'1. The meeting was called to order at'10:10 a.m. with Dir. Sem Cordial of
NAPC-Commisslon coordination & Planning Service presid ng.

Ms. Vanessa Joos lralfait of ATD Foudh World Philippines provided a brief

background on the history of celebGting ihe lntemational Day for the


Eradication of Poverty on October 17 throughout the world. She then shared
their experiences in the country. She ifformed the group that the observance
otthe event can be in varied forms.

[4s. Malfait emphasized that rules were established in relatlon to the

commernoration, to witl it cannot be a propaganda day of anybody who want

to promote their respective advocacies and actions or any kind of aclivities


that may violate human dignity of the poor The event should consider ihe
poor as the 'very important persons" (VlP) ofthe day.

Dir. Cordial cited the following official issuances as the

Government's recognition to October 17 United Nations resolutlon:


Presidential Proclamation No. 269, serjes of 1993, declarng October 17
of each year as "National Day for Overcoming Extreme Poverty" (by
former President FidelV. Ramos)i and
Prssidential Proclarnation No. 717, series of 2004, declaring October 17
10 23 of every year as lhe "National Week for overcoming Extrcme
Poverty' (by former President G oria MacapagaLArroyo)

Dir Cordial noted that as per PP 717, the Nationa Anti-Povedy Commlssion
was tasked to lead. coordinate, monrtor and evaluate the nationwide yearly
obsetuance of lhe NationalWeek for Overcoming Exheme Poveriy

Mr. Renalo Nicanor of NAPC Secreta at presented the NAPC initiatives and
relaied activities in relation to the commemoration of NDOEP for lhe past
years. For this year, it was proposed that the UN theme: 'Working Towards a
World Withoui Discrimination. ' Euilding on the experience and knowledge of
people in exheme poverty" be adopted. He then presented the draft program
of activities (see attachment).

Dir. Cordial informed the body ihat the are two possible 6cenarios for
October 17: {b) Commemoration of NDOEP 2013 at Rizal Park, lllanila in lhe
morning; (b) NAPC En Banc meeting with the President in the afternoon.
Dir. Cordial solicited comments and possible recommendations from the
agencies on how this year's NDOEP event will be commemorated. The
following arc lhe suggestions/recommendations;
a. I\rr. Edgardo Buenaventura informed the body that October lT-23, 2013
event also coincides with the celebralion ot "Nalional Fisheries Week".
Thus, both will be simultaneously ce ebrated.
b. NAPC to request DA to tag October 16, 2013 as 'World Food Day'
c. Mr. Rizalio Sanchez of NCDA proposed to have simullaneous

The Irternational Day for the Eradication of Poverty and


for Overcoming Extrem Povrty: A Primer

ippines' Nation al Week

Background

The obsewance of the International Day tor the Eradication of Poverty can be traced back to
l7 October 1987 when over a hundred thousand people from all walks of life gathered at the
Plan of H nah Right: and Liberties (that time the place is named Trocadero Plaza) in Paris,
France to honor the victims ofextreme poverty, hunger, violence, and ignorance. The site is also
the place where tbe Universal Declaration ofHuman Rights was signed in 1948.

The people gathered upon the appeal of Father Joseph Wresinski, a French Catholic priest and
founder of AII Togeiher in Dignity (ATD) Fourth World Movemenr. They prcclaimed thar
poverty is aviolation ofhuman rights and aflirmed the need to come together to ensurethat these
rights are respected. These convictions were inscribed in a commemorative stone unveiled on
that day.
The txt engraved in the ston reads in English, as follows:

OCTOBER 17,I9E7
ON THIS DAY, DEFENDERS OF HUMAN AND CIVIL RIGHTS FROM EVERY
CONTINENT GATIIERED HERE. THEY PAID IIOMAGE TO THE VICTIMS OF
HUNGER, IGNORANCE AND !'IOLENCE, THEY AFFIRMED THEIR CONVICTION
THAT HUMAN MISERY IS NOT INEVITABLE. THEY PLEDGED THEIR
SOLIDARITY WITH ALL PEOPLE WHO, THROUGHOUT THE WORID, STRIW
TO ERADICATE EXTREME POVERTY.

Since then, people of all backgrounds, beliefs and social origins have gathered every year on
Oclober l71h to renew lheir commitment and show their solida.ity with the poor.

Replicas of the commemorative stone have been unviled around the world, and serve as a
conve.gence point to celebrate the Day.

UN Response

ln appreciation of ihe non-govemment organizatjons iniliative, the Unired Nations General


Assembly passed resol tion 471196 declaring October l7!h as lhe Interrationat Day for fhe
Endicarion of Poyerty on December 22, 1992, and invited all States ao devote th Day to
presenting and promoting, as appropriate in the naiional contex!, concret activities with regard
to the eradication ofpoverty and destitution.
The resolution furlher invites intergovemmenlal and non-govemmental organizations to assisr
States, at their request, in organizing national acrivities for the observance of the Day, and
requests the Secretary-Ceneral !o lake, witlrin existing resources, the measures necessary to
ensurc the success

ofthe Day's observance by the United Nations.

In response, former Presideni Fidel V. Ramos signed Proclamation No. 269 in October 4, l99l

of the same year,

President Ramos unveiled

at Rizal Park a replica of

the

"Commemorative Stone in Honor ofthe Victims ofExlreme ?overty." It has since become the
site of the annual commemoration organized by the National Anti-Poverly Commjssion rn
parlnership with the A fD Fourth World Philippines, Nalional Parks Developmenl Council and
City Covernment oflvlaniiq. Replicas ofthe commemorative stone have been eslablished in the
cilies of Davao (laid in 1994) and Oroquieta (2001) and in rhe municipalities of Esperanza,
Agusan Del Sur (200?), Barotac Viejo, Iloilo (2008), and Buenavisra, Quezon (2008).

On Oclober 18,2004, ihen President Gloria Macapagal-Arroyo signed Proclamation

declaring the period ofOctober l7-23 as the Nstional Week for Ovrcoming Extrcme Poverty
(NWOEP). The Proclanation designated NAPC to lead, coordinate, monitor and evaluate the
nationwido yearly obseNance ofNWOEP in coordination w;th key parlners and stakehojde.s in

poverty reduclion.
The Calholic Bishops Conference ofthe Philippines (CBCP) dedicates the 2"d Sunday ofoctober
lor extrcme poverty day.

Objectives

To make the public aware ofthe weeklong coll]memoration and instil in them the virtucs
and principles espoused by the observance which is the refusal ol extrcme poverty and
the respect ofhuman rights, dignity, and lieedom;

recognize and appreciate the various initiatives ol poor communiiies and local
govemmenl units in uplifting the lives ofpoor Filipinos; and

To invite more stakeholders to join in the fight against poverty and build a crilical nass
