INDONESIA

9th QUARTERLY PROGRESS REPORT


January 2015
I.

INTRODUCTION
This report describes activities of Indonesia ADB RETA 7813 project from October to December
2014.
Until the last three months of 2014 there is only one sub-project namely Vulnerability
Assessment/Climate Change Adaptation in Tatapaan Sub - District in Minahasa Selatan District
which being carried out.
Activities to support Indonesian NCC do not actually obtain a good response; two activities namely
NPOA Legalization and Harmonizing Seascape and Fisheries Management Area are not
implemented well.
In order to speed up the implementation of other sub-project, development of capsules proposal
either small or full size CP has been intensified since the last three months of 2014.
Based on the output of the project, the national activities in Indonesia that undertaken during
October to December period can be grouped into:
OUTPUT 1: Improved policy framework for sustainable coastal and marine ecosystem
management
Support for the legalization of NPOA
Support Indonesia NCC in harmonizing of Seascape and Fisheries Management Areas
OUTPUT 2: Ecosystem-based approach to marine resources management pilot- tested
Applying Ecosystem Approach to Fisheries Management of Grouper Fisheries in
Kwandang Bay, Sulawesi Sea.
Strategic plan of sustainable fisheries for (the) live reef fish trade
Developing Spatial Database for Sulawesi Seascape
While those are support the regional activities are:
Policies to address IUU fishing of coral reef fishes
Vulnerability Assessment/Climate Change Adaptation in Tatapaan Sub - District in
Minahasa Selatan District
New MPA in Sangihe, North Sulawesi, and in Talaud, North Sulawesi

PROJECT ACCOMPLISHMENTS TO DATE


COUNTRY-SPECIFIC ACTIVITIES
Seem that the progress of activities during the last quarter of 2014 (October, November, and
December) is rather slow, the progress and achievements of each activity can be followed as
below:
OUTPUT 1: Improved policy framework for sustainable coastal and marine ecosystem
management
1. Support for the legalization of NPOA
The NCC Indonesia suggests the follow-up activities of the NPOA legislation should be
implemented after April 2015; this was due to the merger of the two ministries (Forestry and
Environment) which affect the personnel in charge of the Technical Working Group. It was Ministry
of Environment act as Chairman of the TWG for Climate Change and the Ministry of Forestry as a
chairman of TWG of Threaten species. It is expected that after April 2015 a new ministry
nomenclature had formed as a result of the merger of the two ministries.

2. Support Indonesia NCC in harmonizing of Seascape and Fisheries Management Areas


On 17-19 November 2014, James Berdach - Regional CMRM Specialist visited Jakarta. The
purpose of the mission was to engage in further discussions with KKP personnel, in order to
gather sufficient information to clearly define the scope of activities that would be required for the
development of a marine spatial planning framework for Sulawesi Sea. It was conclude that it
would be possible to prepare a new Capsule Proposal (CP) for submission to ADB, for support of
the required activities (BTOR, Appendix 1). The draft of New Term of Reference (ToR) and
Capsule proposal (CP) for Harmonizing of Seascape and Fisheries Management Area minus
budget estimate has been prepared by Regional CMRM specialist (Appendix 2).
OUTPUT 2: Ecosystem-based approach to marine resources management pilot- tested
1. Applying Ecosystem Approach to Fisheries Management of Grouper Fisheries in
Kwandang Bay, Sulawesi Sea.
With the support and assistance from regional EAFM specialist, Final draft of Term of Reference
(ToR) and Capsule proposal (CP) for Applying Ecosystem Approach to Fisheries Management of
Grouper Fisheries in Kwandang Bay, Sulawesi Sea has been developed and submitted to RPMO
(Appendix 3).
In order to accelerate the EAFM activities, two small Capsule Proposal (Grouper Genetic study
and Socio Economic study on grouper fisheries in Kwandang) have been developed (Appendix 4
& 5). In related to Grouper Genetic Study we are still in processing permit letter from Chairman of
Agency for Marine and Fisheries Research and Development MoMAF, as a condition to send
specimen from Indonesia.
2. Strategic plan of sustainable fisheries for (the) live reef fish trade
With the support and assistance from Regional EAFM specialist the Final draft of Term of
Reference (ToR) and the capsule proposal (CP) for Strategic plan of sustainable fisheries for (the)
live reef fish trade has been developed and submitted to RPMO. (Appendix 6).
3. Developing Spatial Database for Sulawesi Seascape
Capsule proposal for Indonesia: Consolidated spatial database establishment and training have
been approved by ADB, July 2014.
The sub-contractors for implementing the activities have been appointed, while the contract
between the sub-contractors and PRIMEX is being processed.
SUPPORT TO REGIONAL ACTIVITIES.
1. Policies to address IUU fishing of coral reef fishes
Indonesia MCS/IUU specialist recruited on September 2014, however the specialist has been
resign since October 2014.The MCS activities will not stand alone as a sub-project but their
activities will be inserted or integrated into other relevant sub-projects (EAFM and MPA).
2. Vulnerability Assessment/Climate Change Adaptation in Tatapaan Sub - District in
Minahasa Selatan District
On 9 - 12 November 2014, ADB RETA 7813 Team Leader accompanied by Indonesia DTL and
Indonesia CCA specialist visited: Sam Ratulangi University (UNSRAT), North Sulawesi Province
and South Minahasa District Marine and Fisheries Service, Civil Work and Forestry services of
South Minahasa District as well as Arakan village. The objectives of the travel are: (a) Follow up
and coordinating with UNSRAT for their work progress and their collaboration with BMKG and (b)
Report the progress of CCA activity in Arakan village to related stake holder and ask their support
for implementation adaptation option (BTOR - Appendix 7).

On 6 - 9 December 2014, CCA International specialist accompanied by Indonesia CCA specialist


and Indonesia DTL visited Arakan, South Minahasa where the objectives of travel is to conduct the
meeting with community and related stakeholders to learn about the study result of the ecosystem
condition in that village and discuss with related stakes holder which of their program can be
synergy with the activity in Arakan village (BTOR - Appendix 8).
The Vulnerability Assessment/Climate Change Adaptation in Tatapaan Sub District sub-project is
nearly completed; final report presentation of this activity will be carried out on January 2015 in
Jakarta.
Capsule Proposal for next sub-project CCA Implementation have been completed and submitted
to RPMO (Appendix 9).
3. New MPA in Sangihe, North Sulawesi, and in Talaud, North Sulawesi
The sub-project Establishment of New MPA and Preparation of its management plan in Para
Island Group, Kep. Sangihe North Sulawesi Indonesia considered will be divided by two
phases namely: (1) Preliminary survey of the Establishment of New MPA and (2) Management
plan of the new MPA in Sangihe, the first topic Capsule Proposals have been completed and
submitted to RPMO (Appendix 10), while the Capsule Proposal for the second topic is being
developed (Appendix 11)
To accelerate the activity, a small Capsule Proposal for Socio-economic study in Para Island,
Sangihe (Pilot site of a New MPA) have been developed and submitted to RPMO (Appendix 12).
OTHER ACTIVITIES
ADB Reta Project ADB have transferred some amount of money in November 2014 to the
Indonesia NCC for redesigning the Web site, a soft launch of the new design CTI website was held
on 15 December 2014`
In relation to Knowledge Management (KM) activities seems that most of sub-activities such as:
Public Awareness Plan; Learning Article; Develop material for Public Awareness and CTI activities update have not been
well implemented.

ISSUES, CONCERNS AND SUGGESTED ACTIONS


A project activity still refers to the Works and Financial Plan of year 2013. Suggestion: Develop
Works and Financial Plan 2015 2016. However, Works and Financial Plane 2015 - 2016 is still
not developed because some Capsule proposals and its budget estimates have not been
completed yet. Suggestion: Immediately complete the entire capsule and then prepare the Work
and Financial Plan 2015 - 2016, at the same time communication with RPMO should be intensified
to obtain CP approval from ADB..
The person in charge of Climate change and Threaten species TWG still not clear since there is a
merge of Ministries of Forestry and Environment and it will affect to NPOA legislation activity.
Suggestion: NPOA legislation activity be implemented after April 2015 when a new ministry
nomenclature had formed as a result of the merger of the two ministries.
As reported in 8th quarter report, (1) Procurement of secondary data, (2) Purchase images and
interpretations, and (3) Spatial data base establishment and training, have not been implemented
yet due to the contract has not been signed. Suggestion: accelerate the process for signing the
contract.
The existence of regulations in Indonesia, which states that for laboratory analysis outside of
Indonesia must have a Material Transfer Agreement (MTA) and follow the requirement that such
work could not be done in Indonesia and Indonesian researchers must be participate that
laboratory analysis, if these requirements met, permit letter will be issued by the Chairman of
Agency for Marine and Fisheries Research and Development on behalf of the Minister of Marine
and Fisheries. Suggestion: Develop MTA between Borneo University and INO PMU (?) and
approaching The Agency for Marine and Fisheries Research and Development either formally or
informally to obtain the privileges of delivery the materials abroad.
There is still minimum product resulted from Knowledge Management activities. Suggestion:
Regional KM specialist can visit Indonesia to discuss and provide guidance to national KM
specialist.
MCS specialist who newly hired in September 2014 turned out resigned on October. Suggestion:
Develop new small capsule proposal on MCS associated with the EAFM and MPA sub project.
NEXT STEPS
In the Quarter 10 period, priority activities must be focused on:
1. Develop Works and Financial Plan 2015 -2016;
2. Together with RPMO seek immediate approval of CP by ADB;
3. More close coordination with INO NCC and other related institution;
4. Develop more clear guidance as a reference for KM national Specialist activities.
