle.

(h) FILICAB - shall mean a mini jitney/ AUV with a capacity of 7 passengers and
maximum of 11 passengers excluding the driver, with fixed route (regular, limitedstop or express) or variable routes within specified areas, unless otherwise authorized
by L TFRB and whose point of origin is outside the City of lloilo.
{i) VFH - shall mean a sedan/AUV, pick-up van, station wagon or Coach, with no fixed
route, whose fare is base on per engagement plus fee per unit time as approved by
l.TFRB, whose point of origin/ destination is outside the City of lloilo.
(j) L TFRB - shall mean Land Transportation Franchising Regulatory Board.
(k) ALEOSAN - shall mean the town of Alimodian, Leon and San Miguel.
(I) Provincial PUB - shall mean any Coach with, entry/exit doors, which seating
capacity is 50 passengers and above excluding the driver and the conductor and
which under this Ordinance, is prohibited from entering the City ofiloilo.
(m)Provincial PUJ - shall mean public utility jeepney with seating .capacity of 12 to 32
passengers excluding the driver, which originated from any municipality, and b~eing
regulated, restricted and/or prohibited by this Ordinance to gain entry in the City of
Iloilo.
(n) Provincial Mini Bus - shall mean any mini coach with entry/exit doors, seating
capacity is from 30 to 49 passengers excluding driver and conductor, with fixed route
(regular, limited-stop or express), the rare of which is 'based" on. distance or zonal as
authorized by L TFRB, and which under this Ordinance, is prohibited from entering
the City oflloilo.
(o) First Towns - shall mean the first municipality after the territorial jurisdiction of
Iloilo City.

ARTICLE Ill - General Provisions


Section 1. Provincial public utility jeepneys (PUJs) and public utility buses (PUB) shall
be prohibited and restricted from entering any jurisdictional area of Iloilo City except PUJs
plying the route from the first town as may te provided herein.
Section 2. All Provincial PUJs and PUBus, except coming from the first towns, are
hereby m_andated to load and unlOad their passengers in duly established and designated
perimeter boundary terminals as provided herein.
Section 3 The use and issuances of Public Utility Pass are hereby deferred, suspended
and set aside.
Section 4. Provincial Public Utility Jeepneys, Public Utility Vans and Cargo Trucks
carrying or hauling crops, foodstuffs, goods and produce from the provinces and municipalities
shall be allowed to enter the City oflloilo to unload the same in Iloilo Terminal Market and Jaro
Big Market during dead time from 10:00 in the evening until 5.00 in the morning - the following
day- without the need of securing a public utility passes.

Section 5. After completely unloading its cargo, the provincial PUJs/PUBus/Cargo


Trucks shall immediately leave the point of destination and shall without delay return to.its point
of origin without picking up passengers.

Section 6_ Provincial Public Utility Jeepneys shall be allowed to enter the territorial
jurisdiction of the City oflloilo at any given time when transportir.tg an ailing or dying patient to
the nearest city hospital from the point of origin.
ARTICLE IV -The First Towns
Section 1. - For purposes of this Ordinance, the first towns shall include the
Municipalities of Oton, San Miguel, Pavia and Leganes.
Section 2. - Provincial Utility Jeepneys (PUJs) from the first towns shall be allowed to
enter the territorial jurisdiction of the City oflloilo to load and. unload passengers only and shall
strictly observe the following route:

OTON ANHAWAN and OTON DERECHO - shall pass through Osmena


Street, Arevalo - Avancena Street, Mola and upon reaching the Iloilo City Community College,
shall make a U - turn to San Pedro, Malo and traverse towards the same route going to Oton,
Tloilo;

SAN MIGUEL - shall pass through R. Mapa Street, Mandurriao, shall make a
left turn to Old Airport Road passing through Megaworld and shall make a left turn to Q. Abeta
Street, Mandurriao passing through Western Visayas Medical Center (Provincial Hospital) and
shall proceed to Mandurriao Plaza and shall traverse the same route back to San Miguel;

LEGANES HI-WAY - shall pass through McArtur Drive, Jara Plaza, El 98,
shall make a left turn to Sen. Benign Aquino Avenue, passing through SM City Jloilo and shall
make a U-tum at the designated U-turn slot back to Leganes using the same route;

LEGANES LAPAZ- shall pass through McArtur Drive, Jaro Plaza, shall make a
left turn to Luna, Jara, turn right at Commission Civil, Jaro, to Burgos Mabini, Lapaz and shall
return back to Leganes with the same routei.
PAVIA HIGHWAY - shall pass through Sen. Benigno Aquino Avenue and upon
reaching SM City 1loilo shall make a U-turn at the designated U-turn slot for Pavia, Iloilo and
shall traverse the same route back to Pavia;

PAVIA LA PAZ - shall pass through Sen. Benigno Aquino Avenue and shall tum
left at El Castlla 98 to Jaro Plaza, turn left to Luna, Jaro, turn right at Commission Civil,
Jaro, to Burgos Mabini, Lapaz and shall return back to Pavia with the same route
ARTICLE V -Perimeter Boundary Area
Section 1. Creation of Perimeter Boundary Area by Districts - All provincial public
utility jeepneys, vans and public utility buses shall load and unload passengers in the following
designated and established perimeter boundary terminals, as follows:

Section 2. AREVALO DISTRICT (Southern Line) jeepneys, buses and PlNans (FILICABNFH-AUV) coming from Antique and southern towns

of Iloilo, particularly, Tigbauan, Guimbal, Igbaras, Tubungan, Miag-ao and San Joaquin, shall
utilize the perimeter boundary terminal situated at Barangay Sto. Domingo and Mohon,
Arevalo. Iloilo City.
Section 3. MANDURRIAO DISTRICT (ALEOSAN Line) - Provincial public utility
jeepneys coming from the towns of Alimodian and Leon shall be in the Perimeter Terminal at
Barangay Hibao-an Sur and Norte, Mandurriao.
Section 4. JARO DISTRICT (Central and Northern Lines) - (a) All Provincial
PUJs/PUVs/PUBus coming from and passing through the Central towns, namely; Sta. Barbara,
New Lucena, Cabatuan, Maasin, Janiuay, Badiangan, Bingawan, Lambunao, Calinog, including
the towns of Tapaz and Dumangas Capiz, shall be in the Perimeter Terminal at Barangays
Sambag and Ungka, Jaro, Iloilo City. (b) All provincial PUJs/PUVs/PUBus coming from and
passing through the Northern towns, namely: Zarraga, Mina, Pototan, Dingle, Duenas, San
Enrique, Passi City, Barotac Nuevo, Dumangas, Anilao, Banate, Barotac Viejo, San Rafael,
Ajuy, Sara, Lemery, Concepcion, Batad, San Dionisio, Balasan, Estancia, Carles and also those
coming from the provinces of Aldan and Capiz shall be in the Perimeter Tenninal in Bara,ngays
Tagbak, Balantang, and Buntatala, Jaro, Jloilo City.
Section 5. -LAPAZ DISTRICT (Northern Iloilo Coastal Line) - Provincial PUVs whose
route/franchise issued by L TFRB are those plying through the Iloilo Coastal Road, shall be in the
Perimeter Tenninal at Barangays Baldoza, Ticud and San Isidro, Lapaz, Iloilo City.
ARTICLE VI- COMMON PROVISIONS
Section l, Repealing Clause. - all existing ordinances, executive orders, resolutions,
regulations, or parts thereof in conflict with the provisions of this Ordinance are hereby repealed,
amended and revised.
Section 2. Separability Clause - If, for any reason, any part of the provision of this
Ordinance shall be declared to be unconstitutional or invalid by a competent court, other parts or
provisions hereof which are not affected tqereby shall continue to be in full and effect.
Section 3. Penalty Clause - A police officer, TMTRO personnel and traffic aides duly
authorized by the Land Transportation Office (LTO) may confiscate the driver's license of any
person/driver who violates any provision of this Ordinance. Such person/driver shall be liable to
pay a fine of Phpl,000.00 for the first offense; Php2,000.00 for the second offense and
Php3,000.00 for the third and succeeding offenses which shall be paid to the City Treasurer's
Office ofiloilo City before the driver's license may be released.
Any traffic enforcer found allowing/tolerating/abetting violations of this Ordinance shall
be dismissed from the service without prejudice to the prosecution under the existing penal laws.
Section 4. Effectivity Clause. - This ordinance shall take etfect after fifteen (15) days
from the last day of publication in a newspaper of general circulation in the City of Iloilo.
