Community

RATIONALE

The KALAHI-CIDSS is a poverty reduction project of the government of the Philippines


and is implemented by the Department of Social Welfare and Development (DSWD). It
engages in specific social process which includes the transition, social preparation,
project identification, selection and planning stage, project approval stage,
implementation of sub-projects, operation and maintenance, and monitoring and
evaluation. In between this cycle, finance is one important aspect involved. Finance is the
activating unit of the organization which is concerned on the acquisition and conversation
of funds in meeting the purpose of the said project.
With the anticipated volume of transactions covered by this project, there are issues
and concerns encountered which are generated within the finance unit. Thus the
proponent hereby proposes for the conduct of the Tactical Session for Community Finance
Facilitator of SRPMO Antique under KALAHI-CIDSS to capacitate them on finance matters
which include Financial Management System, Internal Controls and Monitoring System
and Tools.
III.

OBJECTIVES
At the end of the tactical session, the participants will be able to:
a. Identify finance issues and concerns with corresponding resolutions
b. Enhance technical skills related to Financial Management especially during
Sub-Project Implementation

c. Identify new learning with regards to enhancement of Internal Control and


Monitoring Tools for Analysis during Sub-Project Implementation
d. Come up with strategies to fast track transactions and limit problem cases
related to finance

DESCRIPTION OF THE ACTIVITY


a. Content and Process
The Tactical Session for Community Finance Facilitator of SRPMO Antique will
be conducted in two (2) days. The highlights of the activity include the
following topics:
Identification of concerns and needs
Financial Management during Sub-Project Implementation
Enhancement of Internal Control for Sub-Project Implementation
Monitoring Tools for Analysis
The methodologies will include consultation, lectures, open forum, and other
participatory learning methods.

c. Activity Management
The Financial Analyst III of SRPMO will be responsible in the over-all
management of the session together with the Financial Analyst II of SRPMO. The
Sub-regional Project Coordinator will serve as the consultant in the management of
the session. The preliminaries will start by 1:00 PM on Day 1 wherein topics will be
discussed followed by the workshop proper on day 2. The Financial Analyst III and
Community Procurement Officer III of SRPMO will serve as the main resource
persons.

amounting to Seventy Nine Thousand Eight Hundred Pesos Only.
