Adoption of a resolution authorizing the installation of stop signs, creating a four-way


stop at the intersection of San Carlos & 1st.

RECOMMENDATION
Adopt a resolution authorizing the installation of stop signs, creating a four-way stop at the intersection of San
Carlos & 1st.
BACKGROUND / SUMMARY
The Traffic Safety Committee during the July 20th, 2016 meeting discussed the potential implementation of
stop signs at the intersection of San Carlos and 1st Ave. The discussion item was brought to the Traffic Safety
Committee at the request of residents living in the area. The four-way intersection is currently only controlled
by a yield sign for north and southbound traffic on San Carlos.
This area of our city sees an increase in traffic flow during the morning hours and early evening as a number of
vehicles use the route to enter our village. The use of this road coupled with a School in the area necessitates
a need to better control traffic speed.
A check of accident related data for the intersection shows an accident at the intersection on May 4th 2016.
This was the result of the drivers not being required to stop at the intersection and neither driver seeing the
other approaching the intersection.
The Traffic Safety Committee unanimously agrees that a four-way Stop Sign controlled intersection at San
Carlos and 1st would greatly reduce speed in the area and increase both pedestrian and motorist safety.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING THE


CREATION OF A FOUR-WAY STOP SIGN CONTROLLED INTERSECTION AT SAN CARLOS & 1ST
AVENUE.

WHEREAS, the Traffic Safety Committee unanimously approved the installation of additional stop signs
on San Carlos and 1st Avenue, stopping traffic at the intersection in all directions; and
WHEREAS, a review of the sight revealed safety issues concerning visual obstructions, increased
traffic patterns and pedestrian safety; and

WHEREAS, a review of traffic accident data revealed an accident at the intersection as recent as May
2016 primarily due to speed and visual obscurities.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BYTHE-SEA DOES HEREBY:

1. Concur that adding a four way stop sign controlled intersection at San Carlos and 1st Avenue will
improve motorist and pedestrian safety by converting the intersection into a four-way stop.

2. Authorize Public Works to install stop signs at the intersection of San Carlos and 1st Avenue.
