WastewaterRegulatoryAgency(EWRA)andHoldingCompanyforWaterandWastewater
(HCWW)throughtwoseparateprojects:WaterPolicyRegulatoryReform(WPRR)which
providessupporttoEWRAandMHUUDandWaterandWastewaterSectorSupport(WWSS)
whichprovidessupporttoHCWW.BothprojectsstartedinOctober,2008.
Thescopeofthetwoprojectsincludesprovidingtechnicalassistanceintheareaof
regulatoryprocessesandsystems,privatepublicpartnership,operatorcertificationfor
waterandwastewaterplants,capacitybuilding,capitalimprovementplanning(CIP),
operationsimprovementandprogrammanagement.SinceboththeMinistryandHolding
CompanyexecuteCIPprojects,theprogrammanagementcomponentwasincludedinboth
projects.TheprogrammanagementcomponentcoversimplementationofaPMISsystem,
projectmanagementcapacitybuildinganddevelopmentofstandardcontractingdocuments.
Thissetofdocumentsissubmittedinresponsetothestandardcontractingdocumentstask
undertheprogrammanagementcomponentofbothprojects.
TheMHUUD,includingtheHCWWspendsoverLE15billiononcapitalprojectseveryyear
spreadimplementingover3,000projects.IntheMinistry,projectsareexecutedbyfour
agencies:NationalOrganizationforPotableWaterandSanitaryDrainage(NOPWASD),
ConstructionAgencyforPotableWaterandWastewater(CAPW),NewUrbanCommunities
Agency(NUCA)andCentralAgencyforDevelopment(CAD).Inadditiontothesefour
agenciesHoldingCompanyalsocarriesoutalargenumberofcapitalinvestmentprojects.
Eachagencyindependentlymanagesitsownprocurementactivity.Theprocurement
processesfollowedforprocuringanddeliveringtheseprojectsdifferamongagencies.
Procurementdocumentsutilizedaredifferentandwhile,standardconditionsaremany
timesused,uniquecontractdocumentsaremanytimeswrittenforspecificprojects..This
resultsininconsistentformats,longprocurementcycles,andnonstandardcontract
agreementswhichareoftennonenforceableresultingincontractdelays.The
standardizationofprocurementdocumentsandprocesseswillensureconsistencyamong
variousagencies,greatertransparencyoftheprocess,reducedprocurementtimeand
reliablecontracts.Thereareotherbenefitsofusingstandardizeddocuments:the
contractingcommunitywillbecomefamiliarwiththedocuments,willbemoreconfidentin
theprocessandwillbetterunderstandriskswhichshouldresultinmoreaccuratepricing.
Priortobeginningthistask,scopingsessionswereheldbetweentechnicalstafffromthetwo
projects,theUSAIDprojectofficerandMinistryrepresentatives.Basedonthesesessions,it
wasagreedthatasetofstandardcontractingdocumentswouldbedevelopedbasedon
industrybestpractices,internationalstandardsbodies'recommendationsandlocal
procurementlawscoveringtheentireprocurementlifecycleactivities.Thesedocuments
havebeendevelopedutilizingconceptsandrecommendationsfromFederation
InternationalDesIngenieursConseils(FIDIC),TheAmericanInstituteofArchitects(AIA),
EngineersJointContractDocumentsCommittee(EJCDC),ConstructionSpecifications
Institute(CSI)andCH2MHILLstandardcontractingdocuments.

VolumeIIIwillcovertheconstructionmanagementprocessandwillincluderesponsibilities
ofconstructionmanagementservices(CMS)andvariousformsandtoolsforuseduringthe
