SUBJECT: LUCASVILLE MAN ARRESTED FOR MANUFACTURING
METHAMPHETAMINE

Scioto County Sheriff Marty V. Donini and Portsmouth Police Chief Robert K. Ware
announce that on Sunday, October 2nd, 2016, 36 year old Winston C. Hall of Lucasville,
Ohio was arrested for Illegal Manufacture of Methamphetamine, a felony of the 2 nd
degree and Illegal Assembly or Possession of Chemicals for the Manufacture of
Methamphetamine, a felony of the 3rd degree.
At approximately 5:42p.m. on October 2nd, a trooper from the Portsmouth Post of
the Ohio Highway State Patrol observed a pickup truck being operated without a
license plate on Millers Run Fallen Timber Road in Lucasville, Ohio. While following
the vehicle, the trooper witnessed an object thrown from the truck. A traffic stop was
conducted and the passenger in the truck fled on foot. The driver was identified as
Winston C. Hall.
During the course of the investigation, chemicals and equipment used to
manufacture methamphetamine were found in the truck and the object that had been
thrown from the truck was found to be a vessel containing a one pot
methamphetamine reaction. A detective with the Southern Ohio Drug Task Force along
with an officer with the Portsmouth Police Department responded upon request to
process the methamphetamine lab and assist in the investigation.
The passenger that fled from the vehicle was identified and criminal charges are to
be filed at a later date.
The case against Hall will be forwarded to the Scioto County Prosecutors Office to
be presented to a Scioto County Grand Jury.
